Please also ensure that you validate the selection of the Job Profile and placement of this Position in the Job Architecture before finalizing.] ESSENTIAL FUNCTIONS AND RESPONSIBILITIES • Supervise engineers and maintenance staff including hiring, training, personnel development, etc. • Ensure performance management, coaching, and development of team members through established HR processes and disciplinary actions. • Participate and coordinate annual scheduling and execution of the C&W Safety Program as directed by Asset Services, Engineering Leadership, EH&S Administration, and so forth. Responsible for 100% Compliance at his/her site. • Manage operational accounts for building, including variance reporting, as required and assist in development of operating and capital budgets • Utility Management such as tracking use, consumption, cost, reporting, comparison models, sub-metering, budgeting, variances as directed by Management and/or Leadership. • Conduct regular inspections of building systems and equipment; identify and resolve issues. • Assist in maintenance/engineering issues as required • Recommend and implement improvements for preventive maintenance programs on an ongoing basis. • Develop, implement, and maintain an effective preventive and predictive maintenance program for task scheduling, routines, and performance. Program to include procedures for annual, semi-annual, quarterly, monthly and other scheduled maintenance as provided by the manufacturer’s recommendations and/or industry best practices. • Develop and maintain effective building-specific maintenance and safety procedure manuals. • Coordinate development of and/or maintain an Operations Document Library, including but not limited to construction plans, structural plans, as-built drawings, MEP schedules, line diagrams and schematics, equipment and operation manuals, start up and commissioning documents, and equipment warranties. • Formulate and conduct building-related systems and equipment training. • Coordinate maintenance efforts with outside contractors, tenant finish personnel, and engineers. • Oversee all building systems including fire/life safety, plumbing, HVAC, and electrical issues; must remain current with latest HVAC technology trends. • Maintain ongoing communication with tenants, clients, property management, and vendors • Develop specifications and assist in solicitation, administration, execution and performance of maintenance/ repair service contracts. • May assist in solicitation and acquisition of new management contracts • Respond to all emergency situations quickly (fire, evacuation, equipment failure etc.) and customer concerns • Implement and administer inventory control programs, purchase parts and supplies. • Ensure compliance with applicable codes, requisitions, government agency, and company directives as relates to building operations. This position is located in the Consumer and Governmental Affairs Bureau, Consumer Policy Division. The Division is responsible for overseeing the development of consumer policy concerning all Commission-regulated entities, including wireline phone, wireless phone and text, broadband, cable television, and broadcast television companies. Through rulemakings and orders for which it has primary responsibility, and by commenting on rulemakings and orders originated by other Bureaus and Offices, the Division ensures that consumer interests are considered in all Commission policy-making activities. Recent notable projects include the Broadband Label, Robocall Blocking, Robotext Blocking, and implementation of the Telephone Consumer Protection Act.
The incumbent oversees a portion of the Division’s work, managing specific projects from initiation to completion and drafting a portion of the documents. Projects may include rulemakings for robocall or robotext blocking, management and improvements to the Reassigned Numbers Database, and guidance to the Commission’s Consumer Advisory Committee. The incumbent, with guidance from the Division Chief, implements the Commission’s consumer protection agenda, ensuring the legal sufficiency and practicability of such initiatives, and considering their impact on American consumers and the communications industry. The incumbent represents the Bureau Chief before Congress and federal, state, and local government officials, and in meetings with consumer groups and industry, along with industry conferences and other gatherings. The incumbent ensures that all legal documents the Division authors are legally and factually adequate, comprehensive, internally consistent, and in conformance with existing policies and precedent. The incumbent works with other Division management to ensure the timely delivery of quality rulemaking documents on behalf of the Bureau. The incumbent develops and maintains effective personal relationships with Commissioners’ offices, other Bureaus and Offices, other government agencies, and industry.

Incumbent provides legal interpretation and analysis of regulatory and legislative requirements and
recommendations on rule makings that increase competitive opportunities for small businesses. The
Regulatory Flexibility Act (RFA), amended by the Small Business Regulatory Enforcement Fairness Act
(SBREFA) of 1996, requires federal agencies to consider the effect of their rule makings on small
businesses, make information available to small businesses to assist in compliance, develop forfeiture
policies that account for small business characteristics, and a variety of other measures. The RFA makes
an agency’s final analysis judicially reviewable in a legal action brought by affected small business
entities.
Assists the Director with managing OCBO and works to promote opportunities in the
communications industry for small businesses. Incumbent assists the staff and Director with
executing OCBO’s mission to increase competition, encourage innovation, foster economic
growth, improve communications service to all communities, improve education and increase
diversity of voices and viewpoints across various communications mediums. The Deputy
Director works with entrepreneurs, industry, public interest organizations, and individuals to
disseminate information about FCC policies, broadband initiatives, cybersecurity, and other
priorities of the Commission.
Provides advice and guidance to the Chairperson and Commissioners’ staff, bureaus’ and
offices’ staff to ensure legal analysis that accompany FCC notice-and-comment rule
makings comply with the RFA. Implements, recommends, and evaluates the legal
sufficiency of RFA analyses, Commissions actions and rule makings; prepares legal
memoranda, comments on rulemakings, legislation, regulations, and any other matters for
which OCBO is responsible. Manages and coordinates the preparation of agency draft
orders, public notices, staff attorneys’ legal briefs. May coordinate legal research and
analyses with the Office of General Counsel (OGC), bureau and office chiefs, and the
Office of Chairperson and Commissioners.
Analyzes questions of law and telecommunications regulations. Based upon the
incumbent’s extensive legal and/or telecommunications background, the Incumbent may be
asked to advise and make legal recommendations on Commission decisions, proposed
rules, and regulatory and legislative issues impacting OCBO programs. Works closely with
the bureaus and offices, and leads interdisciplinary working groups directed to originate
research and investigative analysis on critical and unprecedented regulatory and legislative
issues affecting the implementation of policies and procedures throughout the Commission.

The incumbent will serve as Chief of the Space Bureau and principal advisor to the Chairwoman on all matters under the jurisdiction of the Space Bureau. The Space Bureau develops, recommends and administers policy analysis, rulemakings, standards, procedures and programs for the regulation of satellite and space-based communications and activities, including authorizing satellite and earth station facilities under its jurisdiction and fostering the efficient use of spectrum and orbital resources. The Bureau advises and recommends to the Commission, or acts for the Commission under delegated authority, in the development and administration of space-based communications policies and programs. The Bureau also serves as the focal point for coordination with other U.S. government agencies on matters of space policy and governance and supports the Office of International Affairs for meetings with other countries, international organizations and foreign government officials that involve space policy matters.
