This position is located in the Deputy Chief of Staff (DCS G-4), Logistics Management Division, Defense Movement Coordination Branch. The purpose of this position is to support the Defense Movement Coordinator (DMC) with the planning and preparation of unit movement plans and management of military convoy operations.
1. Supports the DMC with the planning and execution of unit movements, and management of military convoys for all services moving within or passing through the state. Provides technical assistance to the DMC with coordination of peacetime and mobilization movements of units using military t transportation assets. Assists with the preparation, maintenance, and execution of training and contingency movement plans for mobilization, homeland security and deployment of ARNG units located within the state. Ensures that all requirements necessary to execute the plans have been identified and coordinated.
2. Provides assistance in reviewing and validating Unit Movement Plans (UMP) and Unit Movement Data (UMD) prior to submission to Forces Command (FORSCOM). Provides training and assistance to units and activities in the preparation and data entry of associated current federal operating systems and may be required to serve as a Functional Manager for assigned systems. Presents instruction and assists in training Intermediate Command Unit Movement Officers (IC-UMO's) and Unit Movement Officers. Conducts visits to active and reserve component installations to coordinate mobilizations, annual trainings, and unit load plans. Accomplishes the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA).
3. Coordinates with the various State Departments of Transportation (DOT) to determine highway availability, restrictions, and permit requirements. Processes requests for use of the Strategic and State Highway Network within the state. Obtains and issues approved permits. Coordinates movements directly with local, state, and federal agencies. Receives, reviews and processes requests for convoy clearance using the Mobilization Movement Control System (MOBCON) and issues Convoy Movement Orders (CMO) which provides assigned routes and scheduled movement times to convoy commanders. Collects, evaluates, and monitors information necessary to modify the Strategic and State Highway Network Database to meet DOD movement requirements. Represents the DMC as the alternate representative to the State Emergency Highway Traffic Regulation (EHTR) Center when activated. Assists with the organization, supervision, and operation of the State Movement Control Center (SMCC). Monitors movements of military units, resolves conflicts, receives and forwards movement reports. Coordinates changes to priorities and revises pre-planned movement schedules.
4. Provides official estimates of post mobilization transportation capabilities and requirements and disseminates information to appropriate military commands. Plans, coordinates, and participates in the highway movement portion of exercises involving military, civil defense, state or local echelons of government, in practice alerts, command post exercises, field training exercises and emergency operations simulations. Observes testing of unit load plans. Conducts the transportation portions of mobilization exercises. Makes recommendations for correction of noted deficiencies to the DMC and recommends changes. Reviews records on the location and type of military, state, and federal transportation assets within the state. Advises the DMC on operational employment of transportation assets during emergencies, alerts, and mobilization. Recommends changes in distribution of equipment to support contingency operations.
5. Assists the DMC in day to day management of the General Services Administration (GSA) Vehicle Fleet as well as assigned Transportation Motor Pool (TMP) assets. Reviews monthly billing for vehicles leased through the GSA program, reconciles billing statement and processes for payment. Assists the DMC and provides input in the formulation of the GSA Vehicle Fleet budget. Assists the DMC in maintaining, inspecting, and verifying serviceability of Army containers. Inspects container and submits maintenance report to the Container Control Officer (CCO) for entry into the Army Container Asset Management System (ACAMS). Coordinates with the CCO to ensure property book accountability and movement of containers.

Analyzes, evaluates, and resolves malfunctions by adjusting equipment configurations, realigning port allocations, recommending appropriate acquisitions, and distinguishing between equipment, software, and operation problems. Assists in solving problems associated with deliveries in support of individual hardware or software orders. Documents program purposes, methods, assumptions, and conclusions. Leads or participates in on-site surveys and/or reviews program information to determine status of the function and adequacy and quality of services. Documents findings and ensures recommendations are relevant to actual operating environments. Directs preparation or prepares a variety of program reports. (30%)
3. Maintains liaison with counterparts at other commands/installations for troubleshooting assistance and researching available products and state-of-the-art technologies and advancements. Develops strategies to incorporate into the organization's inventory such technologies and advancements found to be compatible with user requirements, taking into consideration any affect these technologies and techniques will have on existing architecture and infrastructure. As a COMMAND PROGRAM SUPPORT SPECIALIST (TITLE 5), GS-0301-11, you will perform the following duties.
