CLASS DESCRIPTION

The Baltimore City Department of Finance (DOF) is currently seeking an experienced Procurement and Contracting Operations Manager who possesses strong leadership and problem-solving skills.

Operations Manager I encompass managerial work related to the administration of departmental policy and overseeing or coordinating agency operations. Employees engaged in overseeing or coordinating agency operations are responsible for planning, organizing, implementing, administering and supervising the interpretation and application of agency policies, directives and procedures designed to accomplish the mission of the agency. Work of this class will involve supervising professional and technical support workers.

This position manages the entire procurement operations of the Bureau of Procurement. The Operations Manager I serve in a management and leadership role in the Bureau of Procurement. This position plays a key role in contributing to the development and achievements relating to Bureau of Procurement Strategic Planning.  

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Bachelor’s degree from an accredited college or university.

AND
 

EXPERIENCE: 10 years of procurement experience to include 5 years of supervisory experience.

OR

NOTES(EQUIVALENCIES): A master’s degree in business administration, Public Administration, Management, or related field from an accredited college or university; 8 years of progressively increasing responsibilities; 4 years of experience managing homogeneous functions.

CLASS DESCRIPTION

Baltimore City Mayor’s Office of Homeless Services is seeking a dynamic professional to join our Program Team.  This position develops and monitors programs and enforces program requirements and reports to the Program Compliance Supervisor. 

ESSENTIAL FUNCTIONS

• Enforce compliance and provide direct oversight to a portfolio of programs receiving federal, state, and/or city finding. 
• Provide training and technical assistance to ensure compliance with laws, regulations, program guidelines and contractual obligations. 
• Assist programs to identify resources and enhance program services.

Position Overview

The City of Baltimore Department of Human Resources has an immediate opportunity for a Benefits Manager to assist in the overall administration of the City of Baltimore’s health and wellness benefits programs for all active employees, retirees and their benefits.

Essential Duties and Responsibilities:

• Under direction of the Chief of Benefits, manages the day-to-day operations for the benefits office.
• Leads and oversees the Workday Enrollment System functions for active, retirees, and dependents including ACA employees, COBRA, and FSA.
• Streamline and implement new benefits processes and address disruptions.
• Ensures timely integrations of the new vendors and submission of enrollment data files. 
• Provides accurate premium reports to vendors.

• Assists the Open Enrollment Manager during the open enrollment period and complete the pending business process actions in Workday, 14 days before the open enrollment begins.

Minimum Qualifications

• Bachelor’s degree in Business Administration, Public Administration, Management, or related field from an accredited college or university and 7 years of related experience.
• Strong supervisory skills required.
• Knowledge of coordinating and managing employee and retiree healthcare benefit programs and plan designs

The Baltimore City Office of Sustainability is recruiting for a Reimagine Middle Branch Program Manager (Grant Services Specialist III) to significantly enhance the implementation of projects and programs identified within the Reimagine Middle Branch (“RMB”) Plan This position and many aspects of the RMB Plan are financed by the Casino Local Impact Fund program, for community development purposes that benefit South Baltimore.

ESSENTIAL FUNCTIONS

• Facilitate the implementation of capital, climate adaptation and community projects outlined in the Reimagine Middle Branch Master Plan.  
• Synchronize and align RMB projects with the goals of citywide climate and related plans including the 2019 Sustainability, Climate Action and Disaster Preparedness Plans.
• Secure a Tidal Wetland License from the Maryland Department of the Environment to authorize the construction of Reimagine Middle Branch park-shed and shoreline projects such as bridges, boardwalks, piers, docks, marinas.
• Deliver on the large pipeline of projects that are already funded and underway, in order to maintain momentum and build public trust.
• Coordinate, facilitate and participate in community meetings, co-design sessions and stakeholder engagements to keep stakeholders up to date on the RMB project progress.
• Lead the submission and management of federal, state, local or other grant opportunities to support unfunded portions of the RMB Master Plan.
• Develop familiarity with related environmental programs and development requirements, including those related to floodplains, Critical Area, forest conservation, and stormwater management.

The Baltimore City Mayor’s Office of Homeless Services (MOHS) is seeking a dynamic professional for a Grant Services Specialist III (GSS III - Accountant) position within its Fiscal section.  The incumbent will perform work such as developing and monitoring accounting systems for third party programs, preparing detailed financial reports, conferring with program managers and government officials on complex financial matters or accounting for special funds.  The work of this position may also include lead responsibilities, but does not include such supervisory duties as hiring, firing, promoting, disciplining, and evaluating performance.  This position reports to the Accountant Supervisor, MOHS.

