Job Description
The Procurement Manager is directly responsible to Managing Director (MD) for the following:
Responsibilities:
· Oversee the operation of Procurement Department.
· Serve as a lead point for all Chinese suppliers and managing of all procurement activities.
· Formulate purchasing policies and strategies and maintain the procurement and purchasing system.
· Source for process equipment, bulk and construction materials to support project sites at competitive price, timely delivery and to the required quality.
· Source for office equipment, furniture and other purchased goods in support of head office and site office operation.
· Negotiate for bulk purchase of essential engineering and construction materials at competitive price, terms and quality.
· Establish term contracts on external rental of plant and machinery on a long-term nature of more than one month at competitive rates, terms and timely delivery.
· Oversee the disposal of fixed assets, metal and scrap.
· Manage the Vendor Management System with respect to maintenance of the Approved Vendor List, Vendor performance evaluation and nurturing vendor partnership.
· Liaise with Clients and appropriate authorities on product standards and requirements.
Requirements:
· Master Degree in construction related field or purchasing.
· Minimum 10 years of proven work experience as a Procurement Manager / Representative role in Construction industry.
· Experience and knowledge of market conditions, cultures in mainland China.
· Fluency in speaking, reading and writing Chinese is required due to nature work.
· Demonstrable ability to communicate, present and influence key stakeholders.
· Excellent listening, negotiation and presentation abilities.
