We are seeking a highly motivated and experienced consultant to support and contribute to the implementation of the System-Based Theory of Change related to the Asia-Africa BlueTech Superhighway project. The project aims to transform the lives of stakeholders in aquatic food systems across Africa and Asia, addressing the challenge of feeding 9.8 billion people by 2050 in a sustainable and climate-resilient manner. Your primary goal will be to work with WorldFish scientists and international partners in designing and conducting research to understand drivers of change and constraints (social, economic, environmental, institutional and policy) around Aquatic Food Systems within a system-based theory of change process.
Scope of Work
The consultant will provide support to the System-based Theory of Change (ToC) workshops and process that is taking place in WorldFish in relation to the AABS project in Bangladesh, Mozambique, Nigeria, Tanzania, and Kenya.

We are seeking a highly motivated and experienced consultant to provide technical support in fisheries post-harvest loss assessment and reduction, value chain upgrading, and enhancing sustainable livelihoods in line with project objectives for Tanzania.
The Consultant will play a critical role in enhancing the effectiveness of post-harvest management practices within the fisheries sector of Tanzania as part of the Asia-Africa Blue-Tech Superhighway project. S/he will provide technical expertise and guidance on reducing post-harvest losses, upgrading value chains, and implementing sustainable practices that promote gender equity and equality in small-scale fisheries. The Consultant's contributions will be instrumental in achieving the project's goal of sustainable livelihoods and strengthened value chains for smallholder fishers.

Position Objectives
General Administration
- Budget setting and controlling. Setting and monitoring of targets and strategies.
- Ensure FCM associates training and development to comply with the required competency.
- Manage property real estate in accordance with Central Directives and comply with the relevant country regulations.
- Establish audit / legal compliance and certification of facility to meet environmental, safety and health standards.
- Develop and review policies / guidelines in accordance with Central Directives, guidelines and market best practices in maintenance and operations matters.
- Develop long term plans for FCM department.
- Ensuring external contractors / vendors works are completed on time and quality check are conducted accordingly.
- Develop process and procedures as and when required and conduct periodical review.
Site Operational Responsibilities
- Oversee daily operation of mechanical (Lifts, HVAC, Exhaust, Chiller, PCW, High Speed Door,…) and electrical
facility systems (transformer, switchgear, lighting, ESD gates,…).
- Ensure proper preventive maintenances is proper and timely done.
- Ensure minimum impact to plant operations due to fluctuations or interruption of facility systems.
- Drive organization towards structured operation and maintenance of FCM system.
- Develop cost / consumption / resources reduction programs.
Project related Responsibilities
- Ensure project budget and timeline are met.
- Establish interface to end users and requestors.
- Align end user requirements and design specifications for extension and renovation projects.
- Develop Industry 4.0 and digitalization implementation ideas within FCM.
- Introduce new building and office concepts.
- Initiate and drive continuous improvement projects.
Building and Environmental Responsibilities
- Oversee landscaping, housekeeping, canteen services and structural / civil works.
- Organize waste management according to requirements.
- Ensure Domestic Water Supply and Sewerage Water discharge is in order.
- Provide building maintenance and repairs in timely and good quality.
- Testing of ESD floor properties in compliance with requirements.
- Production areas are within the required humidity / temperature / particles range.
- Continuously work on improving the environment footprint of the plant.

1. Plant & Facility Management
2. Being a point of contact for customers (FCM Help line) and directing message to relevant staff.
3. Handling office administrative and clerical tasks, such as filing of hard copy (drawings & documents) & soft copy (drawings and document), and spare parts count update.
