POSITION SUMMARY

The Trade Compliance Manager will lead contracts management and trade compliance for the organization and will coordinate, prepare and retain all documentation for international trade export/import compliance in accordance with business unit guidelines. The role interacts with all organization levels and functions, both independently and with other members of the Legal, Commercial, Finance, Engineering, Logistics, Sourcing and Compliance Departments.  This role requires successful management of a broad range of responsibilities in compliance and contract management in a fast-paced, multi-tasking environment. The qualified candidate must be organized, detail-oriented, process driven and have a high level of responsiveness.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Responsible for staying current on the knowledge and application of a wide variety of U. S. Import and Export regulations, (i.e. International Traffic in Arms, Export Administration Regulations, U.S. Customs).
• Owns the process and preparation of all export shipment and invoicing documentation, as well as reviewing the transmission of such export information.
• Resolves AES issues internally or with freight forwarders in a timely manner.
• Responsible for the process and preparation of all import clearance checklists for the Customs Broker, including a review of product jurisdiction/classifications, duty rates, applicability of duty-free entry, valuation issues, country of origin, Free Trade Agreement issues of imported commodities.
• Provides guidance to and coordinates Imports with all functional areas including Supply Chain, Program Management, Transportation and Logistics, Security, etc.
• Monitors import shipments for vendor CBP reporting accuracy.  Communicates escapes and errors; researches and communicates variances according to compliance guidelines to responsible parties both internally and externally.
• Maintains and administers Certificates of Origin pertaining to special trade programs, or other governmental agency certificates, (i.e. Food & Drug Administration and Federal Communications Commission), as they pertain to all products being imported from overseas suppliers.
• Responsible for monitoring product jurisdictions, classifications, Country of Origin, Harmonized Tariff and Schedule B codes and providing corrections in a timely manner.
• Oversees activities with U.S. Customs Brokers and freight forwarders, including audit and verification of Import/Export documents, including 7501’s, SED’s, Invoices and Manufacturing Affidavits, and expedited clearance of shipments that have been delayed by U.S. Customs.
• Performs Denied Party Screening as required for all export and import-related activities and participates in the review of such transactions within the organization.
• Participates in product jurisdiction and classification reviews for all products.
• Coordinates and participates in periodic formal assessments of enterprise activities to ensure that policies and procedures are properly followed and that all activities and transactions are compliant with the appropriate import/export laws.
• Investigates and documents export or import violations.
• Identifies and implements resolution of identified compliance gaps.
• Identifies and provides appropriate export/import-related training for functional team activities.
• Assists with miscellaneous projects and reporting requests as needed.
• Learns and follows all established corporate trade compliance procedures.
• Responsible for cross-training backup resources.

The Compliance Manager will work on a variety of compliance matters pertaining to Blackstone’s Private Equity funds. Primary job responsibilities will include:

• Work closely with the investment team and other key internal stakeholders to provide broad support for the compliance program for Blackstone’s Private Equity business, team members, and investment portfolio consistent with applicable laws and regulations (with particular focus on the U.S., U.K. and European Union)

• Reviewing and processing wall-cross requests and assisting with the administration of the firm’s internal information walls

• Ensure compliance with investor side letter obligations

• Serve as the primary point of escalation for matters pertaining to fund marketing and LP communications

• Assist with the preparation of quarterly and annual LP disclosures and provide compliance support for periodic investor reporting

• Oversee responses to third-party AML, KYC and sanctions compliance requests pertaining to the Private Equity funds and their investments

• Support selected firm-wide legal and compliance initiatives

Qualifications:

• 8+ years of professional compliance and or law firm experience (preferably covering asset management or at a regulatory consulting firm)

• Experience with private funds and related regulatory filings

• Possess interest in financial markets and compliance processes with an ability to step in and work directly with business stakeholders

• Highly motivated, enthusiastic, proactive, intelligent, and proven excellence in prior endeavors

Expected annual base salary range:

$140,000 - $200,000

Actual base salary within that range will be determined by several components including but not limited to the individual's experience, skills, qualifications and job location. For roles located outside of the US, please disregard the posted salary bands as these roles will follow a separate compensation process based on local market comparables.

Additional compensation: Base salary does not include other forms of compensation or benefits offered in connection with the advertised role.
