In your new job as a Facilities Manager, you will manage hard & soft services scope (technical, cleaning, archiving, pest, catering & estates).

The role holder will manage a team of approx. 30 people plus sub-contractors, ensuring that an effective and efficient service is delivered and maintained and that service levels are in line with the contractual CI's, KPI's and PI's. You'll also monitor and control supplier, sub-contractor and labour costs to ensure financial targets are achieved. Building a strong working relationship with internal and external customers including sub-contractors is important in this role, to ensure that all services are delivered in a professional, timely and cost-effective manner.

You'll be responsible for compiling accurate management information/reporting as required and submit in a timely manner to appropriate stakeholders, and play a key role to support any site audits, including but not limited to, quality, health and safety, environmental and finance.

The successful Facilities Manager will have experience of FM project delivery, including an awareness of CDM regulations and proven success in an operational manufacturing environment, worked within process-led, regulated organisations and/or industries. You will hold a suitable Health and Safety certificate (IOSH Managing Safely or similar) and Knowledge of Quality Management Systems is extremely desirable.

The ideal candidate will be able to demonstrate a proven track record managing multi-disciplined teams including recruitment, disciplinaries, grievances, appraisals, and performance management, and can show an ability to manage operational finance, i.e. management of WIP, debt and billing activities and highly computer literate and experienced in using Microsoft applications.

Based on our National client site, MARS in Wyong you will manage the integrated facilities services ensuring that Sodexo's financial and operational objectives are met.

We seek a Facilities Manager with demonstrated experience managing the delivery of hard (fire services, electrical) and soft services (cleaning, food) and a team of 17 Sodexo staff.   You will manage the planned work schedules, and will review & evaluate building works as well as coordinate all aspects of building maintenance and essential services via contractor management.

• Ensuring works are completed in accordance with Service Level Agreements and OH&S guidelines
• Effective staff management, including motivation, development, performance management, recruitment
• Management of reporting to client and Sodexo this including preparation and completion of monthly financial, OH&S, client service and key issues reports
• Actively managing a P&L financial model with the objective of meeting the set financial budget
• Sound understanding of contractual agreement with client and ability interpret and amend as per business requirements

• Demonstrated experience managing the delivery of food services particularly in a manufacturing or blue collar environment

About the Role :

• Organise, co-ordinate and control the FMC team, sub-contractors appointed by the Client and visiting sub-contractors. Collate and manage all technical specifications, O&M documentation, drawings and compile all maintenance programs from all sub-contractor. Track and monitor the maintenance programs by using the appropriate software and spreadsheets;
• Manage emergency and ad-hoc repairs, breakdowns and trouble-shooting. Provide technical support and attendance where necessary and act as an Authorised Person. Manage and act as the co-ordination point between the various subcontractors and/or Vendors appointed by the Client;
• Consolidate and provide technical reports or findings to the Client;
• Oversee the management of the Permit to Work systems;
• Oversee the health and safety management. Ensure Permit-to-Work (PTW) is approved and proper submission of all risk assessment reports by all sub-contractors, including those appointed by the Client, before the works are executed, proper filing of the reports and implement inspection and spot checks to ensure compliance to risk assessment by the sub-contractors;
• Deputise as required for the Director;
• Works management such as preparing monthly progress reports, certification of work completed to the required standard,issue and control of variation orders, etc;
• Assist in the day to day ‘running’ of the Property;
• Carry out periodical and statutory inspections in an agreed format and manner with the Client and provision of management reports thereafter;
• Shall manage customer service related issues, ensure proper response and action items with customers (any tenants / Occupant / staff or members of public) are closed in a timely and professional manner;
• Also be responsible for the office management functions, office support services and administrative support to the Client; and
• Any other work necessary for effective operations of the Property or as directed by the Client.

• Degree in Real Estate/ Building Management, Engineering or related discipline
• Minimum 3 years’ relevant experience at management level

Job Description

• Senior Facilities Manager duties and responsibilities include planning and executing strategies for completing property management, periodic preventive maintenance, reactive maintenance and maintenance projects within KPI and in a timely manner.
• Supervising all property management, soft services, M&E services (include M&E minor project work), leading a team and vendor groups to manage and support the tactical delivery and be the on-site key point of contact for the key stakeholders.
• You will be leading and managing the growth and performance of the Assistant Service Managers, Cluster Leads, Property Executives, Engineers, Technical Executives, LEWs and Technicians, provide support through leadership, drive excellence, and participate in key discussions.
• You will also work closely with client’s line managers on property, soft services, mechanical, electrical, and technical field strategy and in driving the implementation of all features include on site.
• The responsibilities will include managing site budget, inventory management, maintenance and operations, contract services, purchasing of material, and equipment & supplies.
• Ability to effectively communicate via phone and email ensuring that all administrative duties are completed accurately and delivered with high quality and in a timely manner.
• Rely on experience and judgment to plan and accomplish goals and a wide degree of creativity and latitude is expected. Direct report to the Account Director.
• As an expert in the field, you must be flexible in taking other responsibilities aside from your core tasks. Likewise, you’ll be working side-by-side with both engineering and facilities departments in handling our contractors. Ensuring workplace safety is also within your scope.

