The Goal of the Inclusive Financial Systems (IFS) team is to expand access to digital financial services so people in the lowest-income communities around the globe can build security and prosperity for themselves, their families, and their communities.Your Role
We are seeking a Senior Program Officer, Women’s Economic Empowerment & Financial Inclusion (WEE-FI) to play a leadership role in leveraging the foundation’s resources to close the financial inclusion gap for women. This will include serving as a leader with a point of view internally and externally on WEE-FI, making and managing strategic investments, and supporting other teams to make their investments more gender intentional and transformative.
This role reports to the Deputy Director, Usage, Gender, and Distribution. The role does not have people management responsibilities, but does work across a complex matrix of internal and external collaborators.
This role is a full-time position based either in Seattle, WA or Washington, DC.

What You'll Do
Strategic Investing (60%)
Implement IFS’s WEE-FI strategy in a way that is collaborative, innovative, actionable, and measurable and drives impact at scale for low-income women globally.
Manage the current portfolio of investments for completion of projects on time, on budget, and on strategy.
Take a collaborative approach with partners to implementation, finding opportunities for improvements or strategic pivots where required.
Identify key risks in the portfolio and proactively mitigate those risks.
Develop and manage new investments that are aligned to the updated WEE-FI strategy.
Actively seek opportunities for co-investment within IFS and with other teams, such as the Gender Equality and Agricultural Development teams.
Manage the annual budgets to avoid over/underspending while ensuring impact.
Work with foundation leadership as requested to address cross-cutting issues and improve functions and performance.
Lead the preparation of WEE-FI materials for the annual planning process, strategy reviews, learning sessions, briefings, and submissions to the GGO President, CEO, and Co-Chairs as needed.
Gender Mainstreaming (20%)
Work closely with IFS leadership to establish and monitor team-wide gender commitments.
Identify and implement approaches to integrate gender across the IFS portfolio from the early design stage and throughout the life cycle of investments.
Develop a practical MLE approach for gender intentional investments and support the roll-out of the approach in collaboration with IFS leadership.
Create and maintain a WEE-FI knowledge management database for existing and future investments.
Continuously improve our approach to gender mainstreaming within IFS over time.
Thought Leadership & Relationship Building (20%)
Provide intellectual leadership to continuously challenge and sharpen IFS’s thinking about the ‘what’ and the ‘how’ of women’s financial inclusion by monitoring current trends related to women’s financial inclusion and identifying and sharing opportunities for innovation in our approach with our colleagues and partners.
Represent IFS’s interests as they relate to WEE-FI both internally and externally, including continuing to position BMGF as a leader with a point of view in women’s financial inclusion in the industry.
Play a leading role in championing our approach to WEE-FI in a way that influences other partners such as donors and implementers and leads to greater collaboration, including but not limited to co-investment and shared advocacy efforts.
Build and maintain key relationships with other internal BMGF teams as well as external partners and collaborators. Serve as liaison to key teams outside of IFS, especially Gender Equality and Agricultural Development, and with embedded gender leads in other teams.

Ability to travel ~30% domestically and internationally.
Your Experience
Proven expertise in closing gender divides, preferably in financial inclusion but experience in other fields is also welcome.
Extensive experience gained in the field with our target populations, especially in Africa or South/Southeast Asia, strongly preferred.
Proven ability to develop a coherent strategy and implement it in a highly leveraged, partnership model.
Results-oriented with an ability to prioritize, make tough decisions, focus, and get things done within a complex organizational structure.

The salary range for this role is $166,300 to $249,500 USD. We recognize high-wage market differences where our offices are located, in Seattle, WA & Washington, D.C. The range for this role in these locations is $181,200 to $271,800 USD. As a mission-driven organization, we strive to balance competitive pay with our mission and new hires are typically brought into the organization at a salary range between the minimum and the midpoint salary range. Actual placement in the range will depend on a candidate’s job-related skills, experience, and expertise, as evaluated during the interview process.

Qualifications:
Bachelor’s Degree in Finance or Accounting, or related business field required
3-5 years experience in financial or accounting oversight preferably in an academic setting. Medical billing/insurance experience is preferred but not required. Proven ability to manage multiple projects simultaneously in different stages of development.
A combination of education and relevant experience from which comparable knowledge is demonstrated may be considered.

Responsibilities:
Reporting to the Director of Software Engineering, the successful candidate will lead a team of developers to ensure best practices are used and the code is optimized. It will also include working closely with the architecture team to brainstorm on how to best resolve technical issues, in addition to running PoCs to validate solution feasibility.
Evaluating new technologies and building core technology capabilities is a key enabler to innovation. This role is responsible for proving out the viability of new technology approaches, both for specific innovation projects and also to create a more agile environment for others to experiment.
