JOB DESCRIPTION

Position Summary:

Reporting to the Global Trade Compliance Director, Primary role is to ensure compliance with policies and procedures for supply chain security and trade as related to imports and exports worldwide. Role is to function as support point of contact for Customs and Trade Partnership Against Terrorism (CTPAT) and CTPAT profiles and will communicate directly with the US Customs and Border Protection (CBP) Supply Chain Security Specialists (SCSS). Responsible primarily for Supply Chain Security audits and also contributing on Trade Compliance audits mainly for locations in the US, Mexico, and Canada. Also responsible for documentation required by CTPAT, supply chain security training materials and standardized formats are a corporate level. Direct liaison and support for OEA (Mexico’s Authorized Economic Operator program).

Major responsibilities include:

• Conduct recurrent audits pertaining to Supply Chain Security, not restricted to but including CTPAT audits
• OEA MX Support
• Work collaboration with audited locations for actionable items resulting from audits
• Procedure and policy ownership
• Providing training where and when required
• Collaboration with multi-functional teams
• Develop and maintain risk assessment protocols to determine focus areas
• Develop and conduct internal supply chain security training
• Work with supply chain partners to ensure continuous supply chain security
• Work with facilities to continuously improve supply chain security procedures and to ensure facility readiness for SCS audits
• Keep informed of supply chain security opportunities and innovations
• Represent Regal in interactions with CBP CTPAT team
• Work with Manager to lead facilities through CTPAT and OEA validation visits
• Travel to locations required to conduct audits and assessments
• Other duties as assigned by Manager

Required Education / Experience / Skills:

The Trade Compliance Analyst must possess the following:

• 2+ years Background and knowledge of supply chain security practices and certification requirements
• Excellent written and oral communication skills in both English and Spanish required
• Utilizing personal skills, outside counsel and corporate audit process to assess risks and develop new policies and procedures
• Must be able to work with minimal supervision
• Knowledge of MS Office products
• Must be flexible to travel

• Develops innovative solutions to complex problems and makes recommendations for improvement based on effective analysis and by adapting existing and/or applying evolving technology.
• Develops statements of work for contractor or vendor requirements and provides agency oversight of contractors compliance with these requirements.
• Develops policies and procedures and establishes necessary program support requirements for centralized management. Represents agency views and interests at various levels within and outside of the organization, including liaison with technical and professional associations and study groups.
• Aids in the development and installation of financial or other management control programs for distribution operations for such purposes as controlling operations, determining distribution costs, planning and budgeting, and evaluating distribution management performance.
• Conducts complex surveys and studies of operations to determine proper distribution patterns and methods of distributing tax forms to the public.

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. The incumbent performs a combination of the following duties, often working with Senior Distribution Analysts and/or Management:

• Initiates, develops, installs or administers a distribution program.
• Functions as a consultant, giving highly technical advice, guidance and assistance on distribution operations to agency personnel.
• Develops solutions to difficult program problems and making recommendations for improvement, based on technical analysis and evaluations, and by adapting existing and/or applying evolving technology.
• Develops, installs, or advises on financial or other management control programs for distribution operations for such purposes as controlling operations, determining distribution costs, planning and budgeting, and evaluating distribution management performance.
• Coordinates with all stakeholders (i.e., customers, print specialists, Area Distribution Center personnel, etc.) and oversees the implementation of actions involving requirements determination, acquisition and distribution of inventory, managing inventory accountability systems, and assuring that inventory is in place where and when needed.
