Major duties of the position include, but are not limited to:

• Provides staff level management advisory service to Network and field facilities on a full range of employee (ER) and labor (LR) relations issues.
• Works closely with staff and operational officials, employee groups, etc. to develop and explore labor relations alternatives to improves policies, techniques and procedures.
• Analyzes, evaluates, and develops major aspects of agency-wide labor relations programs that require isolating and defining unknown conditions, resolving critical problems, and developing new concepts and methodologies; and resolving issues of sensitivity and potential controversy that may promote advances in principal human resources program plans, goals, objectives, and milestones.
• Advises management officials at all levels of the network, including senior leaders, about appropriate disciplinary or other corrective techniques in response to a range of conduct and performance problems. Explains rules and procedures to employees and management to help them understand rights and obligations while maintaining and encouraging objectivity in situations that may be charged with emotion and involve assumptions.
• Conducts and advises on VISN Office ER/LR matters, all proposed adverse actions, coordination and oversight, including OAWP, DAB, AIB, fact findings, grievance examiner, labor issues and negotiations, state licensure reviews, and suitability.
• Prepares appropriate agency responses to labor-related matters.
• Provides technical and consultative guidance, including actions of a disciplinary or adverse nature, grievances, demands to bargain, impasse proceedings, local bargaining, unfair labor practices, performance management and recognition, employee counseling, appeals, complaints, drug testing and related functions.
• Reviews requests and submits justification for those ER/LR actions requiring approval by Network Director, VHA, VA or higher authority, then takes appropriate action, and prepares necessary correspondence.
• May serve as a SME representative or key witness in third-party proceedings as necessary.
• May be selected to chair or participate in Administrative Investigative Boards (AIBs).
• Provides advice and assistance to higher echelon staff and/or independently resolves issues on the application of negotiated agreements and FLRA decisions, resolution of grievances, and arbitration proceedings.

The Human Resources Specialist, Generalist is responsible for matrix reporting to the Senior Strategic Business Partner (SSPB). Will be the point of contact for Human Resources as it relates to budget and administration, project management, performance measures, workforce planning, HR systems administration, reports, classification submissions, congressional replies, coordination of HR action items, Workforce Management submission report, etc. Analyze, develop, implement and monitor a comprehensive position management program; assist managers with position oversight, and human capital utilization.

• Reviews PD and classifies positions, explains findings through in-depth written evaluation statements, and signs Optional Form-08 for PDs, including one-of-a-kind, complex, rare, unusual and standardized PDs. The PDs are for professional, scientific, research, development, administrative, technical, and other fields and include those affected by new or emerging technology, new VA initiatives, and where the organizations serviced are complex, new or are evolving dynamically.

Technical Review 75%

Provides independent and sound judgement to perform complex, sensitive, project work characterized by a high degree of difficulty related to the Technical Review Management of Personnel Actions Request (PAR) within the Human Resources Management Service applicable database (HR Smart). Reviews all facets of work for all areas of HR including Staffing, ER/LR, Benefits, etc. across all stations within the network. Serves as a technical reviewer for all personnel actions to include reviewing and releasing actions. Incumbent will conduct a thorough review on personnel actions as assigned to ensure the actions are in adherence with all regulatory and legal requirements. Ensures data fields on personnel actions are coded appropriately, to include verifying the correct nature of action and legal authority codes are being utilized. Will review personnel actions to ensure employee data is accurately captured, e.g. Veteran's preference, tenure, FEGLI, annuitant indicator, pay rate determinate, retirement plan, service computation date, work schedule, etc. Will review personnel actions to ensure position data is accurately captured, e.g. position type, FLSA eligibility, appropriation code, bargaining unit status, duty station, etc. Incumbent will review grade, step, and salary on personnel actions to ensure all pay settinglaws and regulations are adhered to for a variety of Title 5, Title 38, and Title 38 Hybrid positions.
