An exciting opportunity has arisen for a forward thinking, dynamic Directorate Manager to join the Complex Care Team, Mental Health & Learning Disabilities, on a 12 month secondment.

As Directorate Manager you will be work closely with Associate Service Group Director and be operationally accountable for provision of key services within Complex Care and Long Term Care Service, being accountable and responsible for standards of care, environment of care, patient experience and care outcomes of patients, that we commission services for across a wider range of independent provider settings.

You will promote multi-professional and multi- agency team working to improve patient care pathways, lead and direct staff within the team on commissioning of services to meet the client needs.

You will actively contribute to the delivery of strategic, operational performance targets working within financial resources and ensuring management of resources relating to identified cost savings and efficiency targets and promoting innovative ways of working through further development of Complex and Long Term Care services. A background in management leadership and financial/ budgetary roles would be beneficial.

Strategic Management– responsible for development, delivery & monitoring of strategies for the complex care service, focusing on person-centred approaches to care to deliver a service that prioritises the care needs of patients & embodies the principles of prudent healthcare.

Performance Management -operational management, organisational & delivery of Complex Health Care across MH & LD Service Group

Finance Management- working within financial resources, ensuring breakeven on delegated budgets, including monitoring of cost savings & efficiency targets.

Service Delivery & Improvement - review delivery of services within service group & independent sector to maximise efficiency for patients & staff, ensuring effective financial management when commissioning services.

Communication & Engagement- build, maintain strong influential relationships with colleagues, staff, all stakeholders to enable the Service Group to develop a culture of collaborative working & commitment to delivering quality services & outcomes for patients, ensuring the patient’s voice is heard.

Information Resources- compliance with policies & procedures and support development of appropriate systems and clear processes to support effective and timely patient flow.

1. Operationally manage and lead designated areas of responsibility within the Complex Care Team .
2. Responsible for the delivery of effective Performance Management, Service and Financial Framework Targets, Communication and Information Governance for the designated area of responsibility.

Major duties include, but are not limited to:

• Responsible and accountable for ensuring that subordinate personnel provide consistently high levels of productivity.
• Has direct oversight for the Transfer Coordination Office and any administration and QRS staff.
• Assists in resolving informal complaints and grievances, develops work improvement plans, and recommends personnel actions.

• Conducts and provides direct oversight for various patient care studies
• Facilitates and maintains a record tracking system for monitoring a variety of information, potential problem areas and action plans, and coordinates action plans for addressing opportunities for improvement
• Conducts and provides direct oversight for various patient care studies based on areas assigned, including review of Joint Patient Safety Reports (JPSR), medical record reviews for evidence of required documentation as well as reviews for the quality and safety of care, treatment, and services provided.
• Directs and performs all administrative functions that include administration, human resources management, manpower utilization, and related administrative matters in support of a diverse and complex service line
• Maintains all position control tracking and organizational chart submissions for the service line

Associate Chief Nurse for Primary Care and Community Based Outpatient Clinics Assesses, plans, and evaluates the processes and daily operations of the outpatient arena, collaborating with the Associate Chief of Staff for Primary Care and Community Based Outpatient Clinics to design and implement interdisciplinary programs within the service and medical center. The Outpatient Medical Director directly supervises a team of Medically clinical staff (NP/CNS) and Medical Professionals /Nurse Managers and Nurse Practitioners who oversee a large portfolio of Programs: PACT Clinics and Medical Specialty Clinics at both the Brooklyn, Saint Albans, and Manhattan campus, Emergency Department t in Manhattan NY, Dialysis and Chemo clinic at Manhattan NY, Diagnostic Center at Manhattan NY. GI/MRI/Radiology at NY and Employee health in Manhattan NY. He/She uses appropriate consultation to direct the staff within the assigned care line. Major duties include, but are not limited to:

Program Management/Managerial Responsibilities:

• Develops, implements, and leads ICC team management groups to effectively accomplish goals, focus on customer needs, assure and maintain quality, and accomplish mission and vision.
• Responsible for the management and operations of the MH ICC in close collaboration with the Medical Directors from the Primary Care ICC, Specialty Care ICC, Surgical & Specialty Care ICC, Rehabilitation & Extended Care ICC, Diagnostics (Imaging and Pathology and Laboratory Services) ICC, and Pharmacy Service.
• Leads the VISN 23 Mental Health ICC through strategic planning, program implementation, customer focus, and team-based management.
• Responsible for coordinating the VISN 23 Mental Health programs to insure efficient operation through quality, productivity, efficiency, and new program and procedures.
• Develops and expands VISN 23 Mental Health capabilities, responsiveness, and image within the Network, facilities and the community.
• Coordinates efforts to meet/exceed performance standards in mental health for the VISN.
• Conducts evaluations and consultation of specific features of VISN mental health care as needed.
• Presents recommendations to the Executive Leadership Council (ELC) regarding changes needed in mental health care across the VISN and at specific medical centers.
• Chairs conference calls and face-to-face meetings of the VISN 23 Mental Health ICC Subcommittee and is responsive to their concerns on an ongoing basis.
• Serves as a member of the VISN Governing Body, Executive Leadership Council (ELC), ensuring high quality patient care is delivered in an efficient manner and overall vision/direction for the ICC.
• Develops and maintains a collaborative relationship with mental health stakeholders (i.e., DoD, Community partners) to ensure the delivery of timely MH Services to Veterans and Active Duty Members as needed and continuity of care to those separating from Active Duty.

Supervisory Responsibilities:

• The incumbent maintains full supervisory/managerial responsibilities for VISN staff assigned to support mental health services and all programs aligned under mental health. Oversees and supervises the day-to-day work of VISN staff assigned to support the operations of Mental Health as a VHA key program office, including hiring, performance reviews, disciplinary actions, task assignment, and all other supervisory responsibilities.
• Approves all supervisee time and leave requests, and plans work to be accomplished by subordinates, sets and adjusts short-term priorities, assigns work to subordinates, and evaluates work performance
• Assures reasonable equity of performance standards and rating techniques across supervisees when conducting performance reviews
• Reviews functional statements with supervisees on an annual basis and appropriately revises functional statements to accurately reflect current duties.

Clinical Consultation:

• Provides support/consultation regarding a full range of mental health services, including assessment and using the most appropriate therapeutic techniques in providing quality care.
• Consults with and serves as a resource for other professional personnel concerning the need for and development of mental health services.

Academic/Teaching/Training:

• Provide clinical consultation to various disciplines and levels of training within VISN 23 mental health programs.
• Provides support/consultation for facility Psychology (and other mental health disciplines) Training Programs and Training Committees as appropriate.
• Provides support/consultation for the training of medical students, medical and psychiatric residents, nursing students and fellows as appropriate.
• Provide leadership, guidance, and consultation on staff education and development for a broad array of mental health topics.
• Orients, teaches and serves as a consultant to other VISN 23 staff and trainees and assists in their formulation of the psychological characteristics and appropriate treatment expectations regarding their patients.

Research Program Evaluation:

• Responsible for timely completion of all program evaluations and documents required on behalf of the VISN and VACO, ensuring compliance with appropriate accrediting bodies such as The Joint Commission (TJC) and CARF.
• Consults with others to offer guidance and stimulation in research directions.
• Responsible for monitoring mental health related performance measures, tracking results and recommending VISN-wide systems/procedures for success with these measures.