This position is located at State Headquarters and serves as a program coordinator for the Command Administrative Officer (CAO), and as the State Internal Control Program Administrator. Primary responsibilities include monitoring the implementation and execution of various Army National Guard (ARNG) programs and assisting in matters inherent to Command Administrative Office operations.
1. Provides executive level support in planning, formulating, coordinating and implementing ARNG programs within the Command Administrative Officer's areas of functional responsibility. Conducts research and analysis of regulatory data regarding command structures, state level authorizations, organizational and program responsibilities, and provides pertinent advice and assistance to subordinate command activities as required. Serves as a point of contact (POC) on State Headquarters ARNG staff activities and field organizational elements.
2. Administers the State Internal Control Program and monitors implementation and execution of other state level programs as assigned. Analyzes program effectiveness, identifies problematic areas, requests operating level input, develops and makes recommendations to the CAO for program revision or improvement. Ensures resolution of recurring problems through coordination with operating managers and staff officers. Acts as special project officer when designated as such by CAO or the Adjutant General. 3. Collects and researches background information, reviews applicable guidance, collaborates with higher headquarters, determines available management options, and presents alternative actions/solutions to the CAO to provide command level support to the Command Administrative Officer in managing or direct1ng various Army National Guard programs.
4. Drafts supplemental regulations, policies, guidance, publications, and comprehensive reports which may include statistical data and evaluations. Gathers and examines pertinent data to develop technical correspondence to include response to congressional inquiries or special requests from higher headquarters.
5. Schedules and participates in internal management evaluations and inspections of ARNG units to ensure and maintain regulatory compliance with governing directives. Conducts special investigations of unusual incidents as required and develops comprehensive reports of findings.

(1) As the subject matter expert for logistics, develops, implements and evaluates the logistic goals and priorities for the organization. Advises the command in the area of logistics operations. Oversees and reviews brigade, battalion, and unit level feeder reports. Assists in the preparation for and executes additional command level inspections in the area of logistics and maintenance (i.e. Organizational Inspection Program (OIP), Aviation Resource Management Survey (ARMS), etc. Works with the Property Book Officer (PBO) to advise the S-4 and commander of equipment on hand and equipment readiness issues and develop solutions. Directs the maintenance priority of support to unit equipment. Coordinates and ensures the completion of change of command inventories and applicable adjustment documents. Directs, reviews, and makes recommendations on investigations of incidents involving property loss or damage. May serve as the approving official for government purchase card expenditures. Will be required to become a government purchase card holder and all associated tasks related to the government purchase card outlined in the AFARS Appendix EE.
(4) Provides technical guidance and assistance to all organizational logistic personnel pertaining to the accountability, serviceability, and security of all property assigned to the organization.
(5) May be required to represent the National Guard and the unit Commander in the community. Provides logistical support for community activities such as parades, celebrations, military funerals, etc. Coordinates with civic officials, club officers and school officials for such things as recruiting activities, communities support projects, natural disaster or civil disturbance planning, use of facilities for training for such things as recruiting for such things as recruiting and security of those facilities.

(2) Develops and coordinates the execution of the command supply discipline program, command maintenance discipline program, command deployment discipline program, and other-directed command inspection programs. Assists in the preparation for additional command level inspections in the area of logistics and maintenance. Plans and coordinates periodic inspections, inventories and change of hand receipt accounts to assure supplies are serviceable, properly stored, maintained and accounted for as required by regulatory authority. Advises the commander of equipment on hand and equipment readiness issues. Analyzes maintenance status and directs the priority of maintenance effort for organizational equipment. Based on the commander's intent, conducts continuing analysis of missions, deployments, and changes to equipment authorizations resulting in coordination and development of property management plans. Develops written procedures and coordinates change of command inventories. Analyzes results of inventories, reports of survey, and adjustment documents for accuracy and regulatory compliance.
