Position : Procurement Officer - Central Procurement Office (CPO)

Contract period : 1 year (Immediate)

Working Hours

Mon – Thurs : 8:30am – 6:00pm

Friday : 8:30am – 5:30pm

(inclusive of 1-hour lunch break)

Salary ranges from $3,500 to $4,600 per month depending on qualifications and

relevant working experience.

Job scope

To provide support to CPO’s domains in the following tasks:

• Process tenders i.e. prepare tender documents and manage the tendering process using electronic procurement system (GeBIZ/ILMS) and monitor progress of procurement activities.

• Process approval papers.

• Process contract documents.

• Process contract variation requests and exercise of options.

• Follow up on post contract management activities (e.g. collection of PB/BG, creation of contracted payment lines in system (ILMS ZWKs and ZIIs).

• Assist CPO staff who require support on such post contract management activities, when necessary.

• Work with the Project Management Team/Users to assist in developing the procurement strategies/approaches, seeking inputs/ clarifications for tenders (including support for tender preparation, tender evaluation, approval and contracting), and the processing of CVRs and NEOs.

• Any other tasks assigned by supervisor.

Requirements

The job holder should have:

• At least 5 years relevant working experience.

• Experience in procurement, preferably Government procurement.

• Experience in post contract management.

• Experience in procurement systems (ILMS and PRIMS)

• Meticulous, organised, self-motivated and has initiative.

Job Responsible:

• To receive the work order from Assistant Purchasing Manager to carry out jobs by the requirement of the order.
• To clarify with customers via Marketing department enquiries or item descriptions that are unclear
• To submit quotation worksheet to assistant purchasing manager within the time frame as stated on work order for approval and make the necessary amendments
• To ensure the timely delivery of stores of confirmed orders by supplier.
• To provide Picking list, Stock chit, and coordinate with Operations Department on delivery time.
• To ensure that all relevant documents (i.e. Certificate, D.O) are in order for delivery
• To hand over signed delivery orders to Accounts department.
• Coordinate return of stores to supplier, submit Goods Return Note (if any) and collection of Credit note.
• To update system and post the necessary documents after completion of order

Job Requirements:

• Min Degree Holder
• Min 3 years of relevant experience in relevant industry
• Negotiation skills with suppliers and principals.
• Knowledge in MS Office, SQL software

Overall Job Purpose:

Being part of the team responsible for Sentosa Development Corporation (SDC)’s

procurement function, the job holder will undertake work in executing tendering functional

role, advising business divisions on procurement procedures and strategies, and supporting

the Procurement team in innovating and driving procurement excellence through policy

improvement, digital transformation and capability-building initiatives.

Key Responsibilities

The job holder will have the opportunity to take on a combination of the different areas of work

as follows:

• Conducting end-to-end tendering processes from preparation to award of tender in

accordance with policies and procedures to meet procurement objectives, include

engaging business divisions to understand business needs and formulating tender

requirements; provide contract administration advisory for major and complex projects;

• Advising business divisions and leading strategic discussions pertaining to procurement

queries that are more complex in nature and which may not employ the conventional

type of tender methodology or approach, contract structure, terms and conditions etc,

e.g. Outcome-based procurement, procuring prototypes/testbeds in relation to

sustainability initiatives;

• Supporting Procure-to-Pay reviews to streamline procurement policies, processes,

forms/templates; development of guides and resources to aid users in navigating

procurement for greater agility and ease;

• Supporting the implementation of digitalization and data analytics efforts (e.g.

automation of procurement processes, digitizing forms) for greater operating efficiency

and procurement performance; tapping on data to study trends and gather insights; and

• Supporting knowledge sharing and communicating of procurement policies and

initiatives to internal stakeholders to enhance procurement awareness and competency. RESTRICTED

Job Requirements (Qualifications, Knowledge & Experience Required)

• Good Bachelor’s degree from a recognized tertiary institution

• Minimum 10 years of experience in procurement; previous experience in public sector

procurement preferred

• Conversant with GeBIZ or other electronic procurement application systems will be

beneficial

• Strong critical thinking, analytical, planning and organization skills

• Self-driven, resourceful and committed individual; able to work independently and within

teams

• Good written and oral communication skills

• Ability to engage with people at all levels; good interpersonal skills

• Meticulous and concerned with details

• Background in framework conceptualization, development and implementation of

procurement policies or initiatives will be an advantage

• Keen interest in deriving insights and trends through data analytics

All break times are during off peak hours, meaning between 2pm to 4pm

And only 1 crew can go for break at a time
