Serves as a function/business/product compliance risk senior analyst for Independent Compliance Risk Management (ICRM) responsible for assisting with internal strategies, policies, procedures, processes, and programs to prevent violations of law, rule, or regulation and design and deliver a risk management framework that maintains risk levels within the firm's risk appetite and protect the franchise. In addition, engages with the ICRM Product and Function coverage teams, in order to partner to develop and apply CRM program solutions that meet the function/business/product and customer needs in a manner consistent with the Citi program framework. Primary responsibilities include monitoring compliance risk behaviors and providing day-to-day Compliance advice relating to the supported function/business/product and guidance on function/business/product rules/laws.

In this role, you’re expected to:

• Assisting in the design, development, delivery and maintenance of best-in-class Compliance, programs, policies and practices for ICRM.
• Assist with regulatory inquiries and/or examinations.
• Collaborating with other internal areas including: Legal, Business Management, Operations, Technology, Finance, other Control Functions, and In-Business Risk to address compliance issues which may impact the supported function/business/product.
• Supporting the business in performing timely compliance reviews of new transactions and/or products.
• Assisting in the development and administration of Compliance training for the supported function/business/product.
• Researching any rules and rule changes and implementing policies, procedures or other controls necessary to comply with the rules/regulations

As a successful candidate, you’d ideally have the following skills and exposure:

What You Will Do:

What You Will Need:

• US Citizenship and the ability to obtain and maintain a federal Public Trust;

• Bachelor’s degree in Finance, Accounting, Economics, Information Systems, Business Administration or Certified Public Accountant.

• 4+ years of experience in financial management, audit remediation, internal controls or related audit services;

• Ability to understand client needs, participate within a team environment, and communicate throughout internal and external network in a manner that allows for successful execution of tasks;

• Experience and demonstrated ability to participate in client-facing discussions and meetings;

• Ability to understand and analyze the impact of internal control assessment results on the Agency;

• Understanding of and experience conducting internal control assessments and testing in accordance with OMB Circular A-123, Appendix A requirements;

• Experience working in teams to produce high-impact work products, reports, and other deliverables;

What Would Be Nice To Have:

• Demonstrated knowledge and success in advising federal clients in improving internal controls over financial reporting and meeting the requirements of related federal guidance and requirements, including: OMB Circular A-123, Appendix A and C, the GAO Green Book, the Chief Financial Officers Act of 1990, Federal Managers’ Financial Integrity Act of 1982 (FMFIA), and Payment Integrity Information Act of 2019 (PIIA);

• Experience understanding deficiencies communicated by the auditor, tracking audit PBC requests, responding to audit requests, developing corrective action plans, and executing remediation with a focus on internal controls over financial reporting and management financial statement assertions;

• Experience evaluating/testing internal controls, performing financial statement audits (preferably for a Government agency), or providing audit readiness support; 

• Federal accounting, the Treasury Financial Manual, and knowledge of Federal Financial Management Improvement Act (FFMIA);

• Experience with Internal control over financial reporting and operations improvements, and related business process improvement;

• Experience with Entity level controls, risk management, and fraud risk assessments; 

• Implementation of new federal guidance into existing federal programs; and

• Federal audit support, audit liaison, corrective action planning, and remediation experience

The Senior Consultant will work primarily on teams led by Engagement Managers and Principals to meet goals and objectives as outlined in client contracts/agreements. Under supervision, the Sr. Consultant will develop and present project plans and proposals, The Sr. Consultant will have a largely client facing role and may be the day to day client contact on projects. They are expected to oversee deliverables, timelines, and ongoing project execution. They will responsible for quality review of all staff deliverables. Special projects and internal projects will also be assigned on an as needed basis by Engagement Managers and Principals. Projects cover a variety of subject matter topics including:

• Compliance Consulting (Programmatic design and implementation, business needs and risk assessments, benchmarking, and industry best practices
• Commercial Operations and Business Process Enhancement (HCP/O engagement process design, operations, process transformation and support of technology rollouts)
• Auditing and Monitoring (live monitoring, transactional and data analysis, compliance auditing)
• Special projects and internal projects will also be assigned on an as needed basis

• Develops project deliverables which could include data analyses and reports, process reviews and assessments, policies, and SOPs etc.

Qualifications & Other Requirements

• Minimum 3 years’ compliance consulting or legal experience
• Undergraduate degree or equivalent experience required; MBA, a Law Degree (JD or other equivalent) or another master’s degree preferred

Key responsibilities:

• Ensure that all lab instruments at DPS are in compliance with Lonza procedures and governmental regulations

• Act as the QA point-of-contact for our stakeholders at Lonza DPS

• Review and approval of lab instrument related quality records (e.g. Change control, CAPA, Deviation) and controlled documents (e.g. SOPs, Qualification Documents, Forms) at DPS

• Ensure adherence to lab instruments related DPS GMP procedures, Lonza Global and Group procedures, governing regulations and industry guidelines

• Provide strategic direction and guidance for lab instrument lifecycle management processes in line with GMP and LEAN principles

• Support and guide a team of QA experts