(3) May supervise and maintain property book accountability utilizing an automated system and related computer programs to account for property. Directs the establishment of hand receipt files for each element, whether separate or organic to the organization, and maintains accountability by the use of hand receipt listings. Assures that all authorized non-expendable property is on hand or has been requisitioned to assist in maintaining the highest level of readiness for the organization. Accounts for funds used to requisition non-expendable property. Coordinates the assignment and transfer of equipment assets to enhance mobilization readiness. Determines shortages of authorized non-expendable equipment and directs authorized substitutes in accordance with appropriate regulations and directives. Incumbent is responsible for the formal accounting of ammunition for the purpose of force protection or ceremonial activities.
(4) May coordinate with the state level headquarters and subordinate elements of the organization on the lateral transfer and/or turn in of excess property. This includes analyzing the proposed transfer/turn in actions and its impact on readiness. Coordinates annual supply reconciliations with the state level headquarters. Also coordinates the processing of backorder reconciliations and equipment status profiles.
(5) May establish quality control procedures and oversees the edit of all documents. Ensures documents are accurate and properly input into the automated system. Establishes administrative procedures and oversees the flow of subordinate/command documents and reports through the Property Book Office to assure complete, accurate, and timely submission of data. Review and analyze listings and reports produced by the automated system, resolves problems on error listings, and provides guidance to personnel assigned to the Property Book Section and subordinate organizations. Performs continuing analysis of the property accounting and equipment status reporting system to assure data provided is complete, accurate and timely.

1. Serve as fully independent advisor within geographical area of responsibility in accomplishing all objectives of the Soldier & Family Readiness Program (SFRP) for the Army National Guard to maximize retention and readiness. Provide input to develop, articulate, and implement the Family Readiness Program at the State level, inclusive of family readiness, family assistance, employment outreach, volunteer training and management and improvement of quality of life and well-being of Service members and families. Conduct needs assessments to determine requirements. Collect and organizes volunteer, family, and other related data, submit data and information through the State Family Program Director or Supervisory Family Support Services Specialist. Provides information resource referral and non-medical administrative case management across all essential services; including but not limited to, Crisis, Legal, Financial, TRICARE, ID Cards/DEERS, Community Information and Outreach Services, Employment/Financial Literacy, Emergency Family Assistance Center (EFAC) and Exceptional Family Member Program (EFMP). Develop and maintain a directory of resources, agencies and organizations that are available to assist Service-members, Families and survivors. Shall coordinate assistance from military, government, and civilian organizations as needed to assist Service Members, Family Members, Retirees, and Civilian Government Employees needing military quality of life support, and ensure accurate and timely input into the NGB-approved system of record for all applicable Service Members and Family case information. Establish recurring outreach contact with each Service member's Designated Individual as directed by law, regulation or instruction from the Supervisory Family Support Services Specialist. Provides support during 24/7 EFAC operations, Yellow Ribbon Reintegration activities, Recruit Sustainment Program activities, drill and annual training periods as required.
3. Provide training and technical support to Commanders and Family Readiness Liaisons to support their Unit Family Readiness program and Soldier & Family Readiness Groups (SFRGs). Responsible to conduct informal and formal training and recruiting of volunteers. Support volunteers to work with the Family Readiness Groups (SFRGs), and to instruct and train units, soldiers, and their families. Provide training and technical assistance to unit commanders and Family Readiness liaisons to develop local unit SFRGs. Recruit and complete administrative actions for the appointment of statutory volunteers. Develop and conduct orientation and training programs for volunteers, including Army Family Team Building, Army Family Action Plan and Operation Ready/Readiness Essentials for Army Leaders. Maintain a system of documenting volunteer services and hours, and a library of resource materials concerning volunteerism, and provide materials to volunteers as needed. Plans volunteer recognition activities at the unit and State levels and makes recommendations to the State Family Program Director or Supervisory Family Support Services Specialist higher headquarters for state and national level volunteer awards. Initiate Invitational Travel Orders (ITOs) for volunteers. Plans and conducts workshops and seminars, coordinating volunteer assistance as needed. The primary purpose of the COMMUNITY RELATIONS SPECIALIST, GS-0301-9, is to manage the local community relations program for the training center. The incumbent is responsible for collecting, assembling, preparing, and disseminating information concerning the various training center programs and activities to the community.
