What the role is
Within the organistaion, the Institute of Governance and Policy (IGP) is a team of learning and development (L&D) specialists and researchers who support the building of public sector capabilities in domains such as governance, social-economic policy, international relations (IR), public communications and engagement, and policy tools. Our offerings include a suite of physical and digital (e.g. CSC’s LEARN app) content, articles in publications such as ETHOS, seminars, training programmes and milestone programmes.
What you will be working on
- Sense-make and support the capacity building needs of officers and teams in the public service, especially (1) those whose core function is in IR and/or where a strong grounding in IR is critical to the role, and (2) those doing policy and planning. This includes identifying their competency gaps.
- Foster close relations with key stakeholders, including the Public Service Division, Ministry of Foreign Affairs, international relations units in government agencies, and policy and planning units.
- Keep pace with IR-related developments and identify emerging issues
- Develop interventions and programmes to bridge competency gaps and oversee the implementation of the interventions and programmes. Nurture and expand communities of practice across the service
- Undertake facilitation/moderation and note-taking, where necessary
What we are looking for
- Degree in relevant fields like International Relations and Political Science
- 1-2 years of experience in research, policy work or international relations in Singapore government agency, an intergovernmental organisation or think tank would be relevant. Experience in L&D or Human Resource Development is advantageous
- Good analytical and communication skills
- Ability to engage and negotiate with stakeholders, and with local and international thought-leaders, practitioners and resource persons
- Strong ability in planning, implementing and evaluating programmes with minimal supervision
- Strong public speaking and facilitation skills are a bonus