Responsibilities of the position include but are not limited to:

• Monitors and accounts for assets, liabilities, invoices, and expenses.

• Prepares detailed financial reports for submission to funding sources.  Experience with grants budget management and reconciliation is preferred.
• Conducts special cost studies and analyses, compiles cost and statistical records.

CLASS DESCRIPTION

The position involves a range of duties, skillsets, and relationships. It requires an entrepreneurial approach to community development combined with knowledge and aptitude for grants management and fiscal oversight. Broad functions of the position include:

• Developing and monitoring annual Pimlico Local Impact Aid spending plans, which consists of collaborating with City agencies and community partners on budget requests and appropriations for funds, and developing contracts with and monitoring performance by external grantees.
• Administering and monitoring the annual Northwest Neighborhood Grants Program, which is a competitive grant that supports community-led projects in Northwest Baltimore.
• Providing support to and facilitation of the Pimlico Community Development Authority (PCDA), the advisory body appointed by the Mayor and State Senate to provide oversight and input on the annual spending plans and development and monitoring of initiatives funded with Pimlico Local Impact Aid.
• Providing project coordination, and cross-disciplinary support for agencies and outside partners in developing and implementing initiatives.
• Coordinating with community planners and real estate development officers to provide support, collaboration, and connections to resources for communities and other stakeholder groups within the Pimlico impact area on strategic initiatives, projects, and City services that advance the community’s goals.

This position may also be involved as a contributor to broader City-sponsored or City-supported issues and initiatives that relate to programming of VLT funds or the objectives of the Park Heights Master Plan and other approved community plans. Examples include: Park Heights Impact Investment Area initiatives; Main Streets and other business development initiatives; support for housing initiatives including developer incentives, home repair grants, and senior home repair grants; capacity-building for community organizations; and public art, events, and festivals, among other implementation priorities.

ESSENTIAL FUNCTIONS

• Develop, administer, analyze, and monitor multi-year and multi-tier spending plans (approx. $4-6M per year), which shall include (40%):
  • Work closely with the PCDA, City agencies, and community partners in the creation and administration of annual spending plans for community development, and ensure the spending plans are reflected properly in the city budget;
  • Oversee public review process.
  • Support and monitor administration of funded projects in conformity with spending plans and master plans.
  • Compile and analyze fiscal and programmatic progress reports to the PCDA and State of Maryland on a quarterly basis.
  • Foster transparency and accountability by preparing, presenting, and disseminating financial and programmatic reports to the general public.
• Serve as staff support to the PCDA, including (10%):
  • Facilitate PCDA participation and leadership in the creation of the annual spending plans.

  • Inform stakeholders of activities related to funding.

Baltimore City Mayor’s Office of Homeless Services (MOHS) is seeking a dynamic professional to assist with the coordination of the day-to-day operations and activities for the Housing Assistance Program (HAP) team.  This position reports to the Program Compliance Supervisor (HAP Program Manager).     

ESSENTIAL FUNCTIONS

• Conduct monthly reviews of the certification process to ensure initial or continuing eligibility for HAP program participants housed in scattered site units throughout Baltimore City.
• Provide Technical Assistance to the MOHS HAP program staff as needed. 
• Coordinate with MOHS fiscal staff to ensure timely and accurate payment of monthly housing and utility subsidies for HAP program participants. 
• In conjunction with immediate supervisor, plan, develop, and coordinate long-range program goals and activities of the Housing Opportunities for Persons with Aids (HOPWA) program and other housing programs such as Ryan White Part B-State Special Funds.
• Implement changes in program policies and procedures to ensure effectiveness and achievement of program goals to include conducting reviews of reported program violations and ensuring compliance with laws, program guidelines, and grant requirements; explaining program policies and procedures to others (e.g. staff, program participants, landlords, vendors.)
• Manage and coordinate external relationships with vendors to include but not limited to ensuring the program software, Housing Pro, is customized to meet the needs of the program and that all software updates are correctly installed, and changes are communicated to affected agency staff; and organizing an annual landlord forum which educates property owners about the HAP program and encourages their participation.
• Assist with the assembly and preparation of grant materials and writing of grant applications for the program; write reports on program activities for submission to immediate supervisor and others.
• Perform related work as required.
