About the role

As our Research Strategy and Governance Manager, you'll join a senior team that is responsible for delivering high-quality research and analysis, and for developing the wider council's research capability. In this role you will lead work to enhance our research governance - establishing a council-wide approach to ensures all the research we do is high quality, ethical and shaped with input from residents and communities.

In this role you will engage with researchers, stakeholders from across the council's different service functions and with our most senior leadership forums to shape the council's strategy around public involvement in research, equality diversity and inclusion in research and to develop and embed an enhanced framework for research governance. Primary Function:

• As a member of the Abbott Structural Heart Global Training Team, the APAC Training Manager will play a key role in implementing comprehensive training programs for both internal employees and external physician customers across Asia Pacific.
• The primary focus will be on clinical field training and mentoring in Structural Intervention, Congenital Heart Disease and Left Atrial Appendage Occlusion. The Role and Department

The Research Operations Team is part of Research and Innovation Services (RIS) and provides comprehensive support to academic and PSS colleagues across the lifecycle of a research project. The team comprises pre- and post-award services, consultancy support, and systems implementation and development. As a Research Grants and Contracts Manager (RGCM) you will play a key role in supporting and developing externally funded research grant activity by providing high quality support and advice to academic staff in the preparation, submission and contractual negotiation of research grants and awards. You will join an enthusiastic and supportive team of RGCMs based in the central office but will also be expected to spend time in the academic departments you support to provide a key link role between the academic community and RIS.

The RGCM will be first point of contact for an academic wishing to apply for external research funding and will provide support and expert advice in a number of key activities including: identifying and disseminating funding opportunities, delivering training and information events, lay reviewing applications, project managing the submission process of the bid including responsibility for budget development and seeking internal approvals. PRIMARY DUTIES AND RESPONSIBILITIES

b. Provide regular review to improve the training / learning materials, work closely with subject matter experts to ensure that learning materials are accurate, up-to-date, and aligned with organizational goals and objectives.

c. Lead and manage the entire process of new hires orientation, including design and deliver the programme using adult learning methodologies, adapt and adopt digitalisation best practices to improve new hires’ experiences in assimilating into their role and integrating faster into the culture.

18. Provide support relating to all talent development programs & initiatives (eg. Scholarships, Leadership Development Initiatives, etc) including but not limited to the following:

a. Manage, track and maintain a record on training related grants/subsidies relating to application submission, approval, disbursement of grant, etc.

19. Responsible for managing the EduRise programmes:

a. Onboard and off-Board the EduRise trainees from countries coming to Singapore.

b. Mentor the trainees in their learning journey and keep track of their progress, including keeping track on trainees’ follow up on meeting requests with mentors etc.; Readily feedback to mentors on trainees’ concerns or other notable observations.

c. Schedule training sessions and communicate training details to the trainees.

d. Conduct post-training assessments and evaluations to measure the impact of training programmes.

e. Analyse feedback and data to identify areas for improvement and make recommendations for EduRise programme enhancements.

f. Maintain proper documentation of trainees and training records and prepare reports on training activities and outcomes.

JOB REQUIREMENTS

• Bachelor’s degree in Business Administration, Human Resource Management, Psychology, Education and Human Resource or equivalent, with professional qualification in Human Resource Development and WSQ ACTA / ACLP certification is preferred.
• At least 10 years of relevant experience in leading and implementing Learning, Talent and Organisational Development strategies and initiatives. As the Nominated Supervisor, ensure that the service complies fully with current requirements of the National Quality Framework, Education and Care Services National Law and Regulations as well as Council policies and procedures.
Supervise the planning, implementation and evaluation of an effective program of learning, experiences and activities designed to achieve the full potential of each child based upon their individual development records, in accordance with the Early Years Learning Framework.
Implement and document effective administration procedures for the Centre including the enrolment and placement of children, recruitment, assessment and training of educators and financial management in accordance with relevant laws, regulations, Council policies/procedures and funding agreements.

Qualifications and Experience

The applicant will hold an Early Childhood Teaching degree or hold a Diploma in Early Childhood Education and be working towards an Early Childhood Teaching degree. At least 5 years’ experience in the field is required.

