The Quantum Engineering Programme (QEP) funds research and supports ecosystem building to bring quantum technologies to solve the challenges of end-users. Its work span quantum sensing, quantum communication and security and quantum computing. Launched in 2018, it supports translational research focused on industry challenges and initiatives to nurture a quantum ecosystem.
Coordinated nationally across various research organisations, it is supported by the National Research Foundation, Singapore and the Agency for Science, Technology and Research, Singapore and hosted by the National University of Singapore.
Responsibilities
The Senior Manager / Manager for QEPO will:
1) Develop an understanding of the quantum companies priorities, market demand, industry needs for key sectors under the SNDE and MTC domains, aligned with national strategies/ plans for quantum.
2) Work alongside public research performers (i.e. IHLs and A*STAR RIs) in QEP quantum platforms with the relevant competencies and capabilities to address national and industry needs.
3) Understand and leverage I&E competencies and resources (e.g. funding initiatives and test-bedding /deployment opportunities) of various agencies to advance technology development and translation efforts for QEPO.
4) Identify challenges which may hinder science and technology development and translation efforts for quantum domain, and where necessary, surface these issues to relevant authorities for intervention or resolution.

Overall Job Purpose
Responsible for acting as guardian of the assigned unit's Operation & Maintenance routine, by liaising with other
departments to follow-up and ensure the proper planning and execution of operation's demands, on time and with required quality, delegating and charging responsibilities, acting as first focal point for Offshore teams on
operation's routine matters, supporting the Operations Manager in the interface with the client and authorities, in order to implement the strategy set by the Operations Manager, thus contributing to the safe operation and the production and revenue target achievement, contributing to the business continuity and its growth.
Core Responsibilities
Contribute to the unit's operational performance, acting as facilitator for the vessel routine, by liaising with
Offshore and Onshore departments in order to ensure timely and accurate resolution of operation's matters, such as HSSEQ, operational performance, material loading and backloading, personnel logistics, etc, delegating,
charging and following up activities in accordance with MODEC's Roles and Responsibilities matrix, aiming to
implement the strategy set by the Ops Manager.
Actively engage in the Operations Cell routine, including Morning Calls, Integrated Planning, routine follow-up
meetings, ensuring the proper assistance to other Ops Cell members in their attributions whenever required and
possible, promoting a culture of mutual support, growth, avoiding any poor workload balance.
Act as onshore support for the assigned unit's offshore team in the resolution of operation's routine demands,
assisting them in the interface with other departments, as well as guiding them to the proper systems, processes

Contribute to the unit's annual budget planning (expenses and investments), by participating of the corporate

Internal Title: Topsides Lead
1. Function as the primary focal point for all Process Engineering/Project Management matters pertaining to the Floating Production Storage and Offloading (FPSO) engineering during Front End Engineering Design (FEED) phase.
2. Be part of multidisciplinary Team in executing high-quality sprints to deliver the GdM FEED.
3. Ensure compliance with the Brazilian Regulatory Framework (ANP, Navy, IBMA, NR etc).
4. Lead and Co-lead the identification of design improvement opportunities, influence key-decision and identify Threats and Opportunities.
5. Conduct technical alignment meetings within Shell and Contractors on technical design scope of work, perform design reviews and integrated risk assessments, specially on what refers to the regulatory compliance.
6. Apply Project Maturation Standards to support a Risk-Based approach in Collaborating with contractors on the engineering maturation.
7. Have a deep understanding of topsides facilities design and operations.

Position Summary:
The Technical Project Manager, or known as Engineering Delivery Manager within Thales, is responsible for leading his team to the completion of engineering tasks within committed budgets, schedules, quality and performance for successful bids and projects delivery. He coordinates and monitors the implementation of all engineering tasks throughout the whole life cycle of a bid/project.
Responsibilities:
· Ensure engineering activities are well managed within constraints of bids/projects, approved architecture, design policy, contracts, and company quality requirements.
· Lead collaborative discussion and co-engineering between internal teams, vendors and customers to analyse, prioritise and validate stakeholders' requirements.
· Ensure that engineering scope, plans and activities satisfy customer requirements, and are delivered on time, on budget and with the required quality.
· Work closely with Design Authority to oversee and approve the outcome of evaluation studies on design alternatives, and to provide advice to both the customer and internal technical teams.
· Through broad consultation, ensure the production of the required documentation in support of the project, to the satisfaction of the customer and internal senior management.
· Liaise with customers on technical, architectural and procedural issues as required, ensure that scope creep is avoided.
· Define the engineering work breakdown structure, project organisation structure, tasks schedule, engineering KPIs, and associated engineering tasks. Tailor as required and ensure all baseline requirements are met.
· Define the strategy for development, build increments, validation, and project commissioning.
· Follow up closely on defined KPIs and ensure issues discovered (such as risks of changes, schedule, anomalies, etc) are addressed promptly according to different project phases.
· Perform periodic reporting to internal senior management and customer according to Thales methodology (Chorus) and common methods such as SAFe/SCRUM.