The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. 1. Serves as the JFHQ-State Public Affairs Officer, directly reporting to the Adjutant General (TAG). Responsible for planning, budgeting, designing, and executing public affairs communications strategies to inform and educate the public, both general and specialized, about the Army and Air National Guard programs, activities, and services and the vital role they play as components of the U.S. armed forces as well as being an invaluable asset for homeland defense and homeland security. The state National Guard's various organizations range upward in size from several hundreds to thousands of Soldiers and Airmen, comprised of state and federal employees. Each state includes a large number of National Guard armories, along with flight facilities, maintenance facilities, air installations, training sites and ranges. In any case, with the potential impacts of public affairs actions, the PAO's responsibilities and duties are as encompassing as the Guard as a whole. The JFHQ-State PAO must provide the full range of effective public information, command/internal information, and community relations services to support the National Guard's large and complex organization statewide. The JFHQ-State PAO plans, directs, and executes command/internal information, media and community relations campaigns to convey sensitive and complex information concerning the National Guard's state and federal programs, responsibilities, and activities. The PAO exhibits a mastery of communication principals and techniques along with continuously developing and applying new approaches to the most difficult and complex issues by developing or evaluating information programs that enhance understanding among publics opposed to or indifferent to National Guard mission or programs. The PAO analyzes public reaction to NG programs and policies then adjusts accordingly by developing recommendations that may impact or significantly modify NG major programs or policies. The JFHQ-State PAO must include diverse points of view in communications plan that establish and maintain mutual understanding with various publics in local communities, in the state, the region, and which may impact the NG nationally. The scope, effect and implications of the JFHQ-State PAO's duties are wide; affecting the NG locally, state-wide, nationally and internationally. Throughout the communications process the JFHQ-State PAO analyzes and re-analyzes the clarity and effectiveness of public affairs initiatives and adjusts them as needed. The JFHQ-State PAO is guided by general policies that cannot encompass the huge variety of specifics that apply to public affairs. Frequently, there are no precedents applicable to unusual or sensitive public issues or problems encountered by the PAO and the PAO exercises considerable professional judgment in interpreting and adapting existing guidelines and precedents and using them as a basis for developing new approaches that coordinate and integrate various aspects of the mission to help create a unified public affairs strategy or plan. The public affairs specialist serves as an NG authority in the development and interpretation of guidelines in the public affairs arena. The PAO is responsible for interpreting applicable general policy and statutory mandates (state, NG, DA, DAF and DOD) and applying these to unusual or sensitive public affairs issues or problems found at the agency level.
2. Serves as the official spokesperson for the Adjutant General on controversial and complex issues before the representatives of the print and broadcast media and national organizations (i.e., Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Department of Army (DA), Department of Air Force DAF), etc - and national organizations, such as Sierra Club, Nature Conservancy, NGAUS, etc.), the general public and special interest groups. PAO regularly conducts Deterrence Media Operations, fully and truthfully informing the public of NG programs, positions and actions that demonstrate that the Guard is continuously ready to respond rapidly to the GWOT at home and abroad.
3. Accurately and promptly responds, in written and oral form, to information requests from the public and queries from the news media. These queries may include erroneous, speculative and/or negative comments or items of a sensitive nature; and those which may be subject to misunderstanding if not properly explained, or which may draw adverse public opinion or attention.
