We are looking for a proactive and strategically-minded individual for an exciting new role in the Workforce Development team. The post holder will be a key part of the strategic workforce planning for clinical apprenticeships across the organisation. This a key part of the clinical careers pipeline which strengthens the development, recruitment and retention of our workforce.

Working together with the Apprenticeship and Early Career Manager the post holder will provide expertise and clinical leadership to facilitate the development, delivery and monitoring of the Trust’s clinical apprenticeship programmes. Communication and working relationships
• To work collaboratively with relevant Trust service leads; Clinical Education and Development team and system partners to ensure effective delivery of the organisations apprenticeship programme.

Responsibilities

• Reports to the EPC Regional Cost Management Lead with reporting structure to a SWAT Team Lead
• This position requires a senior level of understanding of cost management, commercial issues, Datacenter Construction, Project Management, Telecommunications, and Mission Critical Operations.

Deep understanding of the commercial management of the General Contractor (GC) from liaison with our procurement office on the Request for Proposal (RFP) documents through to the final payments and agreement of the final accounts and paperwork. This will also include :

• Detailed estimation of the project based on local design documents.
• Agreement of estimates with the GC at during design development and agreement of the contract sum.
• Pay application assessment and approval for the GC, all equipment vendors and all project support consultants.
• Estimation of and commercial agreement of all change orders.
• Draft commercial detail and supporting documents for all funding requests.
• Review and agreement of all GC procurement of the subcontract packages including the approval of the sub contract Letters of Authorization (LOAs).
• Commercial review of all disputes that may arise.

Commercial management of all other program vendors including:

• Presenting proposals to head office for purchase order approval.
• Approving invoices for all project vendors.
• Final account agreement & closeout for all vendor accounts.
• Manage the Cost Management firm contracted to provide commercial support in the region.
• Assist in the procurement of Cost Management firm.
• Manage the resources allocated to the projects to ensure that they are appropriate in number and quality.
• Regular Monthly Business Updates (MBUs) with the cost management firms.
• Cost Reporting: Work with the Cost management firm, GC and project controls to ensure that the full suite of cost reports are available for review by Redmond on a monthly basis.
• Provide the PER (funding) team all commercial support necessary to ascertain the required timing of the funding intervals and all commercial information needed to back up these funding requests to management. This will normally involve the production of multiple option cost scenarios.
• Design Team commercial support: From project kick-off through to final design provide commercial support on business cases, value engineering studies and change control as the design evolves though to final decision.
• Site selection support: Work with our site selection team in the region to provide constructability reports and site specific comparative estimates on candidate sites. Also provide all funding and Purchase Order (PO) support necessary for this team to perform in the region.
• Commercial Process control: Review the current commercial processes in the region and develop these into a commercial playbook. On agreement of this playbook the candidate shall be responsible for the consistent implementation of same.

Qualifications

Required Qualifications

• Bachelor’s degree in Construction management, Project Controls, Quantity Surveying or related field AND 12+ years of related experience
• 12+ years of experience managing the estimating or commercials on a major construction portfolio
• Proven experience of the commercial management role in the procurement of GC contracts and other construction vendors

• Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. The post holder will be responsible for service development, which will involve scoping and mapping of the existing Cancer CNS workforce capabilities within the ICS footprint, using a project management function to deliver the pilot and to ensure the success of the project and the role. The CDL post holder will play a lead influential role to ensure each Trust Senior People Officer and Directors of Nursing adopt cancer nurse career investments, including incorporating nationally recognised cancer nurse core key performance indicators (KPIs) and competencies into healthcare profiles and secure sustainable funding to enable access to core training opportunities.

The post holder will provide assurance to the Pilot Project Team that robust systems of governance are in place and a high-quality service is being developed and delivered. The post holder will define current processes, facilitate local discussions, and advise the Pilot Project Team as to how best practice might be adopted in the definition of future processes, document those processes as they are agreed and oversee their delivery.

This pilot places a high value on diversity and fairness accordingly a key function of this role will be to encourage, engage and support aspiring CNS from internationally educated backgrounds into CNS roles. You will be responsible for developing and delivering outreach activities within your ICS in line with policy to increase the diversity of Cancer CNS workforce in London to be more representative of the patient population communities. Work with Macmillan and Cancer Alliance Workforce Leads to promote equitable access, recognise and mitigate any inequalities including access for protected characteristics, providing reports to stakeholders on Equality, Diversity, and Inclusion findings.

The CDL postholder will accelerate the development of newly appointed CNSs to become confident, autonomous professionals with a skill set fit for purpose for 21st century healthcare and beyond to meet patient and service requirements. You will deliver educational and professional leadership, coaching and mentoring to designated CNSs across multiple trusts within the cluster to ensure that nurses are supported to meet the thresholds within the capabilities framework as set out in by ACCEND. The accelerated development of CNSs will combat the impact of CNSs retiring, leaving the service for promotions etc.

You will work alongside CNSs in their daily practice supporting and challenging knowledge and behaviours to promote CNS Nursing model and the delivery of quality assured personalised care. You will provide motivation to establish new and novel clinical practice supported by audit and research/best evidence-based practice working within the Trust’s clinical Governance framework.
