The post holder will fulfil a generic Consultant in Public Health position within North Tyneside Council working across the three domains of public health: health improvement, health protection and healthcare public health supporting the delivery of the statutory duty of the Council to take the steps it considers necessary to improve the health of its communities. The postholder will be expected to demonstrate expertise in the full range of relevant competencies as set out by the Faculty of Public Health (Appendix 1). This includes evaluation techniques, policy analysis and translation and ability to communicate effectively and leadership for the development and implementation of key public health programmes, in partnership with a range of agencies. There is also a requirement to work across the entire Council, NHS bodies, other partner agencies, politicians as well as the private sector, voluntary sector and community sector organisations that impact on health with a key role in influencing the attitudes and behaviour both of professionals and of the population generally. The post holder will be expected to be able to cope with multiple and changing demands, and to meet tight deadlines. A high level of intellectual rigour, political awareness, negotiation and motivation skills and flexibility are required. The post holder will deal with complex public health issues, advise Elected Members, the Health and Wellbeing Board, senior council officers and partners and make recommendations regarding services, patient care, and wider determinants of health. A high level of tact, diplomacy and leadership is required and an ability to understand other cultures, as well as advise, challenge and advocate to enable effective working across organisational boundaries and influence without direct authority. Responsible for the development, implementation, and delivery of national, regional, and local policies, developing inter-agency and interdisciplinary strategic plans and programmes, either as a service lead of in collaboration with other senior colleagues within the Council or within a delegated partnership Board or across organisational boundaries to deliver key pieces of work and meet targets. Provides expert public health advice and leadership to support and inform an evidenced-based approach within ethical frameworks for commissioning and developing high quality equitable services, across primary, secondary, and social care, and across sectors including local authorities, voluntary organisations, including public health mandated services such that the full range of benefits are delivered to residents of the authority. Supports the Director of Public Health identify local priorities and support the planning and commissioning of interventions to address the priorities and reduce health inequalities. To seek out opportunities to secure additional funding where possible for the delivery of evidenced based interventions that will address those priorities. Supports the Director of Public Health to deliver public health outcomes across a range of local plans Council Plan, Health and Wellbeing Strategy, Children and Young Peoples Plan, other placed based health, and social care plans. Leads work across all Council departments as well as influencing partnership boards that impact upon the determinants of health to maximise health improvement opportunities and the reduction of inequalities in health outcomes amongst residents. Leads on improving health and social outcome for a particular client group; early years, children, working adults, older adults, learning disabilities, mental health etc Provides strategic support to the Director or Public Health in addressing key statutory functions including assurance for effective local health protection programmes, assurance for screening and immunisation programmes and overview and monitoring or the mandated public health programmes. Provides public health leadership, advice, and support to health commissioners to inform the work of the integrated health and social care partnership. Ensuring that health and social care services commissioned for North Tyneside residents are of high quality, clinically safe, cost effective, improve health and wellbeing, and reduce health inequalities. Develops and utilises information and intelligence systems (national regional and local), Outcome Frameworks as well as exploring other relevant routinely collected data systems for suitable indicators. Leads the collation of and interpretation of relevant data across disciplines and organisations, to produce the JSNA, and the PNA, and contribute to the production of the Director of Public Health annual report. Ensures development and maintenance of systems and processes to enable the authority to work with partners to respond to major incidents including health protection threats. Providing leadership for multi-agency EPPR arrangements. Provides briefings and presentations on the health and wellbeing needs of local communities to Councillors, MPS, Council Officers, NHS, the 3rd sector, the public and partners often at short notice. Deputises for the Director of Public Health as required. Responsible for directing and the day-to-day management of staff and be responsible as a line manager for public health posts. Other duties: Will be an Educational Supervisor for public health specialty registrars in training with responsibility for maintaining North Tyneside Council as a training location. Will be responsible for teaching / delivery of other training on a range of subjects to other non-specialist staff. Will be a delegated budget holder and monitor and contribute to the formulation of department / programme budgets and financial incentives. Will be familiar with the concept of programme budgets and marginal analysis and develop the use of these approaches in supporting commissioning. Will commission research audits / projects and undertake research or audit and translate research findings into public health practice. Support the individual funding request process where appropriate through the provision and evidence of effectiveness and contribution to policy development. Deals with complex public health and wellbeing challenges in a multi-organisational environment with widely differing governance and finance system and organisational cultures. Organisational Obligations: Participate in performance review. Adhere to all Council policies and procedures in particular Equal Opportunities Policy, Health & Safety Policy, and Code of Conduct. Comply with the Freedom of Information Act 2000 in relation to the management of Council records and information. Comply with the Data Protection 1998 and the principles enshrined within it in respect of personal information held by the council. Observe and implement the Authoritys information governance policies and procedures, including the security of information assets and data. Willingness to carry out a similar job role in other service areas as required. Demonstrate flexibility in approach to work. Create and environment which enables individuals to speak up and challenge. Contribute to organisational emergency response rotas both in and out of hours. Professional Obligations: Undertake an annual professional appraisal including completion of the programme of CPD, in accordance with Faculty of Public Health requirements, or other recognised body, and undertake revalidation, audit or other measures required to remain on the GMC / GDC Register or the UK Public Health Register as a registered Public Health Specialist. Contribute as an appraiser to the national public health professional appraisal system. Practice in accordance with all relevant sections of the General Medical Councils Good Medical Practice (if medically qualified) and the Faculty of Public Healths Good Public Health Practice Framework. Contribute actively to a range of training programmes Foundation Year Doctors, SHOs, Specialty Registrars in Public Health, Paediatric Registrars LG Graduates, NHS Management Graduates as appropriate, and to the training of apprentices, practitioners, primary care and VCSE professionals within the locality.
