This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

Major Duties

As the Supervisory Management and Program Analyst you serve as the Deputy Director for the Division of Program Operations.

Your major duties and responsibilities include:

• Exercising delegated authority in providing leadership and guidance regarding the administrative and human resource management functions relative to the staff supervised.
• Participating fully with the Director in providing executive leadership for the Division staff, plan, execution, problem solving, delivery of outcomes, and integration/coordination with other Offices activities.
• Providing authoritative advice, recommendations and guidance to the Director and leadership on the appropriateness and direction of current program and policies and the need for policy or program changes.
• Serving as a principal advisor and consultant on broad issues by analyzing issues that arise from legislation, budget proposals, regulatory actions, and other program or policy actions.
• Developing, coordinating, and preparing reports, briefing papers and other documents for formal presentation.
• Supporting the Division Director in providing guidance and direction in the efforts of staff to develop and implement policy and program operations for the Provider Relief Fund and other programs administered by the Division including the evaluation and review of regulations, manuals, program guidance and memoranda, policy letters, and instructions for policy activity.

This position is located under the Office of Professional Responsibility and Security Operations (OPRSO) in District of Columbia, District of Columbia.

The primary purpose of this position is to function as Chief of Staff for the Directorate with responsibility for supervision, analyzing, developing, and implementing administrative and operational activities impacting Directorate operations. The incumbent has authority to represent
the interests of the Directorate on a plethora of administrative and operational matters that include, but are not limited to, budgetary activities, strategic planning, fiscal resources, personnel resources and information technology issues affecting Directorate operations. In the absence of
the AD and the Deputy Assistant Director (DAD), OPRSO is the principal advisor to the Deputy Director on matters impacting Directorate operations.

As a Supervisory Management and Program Analyst (Chief of Staff), GS-0343-15, your typical work assignments may include:

• Plans work to be accomplished by subordinates; sets and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities.
• Develops costing models, cost-benefit analyses, and recommendations from a fiscal standpoint regarding adopting or continuing major program initiatives or activities.
• Uses advanced management and budgeting practices, prepares long and short-range strategic resource analyses, projections and plans for the Directorate.
• Represents the AD and DAD in meetings with Bureau and Department of Justice (DOJ) officials and with external government (national, state and local) and non-governmental official agencies and organizations.
• Participates in current and long range planning meetings to ensure that plans are followed to meet objectives, goals and strategic direction.

• The duties may include, but are not limited to:
• Supervising subordinates less than 25% of the time including, but not limited to, monitoring work, providing advice, evaluating performance, initiating awards, and authorizing leave approval.
• Perform functional assignments and special studies relating to overall planning, policy formulation, staff coordination, budgets, and program management.
• Works with the NPIC Director to manage a portfolio of initiatives to facilitate the agency’s capabilities, capacity and readiness for preparedness and response.
• Collaborates and corresponds with various external stakeholders to initiate the planning and execution of preparedness and response, and to improve operations and supporting administrative systems.

• Advises NPIC Director and staff on policy development, operational planning, and day-to-day management of NPIC operations.
• Acts as liaison to identify issues or problems for management consideration, gathering human and other resources essential to the process, conducting group discussions, and facilitating resolution.
• Coordinates multiple-program efforts, ensuring appropriate representation and transmission of VS plans and policies.
• Develops agenda, coordinates input and preparation of background materials, prepares presentations, and monitors status of action in response to decisions made for the NPIC Director.

Talent Acquisition Management and Program Analysis:

Plans, analyzes, evaluates, and improves the efficiency and effectiveness of internal administrative operations, management, and program/business operations for talent acquisition.

Analyzes implementation of innovations in talent acquisition and associated management and program operational matters such as position management, succession planning, and organizational changes.

Conceives, initiates, and monitors management, policies, programs, projects, and studies dealing with the most challenging talent acquisition and related problems.

Serves as a senior agency liaison establishing and/or maintaining mutual understanding and cooperation in areas related to innovation opportunities with key stakeholders.

Expert Talent Acquisition Consulting:

Provides advice to generate and develop new approaches, methods, and/or theories of program components to explore current best practices in efficiency and effectiveness in all areas of strategic, forward-looking personnel acquisition (i.e., talent), including capacity planning, sourcing, evaluating, selecting, and onboarding employees.

Facilitates partnerships with stakeholders, establishing effective internal and external lines of communication.

Works to resolve and/or address confidential administrative management issues using tact and diplomacy.

Agency Representation and Liaison:

Serves as an agency ambassador representing TTS management and programs at events and conferences for the purpose of attracting talent to join TTS.

Serves as a liaison establishing and/or maintaining mutual understanding and cooperation between TTS and human resources.

Supervisory Duties:

Plans staff work assignments on an ongoing basis as well as provides technical and administrative supervision.

Develops work plans for approved goals and objectives. Ensures implementation of goals and objectives.
