Position Summary

UN Global Compact Network Singapore (GCNS), the local chapter of the United Nations Global Compact, is seeking a Finance and Accounts Manager to oversee the financial operations at GCNS. The ideal candidate will be responsible for handling the full financial accounts, budget planning as well as supporting senior management team in offering data-driven insights and financial guidance for decision making, and ensuring full regulatory compliance.

The successful candidate will join an active UN Global Compact local network - an ambitious team that is energised behind our mission to promote corporate sustainability and responsible business in Singapore and the region.

Responsibilities

• Handle the full set of financial accounts, ensuring that financial data from projects are entered into the books of account and reconciled every month
• Produce monthly financial statements, variance analysis and forecasting for the Management Committee, managers and other stakeholders
• Oversee the annual audit process
• Prepare annual budgets in consultation with project leads and senior management
• Coordinate the budget-setting and financial processes with project managers
• Work closely with project managers to ensure allocated budgets are closely met
• Liaise with the United Nations Global Compact Office on membership fees and quarterly reports
• Develop and execute the internal audit processes in collaboration with senior management
• Oversee grants application and donor administration, including processing of grants/donations, issuing of tax-deductible receipts and prepare the necessary submission of donor information to IRAS
• Handle statutory submissions to authorities and ensure compliance with statutory laws and financial regulations
• Manage and work with vendor to manage all the payment and receivable process ensuring we collect all the payments and accounts are paid on time
• Any other ad hoc duties as assigned

Job Requirements

• At least a Diploma in Accountancy/Finance
• CA/ACCA/CPA/ICAEW would be advantageous
• Minimum 5 to 8 years of relevant working experience
• Strong technical knowledge of financial reporting standards and management reporting requirements
• Good analytical thought process and business acumen, able to anticipate issues and offer ideas for resolution
• Knowledge of requirements by Charities and IPC regulations is advantageous
• Experience in managing/coordinating external audit is required, and internal audit processes is advantageous
• Have a positive work ethic and determination in getting things done within tight deadlines
• Meticulous and organised, with a mature disposition to take ownership of projects and targets assigned
• Able to work independently with minimal supervision
• Able to work within a small team dynamic
• Working beyond regular office time may be required
• Proficiency in Microsoft Word, Excel and Powerpoint

Title: Finance Manager

​Reporting to the Executive Director and serving as an integral member of the management team, the Finance Manager is responsible for the management and financial management of the organisation.

This position is charged with developing and implementing policies and procedures that maintain and improve the finance function.

​Responsibilities

• Serve as the primary contact and manager of the organisation's outsourced services firm based in Singapore for accounting, payroll, and corporate secretarial needs. The outsourced firm will maintain the general ledger and be responsible for transnational accounting activities, including payroll, accounts payable, accounts receivable and bank
• Manage the accuracy, productivity and timeliness of the outsourced services firm, including accounts receivable, invoice/billing, customer credits and collections accounts payable, cash disbursements, payroll, general & entity accounting
• Manage the accounting employee based in China that processes certain transactions, and this activity would need to be reflected in the general ledger. Coordination and consolidation of the financial in China and Singapore (consolidation currently done via spreadsheet)
• Manage any outside service providers used in the preparation of tax and statutory filings, including ensuring timely filing of any required tax and financial reporting, including payroll, income taxes, and any other statutory requirements Management of bank accounts, and ensuring proper recording of all bank transactions
• Manage processing and payment of all vendor invoices, with appropriate authorisation, in a variety of potential currencies
• Management of Accounts Receivable process to ensure timely preparation of invoices and collection of debts
• Preparation and processing of accruals and prepayments to ensure proper accounting of all transactions
• Ensure that all required GST, income tax, CPF, and other filings are completed within appropriate deadlines
• Safeguard assets and assure accurate and timely recording of all transactions by implementing processes, controls, reconciliations, and checks as appropriate
• Identify and report any required monthly GL entries for the purposes of preparing the financial statements, and reconciliation of bank accounts and Balance Sheet accounts on a monthly basis
• Prepare and issue timely monthly financial statements for staff, management and shareholders, including profit-and-loss by show, balance sheet and cash flow
• Manage audit process, including preparing audit work schedules and reports to the auditor for the annual financial audit
• In concert with the ED, prepare and execute the annual budget process and semi-annual forecasting process

Certification

• Qualifications in Finance or Accounting required or equivalent combination of education and experience

Experience

• Minimum of 5-7 years of accounting experience in supervisory roles
• Experience with financial statement preparation, online banking, general ledger management, and oversight of accounts payable, accounts receivables, and payroll
• Experience working remotely

Other Skills/Requirements

• Communication: Must be able to fluently communicate both verbally and in writing using the English language. Other Asian Languages would be beneficial but not essential
• Travel: Ability to travel regionally is preferred for this position. Ultimately, travel within Asia could take place take place 3-4 weeks of each year
• Computer Literacy: Strong experience in computer systems, including general ledger software, Microsoft Excel and other Microsoft office solutions
