The Management Analyst will serve as the principal staff advisor to the Executive Director of the Veterans Crisis Line(VCL). This is a remote position. Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The Clinic Profile Managers provide the vehicles to capture outpatient and related workload for Veterans Equitable Resource Allocation (VERA), MCA, and Financial Revenue Management for purposes to schedule patients, and to monitor clinic performance. Clinic profile set up ensures the clinic structure allows the scheduling of patients, direct workload capture, accurate access wait times, direct insurance, and co-pay billing; direct MCA costing, and track facility and provider performance against national, VISN and local measures.
Duties include, but may not be limited to the following:

• Responsible for overall program management for the clinic maintenance process for the Facility and leads the facility's efforts to integrate profile management among healthcare providers, other facility staff, and patients.

Duties and responsibilities include but are not limited to the following:
Maintains Contracting Officer's Representative (COR) certification to oversee the administration of assigned contracts. If not already certified upon taking position,

• must be certified within 120 days of employment. Contracts assigned will include but are not limited to:
  • Activation procurements (distributed between MPA and IDL)
  • Impact projects (distributed between MPA and HCE)
  • Staffing contract(s)
• Maintains Program and Project Management (P/PM) certification and applies skillset to develop accurate government requirements, define measurable performance standards, and manage life-cycle activities to ensure that intended outcomes are achieved. If not already certified upon taking position, must be certified within 240 days of employment.
• Advises, assists, and supports the Major Projects Supervisor in business management as it relates to or impacts the Major Projects program.
  • Develops schedule(s) for all recurring and non-recurring fiscal actions. Proactively collaborates with team, identifying information other members must provide, establishes deliverable milestones, and leads coordination meetings.
  • Maintains and updates quarterly and annual budgets reflecting dynamic construction schedules, including but not limited to:
    • Tracking of Fund Control Point (FCP) balances based on procurement status.
    • Submits Transfer of Dispersing Authority (TDA) requests in accordance with project acquisition plans.
    • Coordinates with local fiscal office, VISN fiscal office, and VHA Activation Program/Capital Asset Management.
  • Creates business cases as needed.
  • Completes cost estimates.
• Coordinate with the IDL and/or HCE to develop and execute activation procurement packages.
  • Includes all Furniture, Fixtures, and Equipment (FF&E), service contracts; procured through Program Contracting Activity Central (PCAC), Network Contracting Office (NCO), or using purchase card (credit card).
  • Ensures activation procurements are submitted to the contracting office prior to cutoff dates.
  • Tracks procurement cutoff dates established by the contracting office and keeps open and active lines of communication with contracting officers.
  • Creates schedule, including necessary milestones, phases, or sequencing for IDL to prepare complete procurement packages in the required time frame.
  • Manages the preparation and submission of all documentation necessary to receive equipment procurement approval from the Strategic Equipment Planning Guide (SEPG) and Enterprise Equipment Request (EER) committees. Attends SEPG-EER committee meetings as required.
  • • Inputs or directs the input of procurement requirements (Purchase Orders using 2237 or Purchase Card) into Veterans Health information Systems and Technology Architecture (VistA)/Integrated Funds Distribution, Control Point Activity, Accounting and Procurement (IFCAP), either directly or via proxy Light Electronic Action Framework (LEAF) intranet portal.
  • Coordinate with the HCE for government executed contracts during construction.

Clinical Practice Management

-Acts as the primary Clinical Practice Manager for assigned clinical section(s); provides cross-coverage for other clinical sections within Medicine as needed

-Oversees daily clinical operations, administrative processes and people within the outpatient and inpatient clinic setting for their assigned clinical sections(s)

-Evaluates section performance and resources necessary to fully meet the patient care mission of the section

-Develops implements and/or directly applies processes, procedures, analytic techniques and educational materials and training

-Uses a broad range of local and national administrative, technical and data resources in to evaluate, formulate action plans and shape clinic resources

-Attends the internal operations meetings for the assigned clinical section(s) to assess clinical demand and capacity, as well as implementing adjustments in resource deployment as needed

-Prepares all data and presentations for monthly access meetings held by the Chief of Staff office for their assigned clinical sections(s)

-Prepares for quarterly personnel meetings held by the Chief of Staff Office for their assigned clinical section(s)

-Oversees planned and unplanned leave to both clinical and administrative employees to coordinate necessary coverage

-Identifies and communicates factors that impact patient demand and access and is expected to make and implement recommendations to mitigate loss in capacity

-Recognizes, analyzes, and provides recommendations regarding the need for clinical space, equipment, and people resources to support their assigned clinical section(s)

-Directly implements action plans agreed upon in service access and personnel meetings to ensure appropriate patient access, operational efficiency, productivity, and other section goals are met

-Enters and manages all clinic profile requests for the assigned clinical sections(s) and ensures clinic profiles are reviewed at least once quarterly for accuracy

Data Analysis

-Serves as Data Manager for assigned clinical section(s); responsible for, but not limited to, the following data reports, analysis, and organizing of specific process improvements supported by these analyses

• Pulls and reviews appropriate supply and demand for individual specialties via a variety of VSSC reports or facility-specific or service-specific dashboards
• Develops backlog reduction plans when access challenges exist by analyzing supply & demand
• Reviews provider utilization including, but not limited to, used slots, open slots, no shows, overbooks, adjusted utilization and provides corresponding recommendations to clinical section leadership
• Reviews all labor mapping of providers within the assigned clinical section(s) at least quarterly and ensures accuracy of programming in the DSS system
• Ensures accurate population and management of labor mapping spreadsheets for the assigned clinical sections, including updating all providers clinic grids, justifications, and new provider deployment
• Reviews and manages the consult process for the assigned clinical section(s) by closely analyzing deviations above the expected baselines; Reports recurring or persistent consult issues to the respective clinical section chief
• Generates the daily directive for the assigned clinical section(s), which involves review of new incoming consults and ensuring appropriate assignment to the respective scheduling team
• Analyzes numerous clinical documentation reports within the assigned clinical section(s),
• Other reports/data analysis as assigned

Technical Guidance/Management

-Provides coordination, instruction, and education to Medicine, PCAS, COPS and other VA support staff to ensure that patients receive appointments within expected timeframes

-Manages and tracks patients who need to be outsourced for their clinical care, non- VA care as well as the VA Choice program

-Coordinates and supports clinical sections through the semi-annual CPE (Continuous Practice Evaluation), Professional Practice Evaluation (PPE) and Focused Professional Practice Evaluation (FPPE) for all providers within the assigned clinical section(s)

-Maintains current knowledge and thoroughly understands local, VISN and national policies on data issues that impact the clinical section

-Provides technical guidance to the respective section chief

-Develops and updates training materials and guidance documents as it pertains to assigned clinical section(s) processes and procedures

-Uses a broad range of virtual telecommunication methods as well as face to face meetings, selecting the most effective communication methods to meet clinical section, facility, and agency goals

-Performs other duties as assigned
