You will:

The Student Trainee (Legal) will be responsible for following duties include, but are not limited to:

• Conducts legal analysis, research, and drafts opinions and memoranda, on simple and complex issues impacting the Agency and mediators in the general performance of their duties.
• Reviews agreements and documents, to include Speaker Releases, interagency agreements, hotel contracts, and card check agreements.
• Assists lead attorneys in preparing cases before federal agencies such as MSPB, NLRB, and EEOC and appeals in U.S. Federal district and appellate courts such as drafting motions, memoranda, briefs, and other pleadings stating facts, analyzing the legal issues, identifying concerns, and making recommendations for justifying legal action. Assists in discovery by analyzing and preparing requests for the production of documents, interrogatories, privilege logs, and other responses. Assists in preparing witnesses for deposition and hearings. Drafts, issues, and tracks litigation holds.
• Assists the Office of General Counsel in implementing and administering Agency programs and policies regarding FOIA, Privacy Act, FIFRA arbitration, the Inspector General Act, and the Procurement Integrity Act. Conducting legal research regarding requirements of these areas, making recommendations, making sure that the intent of the law is upheld by the Agency.
• Supports the Agency ethics program, providing ethics advice, certifying financial disclosure reports, drafting waivers and authorizations, reviewing conference and outside activity requests, conducting ethics briefings, and recommending discipline for violations of ethics law, regulations, and directives. Drafts responses to any requests for information or reporting requirements regarding the programs. Advises employees on the Hatch Act.
• Drafts Agency rules, regulations, notices, information collection requests, paperwork reduction act clearances, and other documents relating to the operation of FMCS. Ensures all appropriate documents are timely filed on the Federal Register. Promulgates Agency rules as assigned. Ensures all appropriate notices are posted on FMCS' website, ROCIS, and the Federal Registrar.
• Drafts, reviews, and assists with trainings pertaining to ethics, whistleblowing, FOIA, privacy, new mediators, hatch act, labor law, and other trainings. Works alongside agency staff to provide legal sufficiency review of trainings and co-training, when requested.

The legal interns will be assigned to work with STB staff members on projects and assignments that cover a range of the Board's work. Assignments are expected to include assisting with legal research and drafting, participation in staff team discussions of matters before the Board, and other support functions as assigned.

Work closely with attorney-advisers in the General Counsel's Office on a variety of legal matters of concern to OGC and the Agency.

Attend briefings, review legal documents, conduct legal research, draft memoranda and make presentations on issues central to OGC's work.

Participate in OGC meetings during which current issues relating to USTDA and its activities are presented and discussed.

Legal interns will work across all regions and technical sectors USTDA operates in (primarily clean energy, transportation, healthcare, and digital infrastructure), as well as administrative law.

As a Student Trainee (Legal Intern), you may:

• Initiate and draft standardized legal documents routinely needed for specific legal actions, including motions, orders, answers, pleadings, subpoenas.
• Assist attorneys in case preparation, assembling exhibits, affidavits and other documents. Assist attorneys in researching pleadings, briefs, and other legal documents on questions relating to routine legal matters of interest.
• Maintain court calendar. Track filing, hearing and trial dates, and schedule conferences and interviews.

The FRTIB is filling a Summer 2024 legal internship position. This position is expected to begin at the end of May or early June and will extend through the summer. In rare situations, this appointment may be extended. As a Student Trainee (Legal), you will:

• draft legal memorandums and briefs;
• assist with conducting legal research in the areas of pension, tax, administrative law, privacy, procurement, investments, and loan activities of the FRTIB;
• assist with legal analysis; and
• analyze factual and legal issues.

• Review policies, procedures, regulations, and directives regarding programmatic and administrative matters of the agency.
• Engage in research of pertinent laws, legal opinions, and precedents for cases and other legal matters.
• Investigate facts, research issues, and prepares legal actions such as indictments, criminal complaints, search warrants, judgment, applications, notices, affidavits, summonses, subpoenas, and other legal documents.
• Work with a senior attorney in trial preparation, preparing exhibits, witness files, graphics, and litigation expenses.

This vacancy is for a Summer 2024 internship. 

While the duties of the Student Trainee (Legal) may vary depending on office placement, some of your typical work assignments may include:

• In the Office of Commissioner Clements:: Reviewing and analyzing Commission orders; preparing memos summarizing legal issues arising under the Federal Power Act, Natural Gas Act and Energy Policy Act of 2005; working on the Commissioner's speeches and separate statements; and assisting with other projects as assigned.
• In the Office of Administrative Law Judges (OALJ):Projects providing assistance to multiple judge teams, which often include research, drafting, and litigation support for orders, decisions, and hearing and settlement proceedings. Interns also receive educational training and have the opportunity to present on energy law topics.
• In the Office of Enforcement (OE): Assisting enforcement staff as they conduct investigations and engaging in litigation or administrative hearings. Tasks would include evidence collection, legal research, drafting legal memos, and helping attorneys prepare for, and then attending depositions or interviews. Interns are also responsible for a semester long research project of their choice.
• In the Office of the General Counsel (OGC): Performing legal research, drafting legal memoranda, and assisting with drafting orders related to the Commission’s regulatory responsibilities under the Natural Gas Act, Federal Power Act, Interstate Commerce Act, and Public Utility Regulatory Policies Act of 1978, as well as administrative law; working with non-legal technical staff to review, analyze, and resolve energy issues presented to the Commission; reviewing applications, analyzing legal memoranda and orders relating to proposed hydropower and natural gas facilities; performing legal research, drafting memoranda, and assisting with legal advice and recommendations in the areas of ethics, appropriations, contracts, separation of functions, ex parte, Freedom of Information Act and Critical Energy/Electric Infrastructure Information, personnel disputes, and other matters. 
• In the Office of Administrative Litigation (OAL): An internship at OAL offers front-line exposure to administrative litigation involving cutting-edge issues in energy law applied to specific cases concerning infrastructure and rates in the electric, natural gas, and oil sectors. Working directly with multidisciplinary case teams, a summer intern will see first-hand how the administrative process resolves disputes through litigation or settlement, including negotiations, trial preparation and practice, motions practice, preparation of expert witness testimony, and legal research on energy law and policy.
• In the Office of Energy Policy and Innovation (OEPI): Performing legal or policy research on a variety of emerging issues in the energy industry, supporting teams preparing memos, draft Commission orders, and reports, and assisting with legal analysis of policy issues.