• Support continually assess contracts to ensure best value delivered to the client.

Finance Management

• Support to ensure that the site’s financial operations are meeting targets and control requirements.
• Assist and monitor financial processes to ensure account payable procedures are always followed.

Health & Safety Management

• Support with the implementation and manage safety procedures to ensure the provision of a safe working environment.
• Ensure compliance with statutory regulations on fire, health and safety standards.

Site Operations Management

• Develop and implement maintenance regime and strategy.
• Implement Industry Best Practice operations
• Monitor to ensure all building procedures and performance measures are always maintained.
• Ensure all Critical Environment (CEM) requirements are met.
• Seek ways to reduce costs and improve operational standards.
• 24/7 emergency call support and site attendance are required.
• Drives continuous improvement projects to optimize operations and improve productivity to meet and exceed business objectives.
• Effectively leverages the Operations and Field Area to solicit ideas and understand problems and challenges.

Risk Management

• Assist in the implementation and management of a property risk management program.
• Support the implementation and monitoring of disaster recovering and business continuity plans.
• Follow established escalation procedures and incident reporting procedures.
• Adhere to Jones Lang LaSalle’s business conduct by ensuring compliance with the firm’s guidelines, procedures and strategies.
• Achieve Key Performance Indicators and Service Level Agreement targets

Requirement:

• Extensive experience in Building M&E systems will be an added advantage.
• Degree from a recognised tertiary establishment and have managed an accumulated building portfolio of >200,000 sqm in the past 3 years. He/She must have a minimum of 8 years of relevant working experience at his/her equivalent level as an SFM/FM, or Tier 2 Certified Facilities Management Expert (CFME) accreditation by Singapore International Facility Management Association (SIFMA) accreditation scheme, and proven management background.
• Minimum 5 years of relevant supervisory experience in facilities management, property management, facilities engineering, or related field.
• Strong budget management and data analysis skills
• Bachelor’s degree in engineering (Electrical or Mechanical), Facilities Management, Diploma Holder in Building Services or its equivalent
• Possess interpersonal and strong ability to manage Hard FM Services.
• Excellent written and communication skills.

Monitor, scrutinise and project manage the development, content and implementation of a range policies and procedures within areas of compliance, Facilities Strategic Delivery plan, health and safety, standards and performance relevant to, and for, the Facilities Directorate. Ensure that the means of Facilities compliance delivery is regularly reviewed and develop appropriate recommendations on appropriate strategies to deliver optimum performance. Be required to analyse, interpret, and resolve highly complex statistical and information problems in relation to compliance facets across all Facilities services. These may require innovative and new ways of delivering services which may conflict with traditional thinking and opinions. We are looking for a Maintenance Manager to manage a team of support engineers (both local and offshore) for System Maintenance to support Govt Project.

Responsibilities:

Maintenance & System Activities:

• Ensure preventive and corrective maintenance activities are performed promptly in good quality
• Providing support to Customers for any System security review and audit activities
• Review and refine SOPs in place in incident Management:
• Ensure 24/7 Service Level Agreement (SLA) is met as the system is a mission-critical Ops system
• Maintaining a log of all support cases, the time to resolve them, and the solutions. For problems that require third-party contractors for troubleshooting and rectification, Project Manager shall follow through with the third-party contractors.
• Provide Incident Reports with root cause analysis and resolution details.

Change Request:

• Manage Change Requests and implementation of Change Request. Note that urgent CRs may need to be assessed and communicated with customers with a short turnaround time.

Project Management:

• Provide monthly reports on time and conduct regular meetings with customers for updates

Requirement:

• Degree in Computer Science or IT-related disciplines.
• Minimally 3-5 Year of experience as an IT System Maintenance Manager.
• Preferably with experience managing large-scale IT enterprise projects (>15M$).
• Possess good analytical skills and ability to communicate with customers at all levels. Ability to write and present to customers at all levels

Job Description

Candidate will primarily be dealing with structural exceptions that arise in the course of property sales and rectifying them, in concert with necessary consultants and submissions to relevant authorities.

More details include:

• Identify all available documents (drawings, handover forms, etc) and share with leasing team and any appointed consultant.
• Coordinate with tenants or FM retail team (if vacant) for site works (including site visits) where necessary associated with regularisation.
• Coordinate and get necessary letters and documentations signed from bank and liaise with consultant.
• Review consultant’s recommendations on rectification works required.
• Report back and seek approval from Bank on recommendations.
• Follow up on quotations and rectification works with JLL FM team and/or external vendors.
• Seek approval on costs.
• Coordinate and process invoices, raise POs, get required DOA approvals and process payments.
• Consolidate regularization documents and approvals from authorities. Oversee completion of rectification work.