Salary and Conditions

An annual salary in the range of $98,235.80 to $110,022.12 (plus 11% superannuation).
A monthly Rostered Day Off.
Conditions of employment are in accordance with the Local Government (State) Award.
Prior to commencement, the successful applicant will be required to undergo a “Functional Assessment” which includes an Alcohol and Other Drug screening and a “Criminal History Check”.
A current Working with Children’s Check is essential.

• Accountable for new hire training, nesting, performance during 30-60-90 days period and overall knowledge management during BAU.
• Take direction from training lead and execute deliverables.
• Design process training plans with inputs from client SMEs.
• Conduct training sessions for identified gaps and process betterment.
• Assess the effectiveness of training material to be deployed for the KS program including the SOPs, participant and facilitator guides, learning check points etc.
• Set-up daily/weekly huddles with trainees to track progress and resolve any issues.
• Conduct audits, calibration with QAs & Training Need Assessment (TNA) for employees in BAU operations.
• Develop training interventions based on TNI for existing employees.
• Review and revise the standard operating procedures periodically or as agreed with the client.
• Ensure robust update management process is deployed and followed.
• Ensure adherence to the training governance mechanism as outlined in Training Standard Document (TSD).
• Prepare, publish and maintain various training reports and dashboards.

Key responsibilities will include: Work closely with key external senior personnel including, Social Services, Health, Education, Voluntary and non-statutory agencies. Oversee outcomes from participation and involvement of service users Organise, lead and chair multi-disciplinary meetings, showing compassionate leadership and the ability to manage different perspectives whilst achieving good outcomes for service users. To review, analyse and report on key data relating to the teams performance, capacity of activity. The ability to use your own judgement to make decisions under pressure and ensure the team has capacity to respond in a timely way to the needs of service users, prioritising care and operationally overseeing team activity. The ability to review, understand and respond to complaints and incidents, and support service developments collaboratively with others. Understanding of budgets and the ability to take responsibility for supporting financial decisions in relation to packages of care Attend TCP Discharge Planning meetings to discuss discharge plans for all cases Ensure proactive action planning for patient discharges well in advance to meet expected discharge dates Work with the Chair for patient Care (Education) and Treatment Reviews, as appropriate, and follow up actions from these reviews Working closely with local authorities and providers on placement identification and ensure regular communication updates with allocated social workers Understanding of admission avoidance processes, ability to work in a multi-agency setting to identify appropriate joint solutions to prevent hospital admissions. Undertake Eyes-On Visits of Learning Disability and Autism Inpatients Planning and Organising Liaise with appropriate functions within the Directorate and key stakeholders of the provider collaborative and the ICB. Contribute to the strategic planning of team projects, identifying interdependencies, and potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary. Contribute to short, medium, and long-term business plans. Taking the lead on identification of appropriate community placements where health is the majority funder and liaising and supporting where local authorities have the lead role Service Improvement Devise and provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making processes. Contribute to performance improvement, taking a lead for identified areas. Pro-actively identify business improvement needs and opportunities, by complex audits or surveys, and prioritise improvement activities across the directorate. Analysis and Judgment Ensure timely and accurate information analysis and reporting to management on agreed areas of work. Work with members of the team to investigate the causes of any variance from plan and proactively contribute to the implementation of solutions Management of a risk and issues tracking mechanism and the resolution and escalation processes. Using autonomous judgement and initiative, where there may be conflicting views, to respond to communications on complex issues and draft non-standard responses that may include the analysis of technical information. Communication Maintain constructive relationships with a broad range of stakeholders. Provide relevant and timely specialist advice and guidance on own portfolio. Maintain strong links with directorates using tact, negotiation and influencing skills to facilitate the development of effective networks / working groups / projects and the delivery of their key objectives. Using influencing, persuasion and negotiating skills, supporting the Senior Managers to update and manage directorate wide forums such as senior leadership team meetings and Transforming Care/Learning Disability and Autism Design Boards and working groups on specific topics. Produce material for and present complex presentations which are engaging, influential and effective in delivering key messages, the content of which may include highly complex technical, contentious, or very sensitive information.
