Serves as the Director, Office of Railroad, Pipeline and Hazardous Materials Investigations (RPH), responsible for providing staff supervision and resource management, as well as executive level management and direction of railroad, pipeline and hazardous material accident investigations, report, and safety recommendation development, and RPH safety program advocacy, outreach, oversight, and the following responsibilities:
- Provides senior level direction to a staff of professional engineers, railroad accident investigators, pipeline accident investigators, hazardous materials accident investigators and other technical and support staff to assure high quality railroad, pipeline, and hazardous materials accident investigations.
- Plans, manages, directs, and evaluates the work of the Office. Implements and exercises the NTSB's policy. Provides overall direction for accident investigations conducted by the Office. Ensures the technical accuracy of those investigations.
- Manages the accident investigation process to ensure timely and appropriate response, efficient data collection, and a timely report to the Board. Under delegated authority initiates accident investigations to implement the NTSB Congressional mandate and NTSB priorities. Oversees the preparation of accident reports. Ensures all factors related to an accident or incident have been identified, thoroughly and objectively examined, and documented. Determines probable cause(s) of each accident.
- Ensures that safety recommendations are fully justified, realistic and feasible. Follows up with appropriate officials to monitor the implementation of safety recommendations approved by the Board.
- Develops a strategic and /or annual operating plan for the implementation of short-term and long-term objectives, as required by the Managing Director (MD).
- Coordinates Office programs with related programs of other Federal, state, and local government agencies, industry groups, and foreign governments as appropriate. Initiates activities aimed at promoting the public image of the work of the NTSB. Meets with high-ranking officials to develop, comment on, and negotiate the implementation and timing of national and as appropriate, international goals and objectives.
- Establishes and maintain liaison with international and domestic industry, safety groups, labor organizations, associations, societies, Congress, Federal regulators, etc. Provides authoritative advice and expertise to these groups in the development of industry standards and regulations, technology, and new applications of existing technology. May be called upon to provide Congressional testimony. Represents the NTSB and serves as a member of the United States delegation at international meetings regarding accident investigation issues.
The critical nature of the work of this position requires the incumbent to be available on a rotational basis 24 hours a day.
