Represent Company towards other parties presented on construction site (Client, Local Authority, contractors and Company’s subcontractor)

■ Prior to construction phase, make necessary preparation for site construction works: elaborate construction work schedule; participate to the selection and pre-qualification of contractors; prepare or revises work package technical documents for inquiry; review and validate contractor technical proposals;

■ Monitor and control the construction activities and work performed by the Construction Supervisors reporting to him, and by the contractors;

■ Provide technical assistance and support to contractors to ensure the proper understanding and application of AL standards and procedures;

■ Animate and co-ordinate HSE activities: define and up-date the Site Safety Plan, ensures the compliance with its requirements; take corrective actions and follow-up on the treatment of accidents and/or unsafe situations following safety audits; have the authority to notify any contractor to immediately suspend its work or part of its work if the hazard in question constitutes a serious and immediate threat to the safety of persons or property;

■ Ensure Quality Assurance and Quality Control on site: define and up-date the CCMP and ITP, ensure compliance with its requirements; perform quality inspections; open, control and follow-up on the treatment of non conformances and/or anomalies; take corrective actions and follow-up on the treatment of non conformances and/or anomalies following quality audits; have the authority to request from any contractor quality controls, to check, inspect, witness, approve or reject work or part of work;

■ Organize the reception, inspection and handing over of Company equipment and materials to contractors;

■ Duly delivery weekly report with accurate information and data of execution and complete status on site HSE, construction schedule, quality control, and etc.

■ Creat, develop and keep monthly update the schedule and progress with activities properly linked , required format and usage the Global WBS.

■ Organize, file and maintain project site documentation, make available the as-built documents by the end of construction works;

■ Guarantee and Monitor management of IP protection on site.

■ Organize the interface and conduct the transfer of responsibilities (work progress, quality, safety, site management) with Commissioning Manager;

■ Collect lessons learned during construction and participate to and prepare Lessons Learned Review for Construction;

■ Propose evolution to codes and standards related to construction works. Qualifications

■ Bachelor degree in engineering (chemical / mechanical / civil) or above;

■ At least 5 years experience in site construction;

■ Strong knowledge of ASU construction methods;

■ Good management, organization and coordination skills;

■ Safety Audits report as per HSE Audit Team .

Singapore J11B project Site - 8 Hrs per day X 6 days per week
1 year Project contract:Extensions will be based on project progress

Main Duties and Responsibilities:

■ Provide technical assistance and support to contractors to ensure the proper understanding and application of AL standards and procedures and CDI requirement;

■ Participating in the drawing review and provide the constructive suggestion to the Design team, and keep follow up
■ Assist SM for the preparation of documentation on his/her discipline filed
■ Receive, inspect and hand-over E&C CHN equipment and materials to contractors;
■ Perform safety control, and delivery safety events report,(PSSI, near miss), BSV, ACT implementation
■ HSES Leadership essentials & Act QHSE commitment, animate and co-ordinate HSE activities, attend the Safety meeting, safety walk, safety talk, HSE minute & toolbox talk, have the authority to notify any contractor to immediately suspend its work or part of its work if the hazard in question constitutes a serious and immediate threat to the safety of persons or property;

Job Description & Requirements

● Assist Project Manager in the preparation of project Capex, budget estimation and cost allocation.Assist in monitoring the budget tracking and report to Project Manager.

● Preparation of procurement plans, schedule and tracking of project procurement progress.

● Assist in Preparation of technical specification, bill of materials, RFQ for purchase of equipment, components or services required for the project.

● Coordination with procurement regarding supply and vendor issues. May work with vendors on behalf of procurement

● Assist in Preparation technical compilation and evaluation of vendors quotation.

● Preparation of documents required by the purchasing department to issue PO or matters related to purchasing and Facilitate the purchase order until PO issuance from the purchasing department.

● Prepare and monitor the procure items tracking.

Maintenance Management:

• Develop and implement effective Maintenance Plan Regime, Safety and Quality plans for Pipeline Maintenance activities in accordance with Air Liquide Group Practices and IMS procedures.
• Prepare the deliverable (such as technical solution, scope, planning, risks, etc.) maintenance strategies, procedures and methods of executing Maintenance Works on AL pipeline and assets (include E&I instrumentation equipment/devices).
• Work closely with Project/ Operations/ Industrial Information Technology (IIT) Engineer during the project design/development phase to ensure the technical specifications and requirements are in line with existing procedures.
• Ensure the compliance of in house IMS rules and regulatory requirements are strictly followed and adhered to.

Maintenance Execution:

• Manage the Maintenance work on sites/ carried out by vendors/ contractors to ensure it is executed safely, correctly and achieve the maintenance KPI's, as defined based on AL group practices, industrial standards, etc.
• Ensure contractors are briefed and trained to execute according to the maintenance regime planned and develop alternative back-up schedules in the event the site work does not proceed according to original planning.
• Evaluate and select in house vendors/ contractors together with Purchasing-dept.
• Coordinate with stakeholders to ensure the quality and integrity of the system are not compromised.
• Achieve Excellence in installed and recommissioning of the system (PLC and Analyzer) after the maintenance work.
• Lead in digitization initiative, participate in Root Cause Analysis (RCA) for all equipment reliability issues and proposed corrective & preventive action plan.

​Safety / Quality Assurance / Risk Management:

• Ensure safety plans are adequate for contractors to work safely on-site and attend all customers and contractors Safety meetings while carrying out maintenance work at sites.
• Maintain good documentation records of the maintenance records for AL Pipelines, metering skids and assets for traceability and IMS requirements.
