About the Company & Job:
A Construction Project Cost Consultant (Scaffolding) is responsible for providing estimates and advising on the costs involved in individual scaffolding construction projects. As we are also the largest stockist of scaffold equipment, which enables us to supply, erect and dismantle client specific needs, we are looking for an experienced mid-level consultant executive to manage and cater to our project requirements. Our project involves Supply Materials, Labour for Erection & Dismantling of Metal Scaffolding Works at different construction sites.
Duties & Responsibilities:
· To conduct feasibility studies and writing procurement reports
· Estimating and cost planning to include producing and presenting the final cost plan.
· Tendering and procuring, including managing the pre-qualification stage, producing the tender list, putting the preliminaries together, tender analysis, producing the tender report and compiling the contractual documents
· Dealing effectively with post contract cost variances and the change control processes, where applicable referring major changes to line manager
· Responsibility for making cost checks and carrying out valuations on larger projects and in all cases ensuring that timely and accurate cost checking and valuation takes place.
· Producing monthly post contract cost reports and presenting them to the client
· Inputting into value engineering. Negotiating and agreeing final accounts
· Interfacing with the client and other consultants, at all project stages
· Assisting in the production of bid documentation
· Identifying ways in which cost management procedures, templates and products can be improved and referring ideas to the appropriate line manager.
· Knowledge management – Ensuring that key information and learning generated from each commission is input into the internal database.
· Financial management – Keeping track of the ongoing margin levels.
· Process improvement – Identifying ways in which internal systems and processes can be improved and referring ideas to the appropriate line manager.
· May be required to lead the team in managing the project inclusive of cost planning, consultant and contractor procurement, design management, and construction management until project completion and handover.
· Undertake all project planning activities including the establishment of a Project Execution Plan (“PEP”) and supporting documents.
· Coordinate the business activities in alignment with the project schedule and budget.
· Engage with project stakeholders (internal to the client) and external (e.g., customers, authorities, and providers) in connection with the project.
· Required to manage and oversight project procurement and coordination activities including, but not limited to the procurement of early works and main contractors, critical equipment, and other specialist suppliers.
· Administer appointed contracts and undertake all necessary interfacing and reporting with the contractors during the post-contract phase.
· Ensure compliance with the risk management and business management system frameworks.
· To maintain effective project governance, processes, and systems to be utilized throughout project.
· To manage the implementation of the manpower, materials & plant schedules
· Responsible for managing and adherence to the project planning, including producing the detailed project plan.
Skills & Qualifications:
· Bachelor’s/master’s degree in Cost Management/Engineering or equivalent
· Minimum 5 years' experience in related domain projects.
· Candidates with experience in industrial, mixed development, data centres or construction projects as a cost consultant is an added advantage.
· Excellent technical knowledge and experience across the full range of Cost Management duties including Cost Estimates, Bills of Quantities, Value Engineering, Tendering and Evaluation, Contract Knowledge, Change Orders and Final Account close-out.
· Team player with excellent leadership and problem-solving skills.
· Excellent communication skills with the ability to negotiate, influence and persuade others.
· Experience in Independent Scaffolding, Cantilever Scaffolding, Access Tower Scaffolding, Mobile Scaffolding, Perimeter Scaffolding and Hanging Scaffolding is an added preference to the candidature.
Obligations:
It is an administrative shift, Monday through Saturday, which may include the occasional night shift or weekend shift as required. This role may require traveling to worksites and be flexible on work schedules at times to meet deadlines. This role involves stressful project ambience and sometimes mandates to visit or coordinate at noisy and dusty construction worksites.

• Ability and willingness to work any shift in support of operations, which may include the occasional night or weekend shift, as required.
• Ability to handle first tier problem solving that may involve cross functional interactions
