This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. The primary purpose of this position is to oversee all aspects of the Research Service fiscal program in conjunction with the Administrative Officer (AO) and Associate Chief of Staff (ACOS) for Research, and to strategically plan, prepare, and carry out the fiscal program for Research Service, both immediate and long-range plans. This requires the ability to develop budgetary plans, projections, and reports, and to interpret information received from Office of Research and Development (ORD), the individual Veterans Affairs (VA) Research programs, Fiscal Service, and other sources.

This position is located within the VISN 12 Great Lakes Finance Service (GLFS) and is organizationally aligned under the Deputy Finance Manager for Managerial Cost Accounting (MCA), VISN Budget and Joint Applications (JAT) Sections of GLFS. The primary purpose of this position is to provide technical expertise to the Applications and Reporting Section of the Managerial Cost Accounting (MCA) Team and to serve as a specialist for internet and intranet product development and maintenance, Microsoft Power App development and management and SharePoint development.
-Serves as an applications coordinator for the Data Analytics Program and as a specialist on wed product developments facilitated by the Joint Applications Team (JAT) for the VISN 12 GLFS.
-Reporting and Applications Management responsibilities will include technical support and application development for the broader VISN 12 GLFS.
-responsible for the development and maintenance of the VISN 12 GLFS internet, intranet, Microsoft Power Apps and SharePoint sites.
-Serving as a web project manager, the incumbent will assist in determining appropriate assignments, setting priorities, monitoring progress, and reporting on progress with regards to established milestones and deadlines.
-The incumbent is responsible for supporting application design and development services for the development of computer applications in support of the Decision Support System (DSS) for VISN 12. The incumbent has ongoing responsibility for system analysis support for MCA applications.
-The incumbent is responsible for independently researching and evaluating new and emerging technologies and methods for web product development and web project management.
-Consults with VISN 12 GLFS and JAT to identify priorities for web product development and opportunities to improve current methods and using information to develop new or improved methods and communicating the effectiveness of selected methods.
-Assists in developing tools and methodologies for formulating data to support the VISN and Medical Center's Annual Budget Plan.
-Assists in providing technical assistance and analyses as requested for recurring and one-time reporting needs.
-Provides technical review and reporting necessary to accomplish requested actions for Medical Center and VISN responses.

This position is organizationally aligned to Public Affairs, Office of the Medical Center Director, at the Edward Hines Jr. VA Hospital, Hines, IL. The primary purpose of this position is to plan the details of developing conventional visual products that depict or present subject matter information or ideas for Edward Hines Jr. VA Hospital.
Meets with the client (e.g., author, editor, or program official) to learn the information objectives of the project, the points to be emphasized, the relationships to be stressed, and the relative degree of importance of pieces of the information to be disseminated. Discusses such details as the size, layout, kind and quality of materials, medium, color schemes, typography, lighting effects, specific visual elements or materials to be incorporated (e.g., photos, illustrations), and/or reproduction methods; the most effective medium to convey the objectives of the project, and the points to be emphasized; and the desired appearance and contents of the desired products.
Plans the visual aspects of publications or presentations where the general format and specific themes to be illustrated are predetermined. Selects photos, illustrations, or other visual materials from among those provided with the assignment or found in the files. Judges the reproducibility of the material and any enlargement or reduction necessary to achieve the specified visual effect.
Determines the appropriate typefaces and sizes along with other typographical elements from among an approved group. Prepares layouts of pages or presentation materials such as photographic slides, and posters. Researches source materials and visual elements to create a visual product. while complying with budget restraints and pre-established time frames, to develop and translate available source material into visual designs.
Uses knowledge of basic photographic composition in positioning subjects, arranging backgrounds, and selecting camera angles and views to achieve aesthetically pleasing results. Uses knowledge of the capabilities, limitations, compatibilities, and operation of standard cameras, including electronic still imaging, and accessories, including different films, filters, diffusers, lenses, and lights.
Provides photographic support to the organization's public information activities by photographing or videotaping award presentations, official portraits, buildings and grounds, and staged or candid shots of equipment and work operations.
Applies knowledge of the lights, lenses, and exposures needed to photograph indoors and outdoors, in confined and spacious areas, in natural and fluorescent lighting, and at night.
