Management Sciences for Health (MSH) is seeking a qualified candidate to serve as a Principal Technical Advisor for Health Economics & Financing (PTA) within its Global Health Systems Innovation Department. As a Principal Technical Advisor for Health Economics and financing, they will provide thought leadership to MSH and its clients in the areas of revenue mobilization, pooling, purchasing, and benefit entitlement. The PTA will support MSH-led health financing projects and be responsible for increasing worldwide knowledge and understanding of MSH’s health financing work publications in journals; presentations to donors, stakeholders, and other development partners; and at conferences. The incumbent will also be expected to identify other project opportunities with health financing elements and participate in developing new business development proposals.

Overall Responsibilities:
Provide expertise in India’s TB elimination program to inform the development and implementation of health financing interventions for the HS4TB project to develop tools and enablers for effective contract solutions for involvement of all care providers and stakeholders in NTEP. Ensure coordination, complete reporting and sharing of learning across all PIU team members under the guidance of the Technical Director & Deputy Project Director of HS4TB.
Health Systems for TB (HS4TB) is a USAID-supported global project led by Management Sciences for Health (MSH) that supports achievement of TB outcomes through health systems strengthening (HSS) approaches. USAID, in collaboration with Government of India’s Ministry of Health & Family Welfare, is engaged in TB elimination efforts in India focusing on eight States: Gujarat, Andhra Pradesh, Telangana, Odisha, Delhi, Haryana, Punjab and Jharkhand. The National TB Elimination Programme (NTEP) has outsourced the engagement of private providers by contracting with non-governmental intermediary agencies termed Patient Provider Support Agencies (PPSAs). The HS4TB project will establish technical support units (TSUs) in each of the project States to strengthen contracting capacity with the PPSAs, bring efficiency in contract management and financing, and improve program outcomes in TB elimination.
