Major Duties:
- Function in lead management role within the Whole Health System. Each member of staff has a reporting relationship, through their line supervisor, to the Clinical Director.
- Develop and implement measures to ensure efficiency and effectiveness in the designated areas of responsibility.
- Develop and execute a Whole Health Business Plan for the medical center. The plan should identify the medical facility mission, goals, objectives and strategies for accomplishment together with related resource implications. The business plan should also be consistent with the VA facility's overall strategic business direction.
- Develop annual budgetary reports based on quality activity and financial information and projections. - Be accountable for resources used, directly and indirectly, by the Whole Health System.
- Promote and develop measures to enable the Director to monitor Whole Health system staff individual performance and to assess clinical outcomes; and addressing performance issues at Director, Team and individual level.
- Meet VA Central Office (OPCC&CT) performance measures and VHA Core Competencies specific for Whole Health.
- Quality Improvement: Directs the continuous measurement and improvement of the quality of care provided by the Whole Health Program.
- Assume a leadership responsibility for the development and implementation of the Whole Health System's performance improvement plan.
- Co-chair the Whole Health Steering Committee and provide oversight to supervisors of 3 elements of Whole Health System (empowerment - pathway, equipping- well-being/self- care, and treatment-whole health clinical care).
- Maintain inventory of CIH approaches offered at VHA facility, including gap analysis as it relates to CIH approaches that must be offered by VA/community per Directive 1137.
- Create strategic partnerships with VHA facility program directors and service line chiefs.
- Create strategic partnerships with community organizations to promote health and well- being offerings within the community

Financial Management
Designing, establishing, and maintaining an integrated financial management system, including budgeting, accounting, and managerial-financial reporting, which furnishes timely data that is used in the direction, evaluation, and control of operations at the various levels of management.
Financial Managers Range of Impact
The Resource Management Service Line provides financial services to a complex medical center. The medical center has a wide range of allied health and technical career field trainees, fee basis staff/appointments and supports VCS/Canteen employees.
Impact of medical center program diversity on Financial Management:
This complex medical center with its primary mission of comprehensive patient care and its active affiliations complicate the delivery of financial services.
Complicating features of the Financial Management program:
Staffing management includes the application of complex VHA pay schedules and incentives which impact the entire medical center staff administered through the Defense Financial/Accounting System (DFAS).
Financial Management functions:
Responsible for maintaining and validating the VA cost accounting data. The cost accounting data is used for internal analysis, budgeting, Decision Support System, and utilizing in the VERA methodology.

Associate Chief Nurse for Primary Care and Community Based Outpatient Clinics Assesses, plans, and evaluates the processes and daily operations of the outpatient arena, collaborating with the Associate Chief of Staff for Primary Care and Community Based Outpatient Clinics to design and implement interdisciplinary programs within the service and medical center. Responsible for systems redesign and policy development. Responsible for assessing and recommending the allocation of human and materiel resources, in determining staffing levels, managing overtime, and plays a significant role in the recruitment and retention of staff. Ensures competency assessment is completed on each employee annually. Reviews EPRP Data, PACT Compass Data, PCMM Data, Missed Opportunity Rates, and Business Operations Data for trends and early intervention; formulates follow-up plans with Primary Care/CBOC Team and the medical center. Reports directly to the Associate Director for Patient Services/Chief Nurse Executive.
The Outpatient Medical Director directly supervises a team of Medically clinical staff (NP/CNS) and Medical Professionals /Nurse Managers and Nurse Practitioners who oversee a large portfolio of Programs: PACT Clinics and Medical Specialty Clinics at both the Brooklyn, Saint Albans, and Manhattan campus, Emergency Department t in Manhattan NY, Dialysis and Chemo clinic at Manhattan NY, Diagnostic Center at Manhattan NY. GI/MRI/Radiology at NY and Employee health in Manhattan NY. He/She uses appropriate consultation to direct the staff within the assigned care line. Responsibilities include planning, organizing, directing, controlling, and evaluating programs and outcomes; daily attention to complex personnel management problems; participation in executive level decision making deliberations, performance in a full range of administrative duties, and other duties and/or special projects as assigned.
Position will require travel to other sites within VA NYHHS and additional travel may be required as necessary.
