The Senior Procurement Specialist is part of the Supplies and Procurement team and is the procurement lead for the successful delivery of projects within the aligned business area. The post holder will provide expert advice concerning successful contracting within public procurement regulations and the Trusts internal regulations and policies. Responsible for the tendering of bespoke contracts for estates works, goods, services and works, including research, preparation, issue, scheduling, evaluation, reporting on tenders and award and the management of contracts. As the senior procurement specialist the post holder will lead the establishment and/or enhancement of robust relationships within the aligned business area and wider Trust, to drive productive collaboration between the stakeholders and the procurement function in the effective forward planning of procurement / projects requirements. Supports the development and implementing of discrete service policies which impact across the Trust. Responsible for ensuring that the Trust utilises where appropriate, national contracts established by NHS Supply Chain, Crown Commercial Services, the North of England Commercial Procurement Collaborative or other public sector collaborative procurement organisations where such arrangements provide benefit to the Trust; facilitating communication between the Trusts internal customers of goods / services covered by such contracts and those formulating them. To deliver a customer focused and efficient procurement service of sourcing, tendering and contract management across the Trust ensuring compliance to Standing Financial Instructions and Government legislation, delivering value for money to the Trust. To be responsible for given categories of goods and services, as allocated by the Procurement Senior Category Manager giving advice and guidance on the supply chain risks and market developments. Promote the active use of the Trusts procurement systems, strategies, policies and procedures including P2P ordering: Goods Receiving and Returns to Suppliers and contract management . To provide guidance and training to end users all procurement matters including, UK Legislation and contract law and procurement systems. To support in the development of category sourcing plans to ensure goods & services that are selected are delivered a secure supply chain. To project manage the tender process and tender evaluation teams, ensuring the tender is documented and decisions are auditable and compliant. To deliver savings on tenders, quotations and contract management during the life of the contracts, contributing to the Trusts savings goals. This included training and support for the end users of the system Job responsibilities: To administrate the Trust e-procurement system in an effective and efficient manner. To administrate the Trust e-catalogue system in an effective and efficient manner. To support and administrate end users requirements on the NHS Supply Chain system. You will help develop the Audiology service at County Durham and Darlington NHs Foundation Trust and work at our outreach clinics for both the adult and paediatric population. You will undertake a range of diagnostic testing and testing of middle ear function. You will refer suitable patients for BAHA and cochlear implants as appropriate. You will support patients in understanding their hearing loss, set realistic expectations and develop individual management plans. Selecting and fitting appropriate hearing aids and reassessing hearing will form your main duties as well as supporting ENT clinics. In additon you will be responsible for more complex patients and subject to your experience be part of the paediatric diagnostic and rehab team.
