Main Duty
Responsible for all aspects of Division and Business Development related Oil & Gas Maintenance Services, developing and creating relationships with key clients. This position, requires strong leadership qualities and intimate knowledge of the business and Singapore market, both in terms of technical and commercial aspects. He will not only play a major role in providing leadership to Operations Department by working closely with the Team, but one of the key accountabilities would be to ensure timely execution of all secured Projects as per our Company’s high quality standards and the respective Client’s expectations.
Identify and recruit key Operation team members and CAPEX requirements, develop understanding of how to position the company for maximum success and profit generating opportunities, thoroughly track project opportunities and establish a winning strategy for receiving project enquiries and awards.
Establish key interface between the customer and the company and manage this relationship relative to Scope, Price, Schedule, QHSE and overall performance.
Responsible for the effective operational compliance with Company QUENSH Policies, systems and work instructions.
Scope of Work
Business Development and Implementation of Business Plans
-Develop and implement business plans to identify and accomplish short-term and long-term objectives of plant services/ Shutdowns /Turnarounds.
- Sharing market intelligence including information on competitors in order to place the company at competitive advantage.
- Work closely with GM to strategize mechanical services growth initiative within Singapore, including CAPEX requirements, budgets/business plans and new recruitment.
Execution Strategy/Philosophy
-Ensures execution of the projects as per the methodology prepared at proposal stage by focusing on improved profitability before setting out site activities through receipt of better quality of information and ensuring an active role of planning and scheduling function at site and also ensures that projects are timely completed within budget. Also put special focus on specialized services.
Strategic Planning
-Takes proactive role to identify problems and opportunities, ascertain the company strengths and weaknesses vis-à-vis market conditions in general and specific competition in particular with a view to decide the best strategy option.
Proposals Preparation and Contract Negotiation
- Assist in proposals' preparation by providing necessary inputs to ensure improved estimation by using market intelligence, proactive approach and client relations and leading the contracts negotiations resulting in improved deals.
-Manage the development of technical engineering deliverables associated with assigned projects including the management of technical scope, quality plan, schedule and budget.
Cost and Resource optimization
- Ensure forward planning on all aspects of the projects during pre-execution phase and maintain management focus on the project schedule during implementation for enhanced profitability.
-Monitor project costs and initiate corrective actions to achieve budgeted profitability of the department.
-Leadership & People Management
-To build teams for new projects according to approved company organograms and effectively manage and control them.
-To effectively manage team members of business area and review their performance according to corporate guidelines, set objectives, indentify training needs and motivate them.
-In consultation with GM, HR, implement succession planning process of the company to ensure employee development.
- Coordinate with GM, HR for continuous improvement of human resources through assessments, performance feedback, development of career plans and training need identification.
Taking the Ownership of Company QHSE Policy
- Accountable to create a safe working environment, manage risks, reduce exposure to hazardous liability and ensure implementation of QHSE policy.
- Comply with all QA/QC standards as applicable to the company systems, policies, procedures, and documents in order to deliver the expected quality of work.
Quality, Health, Safety and Environment
-Demonstrate company's Management's visible focus on QHSE issues by effective implementation through management of project specific approved QHSE plans to inculcate a culture for strict adherence to QHSE regulatory and statutory requirements so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost effective service to the customers.
-Responsible for implementing corporate project safety protocols and for scheduling mandatory safety meetings with the project team.
Policies / Procedures
-Update and comply with Company's policies addressed in Management Manual, Quality, HSE, Core and Operating Values and ensures implementation of Company's Quality Management Systems at Site. Also develops, implements and maintains project specific Quality Plan that meet all internal and external commitments.
Client Satisfaction
-Ensure that feedback from client is properly collected and incorporated as per standard operating procedure of the company, and a proper response is given to client's queries and complaints to meet contractual commitments and client's expectations.
