Business Oregon is currently hiring a full-time limited duration Procurement and Contracts Assistant within the Procurement and Contracts section of the Operations and Finance Division.
This is a Limited Duration position and is currently approved through June 30, 2025. This recruitment will be used to establish a list of qualified candidates to fill the current positions and may be used to fill future vacancies.

What you will do:
Assist Contract and Procurement Specialists draft and issue contracts and maintain the contract status systems.
Provide consultation and guidance regarding contracting requirements and objectives and provide training and other assistance to staff in understanding the contracting process.
Research contracts procedures and regulations to ensure accuracy of contract templates, forms, and contract-related processes.
Gather and organize documents necessary for staff to award contracts and assist with preparation of materials explaining contracting procedures.
Compile contract statistical status reports and correspondence.

The ideal candidate will possess a combination of some or all of the following skills:
Excellent communication skills, both verbal and written.
Experience and proficiency working with Microsoft Word, Excel and databases with reporting software.
Strong attention to detail, reviewing documents to ensure accuracy of database management and contract review completeness.
Analytical and technical writing skills (the ability to research, analyze, and synthesize data and information into concise, easily understood written documents).
Experience with contract requests of typical contract or agreement processes and methods reviewing before assigning to Contract Specialist.
Ability to manage and prioritize one's time to efficiently complete tasks.

What you need to qualify:
Two years of clerical-support experience in a related fields such as general business, accounting, contracts, purchasing, or project administration support.
Associates degree or higher will substitute for the experience.
A one-year certificate in supply chain, logistics management, procurement, or a related field will substitute for one year of experience.

Operations & Finance Division serves every part of the department and includes all central administrative services; it also includes the Business and Public Finance programs. The Operations sections include Employee Services, Fiscal and Budget Services, Information Technology, Policy, Rules & Contracts, and Facilities. Business and Public Finance offers financial analysis and services including direct loans, loan guarantees, loan participations, conduit bond financing, business retention and expansion services, municipal financing, and referrals to technical assistance providers for Oregon businesses. The Policy, Rules & Contracts team is responsible for developing requests for proposals, intergovernmental agreements, grants, leases, purchasing, and personal services contracts for all parts of the department. The unit negotiates contract terms with businesses, municipalities, arts organizations, and other entities to ensure that OBDD complies with all state and federal laws and requirements.

This position is a classified, full-time position, and is not represented by a union.
PERS – This is a PERS qualifying position. After a six-month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account. This will mirror the bargained SEIU and AFSCME PERS process.
