Plans the visual aspects of publications or presentations where the general format and specific themes to be illustrated are predetermined. Determines the appropriate typefaces and sizes along with other typographical elements from among an approved group. Prepares layouts of pages or presentation materials such as photographic slides, and posters. Researches source materials and visual elements to create a visual product. while complying with budget restraints and pre-established time frames, to develop and translate available source material into visual designs.

Uses knowledge of basic photographic composition in positioning subjects, arranging backgrounds, and selecting camera angles and views to achieve aesthetically pleasing results. Provides photographic support to the organization's public information activities by photographing or videotaping award presentations, official portraits, buildings and grounds, and staged or candid shots of equipment and work operations.

• Coordinates specifications for upgrades and enhancements to automated HR systems. Develops and oversees plans, policies, and procedures for development and maintenance of computer software in support of HRIS.
• Analyzes, designs, develops, and maintains database structure and database applications to effectively manage organizational data assets and ensure that the database collects, stores, and processes data that supports current and future organizational business needs.
• Modifies database operations to ensure optimization of all applications. Implements conversion of existing databases to meet new release requirements and enhance database management practices.
• Develops, designs, and implements corrective actions to refine or improve HR and administrative/ operational tools, procedures, and technology to VISN and HR management.

• Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
• Provides budget and financial advice and support to the VHA Chief Informatics Officer, Deputy Under Secretary for Health, and ultimately the Under Secretary for Health; advising senior leadership on a variety of issues and policy development including current VA strategic direction and policy related to the overall Health IT portfolio of programs.
• Manages the formulation, justification, and execution of the VHA IT budget.
