The post holder will support the development of systems and processes to deliver high quality patient care, through collaborative working with the Practice Teams. Prioritisation, and time management are key to ensuring timescales are met and the quality of data must be kept at a high standard.

We are looking for a candidate with strong experience in quality and service improvement, using tools such as audits, service user feedback, investigation case reviews and robust implementation planning for service change. The successful candidate will hold an active clinical registration and will have robust skills in partnership across sectors, development of quality assurance processes. It is desirable for candidates to have experience of delivering services in the criminal justice system, but it is not essential. This is an exciting time for prison healthcare in the North East team with a new prison opening in April 2025, and a number of procurements, as well as ongoing innovations to implement new ways of working and improve healthcare services. You will be instrumental in monitoring the quality of services using quality assurance mechanisms including quarterly quality assurance visits, data analysis and review, local, regional and national intelligence and contracting reporting.

KEY RESPONSIBILITIES OPERATIONAL MANAGEMENT To perform as a HCPC Registered Biomedical Scientist [BMS] responsible for the operational aspect of quality & training. To contribute to the quality & training and pathology service managers in the design, implementation and delivery of a cohesive quality & training strategy; in conjunction the Clinical Service Line (CSL) Quality Governance Committee (QGC) for pathology. To assist in the harmonisation of the quality and training aspects of the service to meet the needs and requirements of the service users, ensuring that all staff are informed of the departmental model required to achieve this. To assist in the formulation and implementation of Standard Operating Procedures [SOP] for quality & training, utilising the Document Management Module of the Q-Pulse system. To comply with Policies and Procedures commensurate to role. To assist in the day-to-day operation of the quality & training aspect of the service within the team. This will include ensuring monitoring of the policies for pathology that have been established for UKAS and other accrediting bodies. Where required to provide specialist knowledge and skills in quality & training for all pathology disciplines, including Blood and Cellular Sciences and other affiliated services such as Mortuary & Bereavement. HUMAN RESOURCES In conjunction with the quality & training manager to assist in the staffing requirements via the Health Roster system. To assist in the staff selection, recruitment, training and conduct appraisals. To assist in the delivery of training in conjunction with the training officer, ensuring tutorials, one to one training and competency assessments are fulfilled in accordance with ISO 15189 and utilising the Training Module of the Q-Pulse system. To be responsible for maintaining an up to date expert knowledge of quality & training, to ensure consistent competency levels through annual reassessment protocols where identified. To attend an annual appraisal from your line manager. CLINICAL GOVERNANCE AND QUALITY To be responsible for the implementation of UKAS, MHRA, HTA and HSE standards for quality & training using the pathology Quality Management System as established, to fulfil the quality & training circles and audit inherent to the ISO 15189 standards of compliance. In conjunction with the quality & training manager to assist in the generation of Quality & training reports for the CSL QGC for pathology. To assist in the provision of action plans to resolve nonconformities that are recorded by internal and/or external audits or complaints to ensure the completion of corrective and preventative actions that have been identified. To assist in the conduction and completion of quality & training audits whether vertical, horizontal or examination audits relevant to the service and develop new audit tools as required. To contribute to the Risk Management Policy for quality such as InPhase management, ensuring Risk Assessments are conducted, reporting of incidents, accidents and adverse events via the reporting structures that exist including the clinical lead and/or the pathology managers as required. To assist in the regular assessment of service performance providing quality & training monitoring reports for the Discipline Specific Quality & Training Group, Quality & Training committee and where necessary the Pathology Board. To contribute to the provision of the quality & training policy for quality & training, including quality objectives and annual management review. To bring to the attention of the quality & training manager any problems or difficulties encountered in the performance of their duties. To ensure that problems relating to the clinical management of the service is brought to the attention of the Clinical Director of Pathology. To participate in evidence based training and maintain a level of knowledge to fulfil this role through Continual Professional Development [CPD] for retention of HCPC Registered BMS status. Job responsibilities: - Working as part of the ITQA team the post holder will be involved in the following areas: - IT support and clinical system administration Administration of the software systems used within the practice such as SystmOne, troubleshoot and report any issues to our external IT helpdesk. To provide support advice and training for current and new practice staff in the use of IT software. To set up and maintain new users according to practice protocol, show them how to log on to the desktop and ensure they have access to required applications. To be first point of contact with helpdesks of the clinical and other system suppliers. To oversee the security and validation processes for the IT System, ensuring system access controls are in place for all new and existing staff including issue/maintenance of Smartcards and regular housekeeping is maintained, including the management of user profiles. Information Governance To ensure that medical records are held securely within the practice and data is held in line with NHS codes of Practice for records management, the RCGP Good Practice Guidelines for electronic records, GDPR, Caldicott Principals, and Freedom of Information Act. To ensure that any suspected or actual breach of IT security is reported to the Practice Manager and investigated as required.
