Job Description

The Quantum Engineering Programme (QEP) funds research and supports ecosystem building to bring quantum technologies to solve the challenges of end-users. Its work span quantum sensing, quantum communication and security and quantum computing. Launched in 2018, it supports translational research focused on industry challenges and initiatives to nurture a quantum ecosystem.

Coordinated nationally across various research organisations, it is supported by the National Research Foundation, Singapore and the Agency for Science, Technology and Research, Singapore and hosted by the National University of Singapore.

Responsibilities
The Senior Manager / Manager for QEPO will:
1) Develop an understanding of the quantum companies priorities, market demand, industry needs for key sectors under the SNDE and MTC domains, aligned with national strategies/ plans for quantum.
2) Work alongside public research performers (i.e. IHLs and A*STAR RIs) in QEP quantum platforms with the relevant competencies and capabilities to address national and industry needs.
3) Understand and leverage I&E competencies and resources (e.g. funding initiatives and test-bedding /deployment opportunities) of various agencies to advance technology development and translation efforts for QEPO.
4) Identify challenges which may hinder science and technology development and translation efforts for quantum domain, and where necessary, surface these issues to relevant authorities for intervention or resolution.

Overall Job Purpose

Expected Experience

1. Function as the primary focal point for all Process Engineering/Project Management matters pertaining to the Floating Production Storage and Offloading (FPSO) engineering during Front End Engineering Design (FEED) phase.

Position Summary:

The Technical Project Manager, or known as Engineering Delivery Manager within Thales, is responsible for leading his team to the completion of engineering tasks within committed budgets, schedules, quality and performance for successful bids and projects delivery. (JGCAP) is now positioned as a regional headquarters to oversee group companies in the APAC region. With this reorganization, we are planning to reinforce our engineering capability and looking for a new Engineering Manager who will be mainly responsible for leading the mechanical design work and execution of the production design deliverables.

[Job Description]

• Lead the Mechanical Engineering Project Team and manage the operational and technical work and processes, including managing manpower, equipment and tools resources to support production schedule and optimize work capability and capacity of the projects.
• Ensure proper PJ management with profit by implementing necessary actions and identifying potential risks and problems as Senior Engineering Manager of the assigned project, regardless of the stage of the project (FS, FEED or EPC).
• Manage and supervise key engineering aspects, especially with regard to the area of Mechanical Engineering, such as finalizing of the design basis, material flow diagram, concept of equipment layout for projects executed by JGCAP and its APAC group companies, in order to ensure a timely and sound performance (including cost, time, quality and safety).
• Work closely with senior division manager/division manager, senior managements and executives of JGCAP to support the evaluation and selection of projects to be undertaken by JGCAP or its APAC group compnies.
• Manage and support technical sales to customers together with the sales departments of JGCAP and group companies in the APAC region. The position is expected to support technically the team of approximately 20 employees (planned to be expanded to 50 employees) in sales departments in respect of engineering management.
• Support the senior division manager/division manager in developing and maintaining an organization capable of meeting current and future demands through effective organizational planning, motivation of personnel, and appropriate training to achieve and exceed the performance requirements of the project.
• Ensure that installation, troubleshooting, qualification & validation of equipment meet project requirements.
• The role is expected to report to the senior division manager/division manager on a regular or as-needed basis on the performance of the projects as required to achieve the goals of JGCAP Group as a whole.

[Job Requirement]

• 10+ years of experience in the oil & gas or industrial and urban infrastructure related industry, of which at least 5 years in managerial position or above.
• In-depth working knowledge of industrial code and standards commonly applied to oil & gas or industrial and urban infrastructure EPC project such as ASME, API, ASTM is a must.
• 7+ years of experience in mechanical engineering in EPC or Front-End Engineering and Design (FEED), as well as feasibility study. Successful candidate is also required to possess at least 3 years of these experiences in the APAC region, with a preference for candidates who have experiences in Thailand.
• At least 5 years of experience in EPC projects in the oil & gas or industrial and urban infrastructure related industry as a Lead Mechanical engineer of projects in the APAC region.
• At least 5 years experience in solid handling equipment and material handling equipment such as separation, crushing and grinding, mixing, kneading, transporting, feeding, weighing, filling equipment, in addition to mechanical equipment such as vessel, heat exchanger, filter, pump and blowers.
• Experience of leading a team of more than 20 employees.
• Excellent interpersonal and analytical skills with the ability to think "outside the box" to solve problems.

Overall Job Purpose

The suitable candidate will be able to apply project knowledge, Engineering knowledge and seasoned experience to independently manage the engineering and design of a project, resolve interface issues across different engineering disciplines and support the fabrication, installation, commissioning and start up of facilities and equipment/ utilities interface associated with the conversion and outfitting of FSO / FPSO tankers, conversion of MOPU jack-ups for production operations or deep water TLP projects.

To be able to deal efficiently, professionally and tactfully with numerous stakeholders, both internal and external is a challenge.

It is also a challenge to keep up with the knowledge and changes (in practices, processes, designs and standards) in various engineering disciplines.

It may be a challenge to persuade and ensure that the engineering design teams provide sufficient details and instructions to accompany their drawings so as to avoid delay and cost outlay relating to variations and rework (e.g. clear instructions should be given to shipyards to do the right things and produce the right deliverables efficiently).

Expected Experience

Bachelor Degree in Engineering with minimum 20 years’ experience in onshore/offshore Oil & Gas area or FPSO line(s) or MS degree plus minimum 15 years relevant experience. Diploma holders having 20 -yrs experience with additional qualification/ Certificate (making the equivalent to degree) can also be considered. Minimum 1 FPSO experience is necessary.

Ability to communicate with construction sites and commissioning team on technical requirements and manage technical queries and changes.

Client management skills.

Adequate knowledge of all the interfaces between Topside and Marine Engineering, facilities/systems of FPSO with specific attention to his discipline, and working of all Process, Mechanical, Piping, Structure, Electrical & Telecom, Instrumentation and Marine engineering.

Knowledge of sequencing of engineering activities.

Capability to review engineering deliverables of various disciplines and knowledge of the types of documents to be generated by each engineering department and the inputs involved.

Qualifications

- Bachelors Degree in Engineering with 20+ years of experience

- Experience in FPSO Engineering Mgmt for at least 1 FPSO

- Knowledge of interfaces between Topside & Marine Engineering, facilities/systems of FPSO and working of all process, mechanical, piping, structure, electrical & telecom, instrumentation & marine engineering.

- Familiar with the use of Software, Database systems related to Engineering functions

- Understanding and interpretation of total project life cycle cost and benefits as well as their implications during FEED and EPCI phases of projects.

- Adequate knowledge of design codes and regulator requirements within an EPCI project.

Accountabilities

- Engineering Management – Manage the engineering & design of both topside and marine facilities of an FPSO project

- Leadership – Provide leadership to the topsides and marine engineering team and be the single focal point both internally and externally for all issues related to FPSO engineering.

- Management of changes – Supervise implementation of engineering change management post design freeze are compiled with, communicated, tracked and approved by the relevant stakeholders

- People Management – Motive the team to perform, provide performance feedback, forecast and manage engineering resources on the project

- Compliance – Conduct internal engineering team meetings, lead engineering meetings with the client and other external agencies, prepare minutes of meetings, progress reports, participate in meetings with the client and communicate clearly.
