As Student Trainee (Management and Program Analysis), you will:

• Perform work with a senior staff person and or as a part of a team in conducting and performing analysis assignments related to the effectiveness of programs and/or the efficiency of the management of the organization's operations.

As a Budget Analyst, you will perform the following duties:

Initiates contact with Finance Center accounting officials to resolve erroneous or entries and participates in the implementation of new or revised accounting programs. Evaluate the execution of budget and cost plans of regional organizations versus actual performance to assure conformance with objectives and to prevent possible violations of the Anti-Deficiency Act.
• Serve as a principal financial advisor to others in the organization. Provide direction to Division managers in planning programs and operations by formulating financial objectives and making recommendations with respect to program resource requirements for the attainment of these objectives.
• Review proposed managerial, functional or operational changes for financial impact; makes appropriate recommendations to the head of the organization on the full range of budgetary/financial matters and develops plans for implementation of corresponding changes in financial activities. Review regulations and internal and U.S. Government Accountability Office audit reports for impact on the financial management of assigned program areas. Assist with implementing proposed budgetary policy and procedural guidance for and provides comprehensive recommendations to management.
• Provide direction, guidance, and advice to lower graded Budget Analysts. Provide assistance, guidance and training to lower graded budget analysts and customers involved in budget and financial matters to assure timely and accurate results.

• Coordinate with the Office of the Chief Information Officer to oversee software implementation, obtain user acceptance, provide system training and provide technical assistance to users, and maintain day-to-day system operations.
• Design develops system reports, develop procedures, manage annual close system processes, assist in the preparation of annual system budgets, and act as liaison with program and field users to ensure systems are responding to internal and external clients.

As a Management and Program Analyst, you will be performing the following duties:

• Participates in systems requirements analyses; cost-benefit studies; and ADP systems design, development and/or the review of projects concerning financial management systems integration. As an Accountant, you will be performing the following duties:

• As an Accountant in the Division, the employee independently plans and performs a variety of work assignments/projects and analyzes and/or evaluates program operations in areas such as accounting transactions, problems, reports, systems, and other related areas that can have an impact on the effectiveness of the Division meeting its goals and objectives.
• Creates, submits and reviews reports from complex data systems as required by senior management, financial managers, program offices, or customers.
  Processes and monitors complex accounting transactions into the financial system including corrective adjustments to abnormal balances or variances as identified within the SGL.
• Serves as a central point of contact for professional and technical guidance and/or advice to team members, program offices, client agencies and vendors.

The Deputy Chief Financial Officer, under the broad policy and administrative direction of
the Chief Financial Officer (CFO), directs, develops, administers, and evaluates the Department's
budget, accounting and financial systems, and financial management services. As the ranking career
departmental financial officer, the incumbent advises the CFO, or designee, on budgetary policy and
guidance, financial management, financial systems, accounting, and the financial/audit status of
program and administrative operations of the Department. The Deputy Chief Financial Officer acts for the CFO with full responsibility and authority in the CFO's absence or unavailability.

MAJOR DUTIES AND RESPONSIBILITIES

• Deputy Chief Financial Officer's specific duties include managing the development and implementation of the Department's budget, financial management policies, procedures and systems, and oversees the Department's accounting and asset management functions, including cash, credit and debt management.
