Your new role
You will be responsible for payroll and supporting HR Administrative and Employee Data Management:

• Manage payroll, leave management and taking ownership of the payroll process and contributing to its continuous improvement.
• Handle administration and employee data management matters.
• Manage recruitment matters related to interns.
• Support the entire recruitment process, including recruitment, onboarding, confirmation, offboarding, and orientation.
• Manage data related to leave and claims in the HRIS.
• Support the performance appraisal process and activities related to compensation and benefits.
• Handle childcare leave claim submission and tracking.
• Assist in work pass matters, including new applications, renewals, and cancellations.
• Address and resolve employee queries.

What you'll need to succeed

• Diploma/degreee in Human Resources or equivalent.
• Minimum 1 year of experience in similar fields.
• Good knowledge of Employment Act and Labour Laws.
• Excellent communication and stakeholder skills.
• Mandarin speakers to liaise with Chinese stakeholders.

• Provide technical expertise, guidance, and leadership to subordinate personnel.
• File incoming materials and documents in accordance with established filing system.
• Review documentation to ensure forms are completed correctly.
• Conduct on-the-job training of new employees in accordance with established procedures and practices.

• Prepare briefing packets for training being provided in support of subordinate battalions.
• Provide guidance and assistance to the commanders on the Enlistment Standards Program (ESP) to ensure actions adhere to regulations.

• Provide updates on mission accomplishments weekly, or as required, by obtaining data from computer system and compiling production reports for Command staff.
• Make required entries into military HR databases capturing recruitment status.

• Set up files for the program and prepare any necessary correspondence. Responsible for review and analysis of a wide variety of briefing materials obtained from various sources for use by superiors in staff meetings, management updates, etc.

• Know the purpose, content, regulations, and procedures for military personnel automated systems, such as shown below :
• Solider Management System (SMS), Reserve Data Maintenance System (RDMS), Interactive Personnel Records Management System (iPERMS), Retirement Points Accounting System (RPAS), Integrated Personnel and Pay System (IPPS-A).
• Review transactions, utilizing resources and guidelines to complete or process documents and reports, or to determine their sufficiency, accuracy, and completeness.
• Initiate or respond to requests for factual data or documents relating to military personnel files, status or transactions, or to inquiries regarding regulatory requirements.

• Assembling and processing enlistment documents in accordance with specific service requirements to ensure mission success.
• Screen records to ensure necessary documents are present according to the requirements of each military service.
• Informing applicants of processes and procedures.
• Process entrance documents of personnel enlisting/re-enlisting into the military service.
• Fingerprint applicants using automated systems.

• Transmits fingerprints electronically to the investigating agency (OPM/FBI); initiating background check. Performs preventive maintenance on the fingerprint scanner, to include weekly calibration of equipment.
• Ensures timely release of and accountability for processing records to the medical section, the services and external agencies for review.
• Screens applicants’ records to ascertain that all necessary documents are present according to the requirements of each military service.
• Assembles enlistment documents, in accordance with specific service requirements. Performs Quality Review/quality control of applicant records, packets and forms. Files incoming material in accordance with an established filing system.

• Prepare correspondence (i.e. memorandums, emails, reports) in accordance with agency regulations.
• Provide military personnel clerical support functions to the organization with responsibility for monitoring, reviewing, verifying and coordinating military personnel information and/or documents.

• Duties listed below will be performed in a developmental capacity if selected at the GS-05 and GS-06 grade levels . At the full performance, GS-07, the incumbent will:
• Reviews human resource (HR) systems for tasks related to preparing, amending and revoking reassignment orders, as well as diversion instructions.

• Reviews and updates officer and enlisted military personnel records and HR systems for various automated and non-automated HR systems.
