As Student Trainee (Management and Program Analysis), you will:

• Perform work with a senior staff person and or as a part of a team in conducting and performing analysis assignments related to the effectiveness of programs and/or the efficiency of the management of the organization's operations.
• Use basic functions of computer software such as word processing, database, and spreadsheet to perform elementary office automation tasks such as entering and retrieving data into or from existing spreadsheets and producing various standardized documents using established formats.
• Perform a variety of routine technical assignments that are structured to provide the incumbent with experience in the application of the program policies, procedures and practices of the organization.

As a Budget Analyst, you will perform the following duties:

• Perform the full complement of financial/budgetary operations necessary to support regional programs. Initiate, execute, coordinate and evaluate all program matters as they relate to the financial management of assigned funds.
• Investigate discrepancies that appear in financial records. Initiates contact with Finance Center accounting officials to resolve erroneous or entries and participates in the implementation of new or revised accounting programs. Evaluate the execution of budget and cost plans of regional organizations versus actual performance to assure conformance with objectives and to prevent possible violations of the Anti-Deficiency Act.
• Serve as a principal financial advisor to others in the organization. Provide direction to Division managers in planning programs and operations by formulating financial objectives and making recommendations with respect to program resource requirements for the attainment of these objectives.
• Review proposed managerial, functional or operational changes for financial impact; makes appropriate recommendations to the head of the organization on the full range of budgetary/financial matters and develops plans for implementation of corresponding changes in financial activities. Review regulations and internal and U.S. Government Accountability Office audit reports for impact on the financial management of assigned program areas. Assist with implementing proposed budgetary policy and procedural guidance for and provides comprehensive recommendations to management.
• Provide direction, guidance, and advice to lower graded Budget Analysts. Provide assistance, guidance and training to lower graded budget analysts and customers involved in budget and financial matters to assure timely and accurate results.

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). • Serve as Chief of Staff on administrative and information management operations in direct support of the Director and Director’s Senior Executive Team.

• Serves as a Systems Accountant responsible for a wide range of analytical activities geared towards validating the integrity of data contained in the core financial management system.
• Provides management decision information which includes documented system deficiencies as determined by hands-on operation of the affected system or by reports from system users.
• Reviews proposals for system revision and advises management of impact of modifications on established systems; develops model systems for new or revised financial management applications and monitors the system testing prior toimplementation; develops flow processes and systems documentation required to define user needs for automated systems design and implementation.

As a Supervisory Financial Systems Analyst, you will:

• Review existing systems to determine needed enhancements, plan system modifications, manage contract support activities, ensure accounting financial system integration, manage system control reference tables, manage application security, and provide support for various audits.
• Coordinate with the Office of the Chief Information Officer to oversee software implementation, obtain user acceptance, provide system training and provide technical assistance to users, and maintain day-to-day system operations.
• Design develops system reports, develop procedures, manage annual close system processes, assist in the preparation of annual system budgets, and act as liaison with program and field users to ensure systems are responding to internal and external clients.
• Direct and control the development, coordination and maintenance relating to the design, adaptation, installation, evaluation and/or revision of automated accounting and financial management systems.

As a Financial Management Analyst, you will perform the following duties:

Duties at the GS-11 Grade Level

• Assist in the conduct of financial management projects and studies relating to planning, developing, implementing and evaluating financial management and accounting policy, systems, processes, methods, and procedures to enable and insure the timely and effective collection/delivery of financial information to all program and financial managers of GSA.

As a Management and Program Analyst, you will be performing the following duties:

• Participates in systems requirements analyses; cost-benefit studies; and ADP systems design, development and/or the review of projects concerning financial management systems integration. Utilizes broad knowledge of financial management systems to analyze current methods and provide problem solutions to a myriad of situations.

• This position serves as a technical expert and consultant responsible for security activities whose duties include but are not limited to the following: independently leads major financial systems projects to accomplish the development, implementation, coordination, review, and evaluation of security plans, policies, technical/ and administrative procedures, accreditation documents, programs associated with Financial Systems equipment software, design, data and physical security, communications, etc. 

• Provides technical expertise and consultation for Audits Reviews, Security and Risk Assessments, Separation of Duties, Access Control, Security Test and Evaluations, and other accreditation activities to ensure that Pegasys and other systems are fully accredited and comply with NIST security standards.

• The incumbent performs fact finding, analysis, and requirements as they relate to the development of financial management systems.

• Leads major Financial Management System projects to develop software requirements to automate security procedures and/or provide security reports.

• Performs other duties as assigned.

• Concurs on recommended Standard General Ledger posting models for the proper recording of accounting transactions in the accounting system.
• Reconciles, reviews, and approves reconciliations of Standard General Ledger accounts to subsidiary systems. Serve as the focal point for key programmatic decisions related to his/her assigned program/operational areas.
• Supports internal and external audits providing data/information and technical expertise on accounting, financial management and related policies, procedures, and reports.
