Job Description:

Pre- and post-contract management/administration of development projects. This includes (but is not limited to):

• Translate requirements into quotation/ tender documents, manage the Invitation to Quote (ITQ)/ Invitation to Tender (ITT) from preparation, calling, evaluation, providing recommendation for tenders, and awarding construction and procurement contracts. Also require vetting of submission by external consultants on contract administration matters, such as assessing contractors’ claim for variation works, extension of time, loss and expense, final account and handling of contractual disputes.

• Liaise with co-users on the requirements for integrated CCs projects includes seeking release of funds from co-users for integrated CCs projects.

• Ensures compliance with appropriate tendering and procurement procedures in accordance with Government procurement & financial procedures and various policies/procedures.

• Support the Section in improving internal systems including processes and procedures for greater efficiency. Implement procurement strategies to enhance governance, results and increase operational efficiencies.

Role Requirements:

Responsibilities

The Regional Contracts Manager for Supply Chain will be key stakeholder focused on pre and post-award contract management. This individual will have extensive knowledge of the contract administration of large construction contracts as it relates to management of a contractor or service provided through the lifetime of the contracted scope. This person will be expected to drive best practices / concepts for the full spectrum of activities that are associated with contractor post-award management including, performance reporting and monitoring, change management, invoice validation, formal correspondence, and closeout. This individual should have extensive contract experience and understand the nuances of how contracts are administered. The individual will have knowledge of the various types of contract methods (Design-Build, Design-Bid-Build, CM, EPCM, etc.) as well as the different pricing formats (Lump Sum, GMP, T&M, Cost+, Unit Price) that work can be based on commercially. This individual will also have extensive experience in the analysis and negotiation of Change Orders submitted by GCs.

Compliance

Drives business impact by establishing functional standards and procurement performance expectations that define relevant process and compliance success metrics, while also identifying opportunities for improving process efficiency and policy compliance. Applies end-to-end expertise and leverages market intelligence to develop and influence Microsoft-wide channel strategies that optimize for value and enable execution with consistency, accuracy, quality, and timeliness. Leads decision making across organizations to determine optimum strategies for suppliers and partners to increase efficiency and manage costs, and drives accountability and governance for adopting workstream improvements and automation at scale to meet and surpass business expectations.

Procurement and Contracts

Provides high-level negotiation and sets standards across organizations and company. Addresses unresolved or broadly impactful escalations related to pricing and category management issues, and proactively develops strategies to evaluate and drive change in processes broadly across the organization, as needed to ensure teams and/or partners adopt processes that improve the pricing and procurement of goods and services across Microsoft. Manages price and procurement requests and complex pricing issues across purchasing categories to ensure procedural compliance.

Provides guidance and clarification on contract execution processes for consistency, accuracy, and timeliness across Microsoft. Provides thought leadership and shares best practices on established methodologies to ensure they are aligned with and influence current and anticipated business outcomes, both internally and externally. Drives accountability for resolving escalated contract delivery issues and monitoring the impact of change orders on contracting, and delivers briefings to executive leadership detailing current and projected sourcing contract execution models, anticipated risks, impact models, and contingency plans.

Stakeholder Collaboration

Oversees and leads the Contracts negotiation strategies for the most complex and strategic purchasing categories including General Contractors, develops business groups for optimal cross-functional stakeholder support and business assurance, and broadly fosters internal and external partnerships to negotiate strategic decisions and produce deliverables. Qualifications

Required Qualifications

1. Bachelor’s or Master’s Degree in Engineering, Finance, Supply Chain Management, Construction Management and/or Operations.
2. 10+ years experience in Supply Chain Management, Commercial Negotiations/Contracting and external Supplier Management.
3. Must have at least 5+ years of notable experience working in Construction / EPC industry on medium to large scale projects with commercial and/or project controls responsibilities.
4. Deep understanding of Contracting language and terms with proven negotiation skills with external suppliers / service providers.
5. Preferred experience in the Data Center / Infrastructure / Power / Oil & Gas industry managing large capital projects and supplier management.

The Role and Department

The RGCM will be first point of contact for an academic wishing to apply for external research funding and will provide support and expert advice in a number of key activities including: identifying and disseminating funding opportunities, delivering training and information events, lay reviewing applications, project managing the submission process of the bid including responsibility for budget development and seeking internal approvals. Once awarded, and working closely with post-award colleagues, you will provide support to ensure timely acceptance of the award including contract negotiation and ensuring all ethical and due diligence checks are complete. It is essential that the RGCM is highly organised, pays close attention to detail, and has a pro-active approach to problem-solving. The capability to prioritise and manage a busy and varied workload is crucial. The ability to work across a number of concurrent projects at different stages of development is essential. A confident communicator, you will form close working relationships with the other members of the Operations Team, Research Development Team, Faculty Officials, Heads of Department, Directors of Research, Department Managers and other members of Professional Support Staff.

Dependent on experience, the successful applicant may need to work on campus for the majority of the time for the first three months.

Job Duties

Commercial planning & monitoring

• Provide inputs to supervisor on commercial aspects of the project management program
• Define documentation guidelines for financial reporting on the project; Oversee adherence to the same on an on-going basis
• Guide subordinates on analysing project revenues and direct/indirect costs against forecasts
• Evaluate options for addressing significant deviations from the plan in consultation with supervisor
• Advise and support relevant project teams on corrective action
• Provide necessary support with respect to documentation, etc. to external audit teams

Risk & opportunity management

• Evaluate risks and opportunities identified by the project teams in consultation with supervisor
• Perform valuations with respect to the potential financial impact of key risks/opportunities
• Adjust project costs to reflect the same for tendering as well as during project execution
• Advise and support relevant project teams on mitigating risks and leveraging opportunities

Cash flow management

• Oversee and direct team on collecting payments from clients in a timely manner; seek support from supervisor in case of any issue
• Liaison with financial institutions for timely payment to suppliers and sub-contractors
• Monitor project cash flows against forecasts on an on-going basis
• Guide subordinates or relevant project teams on taking corrective action for any deviations from forecast
• Raise unresolved issues to supervisor in a timely manner for subsequent planning and resolution

Client negotiations

• Conduct commercial negotiations with client during the initial contracting process; Seek inputs from supervisor and project teams on technical aspects
• Oversee timely issue of notices to the client for any subsequent variations in scope of work, sequence of work, timelines, documentation requirements, etc. from the original contract
• Provide necessary clarifications to the client for any queries/concerns related to such notices issued
• Inform the Head of Commercial on major deviations from project scope and outcomes of high-impact negotiations

Supplier/sub-contractor management

• Create procurement strategy for the project in conjunction with supervisor
• Review and approve procurement schedules created by subordinate
• Guide subordinate on evaluation of sub-contractors, preparation of contracts and monitoring of sub-contractor performance
• Monitor critical sub-contracted work as directed by supervisor
• Feedback from supervisor on supplier/sub-contractor management

People management

• Set objective goals and evaluate performance of subordinates
• Train and mentor subordinates on technical as well as behavioural aspects of their respective roles
• Provide opportunities to the team to develop their capabilities
• Identify performance gaps in subordinates and provide necessary support to close such gaps
• Recognise and encourage high performing subordinates
• Resolve issues faced by subordinates

Job Requirements

• Degree in Quantitative Surveying or related area
• More than 8 years of experience in the construction industry
• 3-5 years of experience in managing the commercial department of projects of similar size/complexity
• Good knowledge of legal aspects relevant to contracting
• Good organization and time management skills
