Description:

• To monitor and report on LTA and its contractor’s work progress against planned schedule and specified alert thresholds and maintain daily site records of the works which should include all circumstances and events occurring during the construction stage vide CAG’s AIMS software tool and to raise alarms and initiate contingency plans should there be any anomalies that warrants CAG staff’s immediate attention in real time, etc.;
• To assist LTA and its contractors to close or open any affected CAG or airport partner facility safely and smoothly in accordance to endorsed procedures, including but not limited to runways, taxiways, aircraft parking aprons, roadways, Changi Airfreight Centre facilities, etc.; and

Requirement:

• The RTO shall have minimum five (5) years of working experience in supervision of works similar in nature and size to the LTA CR105 and LTA T316 works, in particular tunnelling works, ground improvement, and instrumentation and monitoring works.
• Any experience with Changi Airport Fuel Hydrant Installation (CAFHI) piping works and/or safety/serviceability monitoring would be preferred.
• The RTO shall possess minimally a Diploma in the civil and/or structural discipline from Polytechnic or equivalent.

Description:

• Ensure the respective Project contractor conducts conditions survey of all areas affected by the works, prior to commencement of works. The Site Supervisors shall ensure that the conditions survey photographs capture all existing M&E services in the affected areas. The Site Supervisors shall check the existing condition of the M&E services and highlight any issues which require attention to the Site Project Coordinator and HDB e.g., deviation between drawings and
• actual installation, site constraints etc.
• Work with the respective Project contractor to assess any potential service disruption due to the M&E works. Responsibilities:

The Resident Technical Officer (C&S, Geo, Archi, M&E) shall be required to perform but not limited to the following:

• Perform all roles and responsibilities required of site supervisors under the Building Control Act, regardless whether their names are stated in the form BEV_B1;
• Supervise the timely execution of the works and maintain quality control and ensure that the works are carried out in accordance with the contract specifications, drawings, allocated timeframe, all other contract documents and site instructions;
• Check all drawings and specifications to ensure that works are carried out in accordance with the approved plans for discrepancies and report to the OIC / Consultant / Qualified Person as stated below:

1. Check shop drawings submitted by the main contractors;
2. Check as-built drawings and Operation & Maintenance Manual submitted by main contractors;

• Check on quality of works, materials and samples delivered to site, take measures to rectify any non-compliance and report to OIC / Consultant / Qualified Person on any materials that are not conforming to the specifications;
• Check mock-ups done on site and off site, where necessary;
• Ensure that the required construction tests in connection with the construction works are carried out where necessary;
• Ensure all construction works will not impact or affect the operations of Changi Airport;
• Prepare defect lists, monitor progress of rectification works and ensure all defects are satisfactorily rectified;

• Ensure that the main contractors and in concert with their sub-contractors maintain cleanliness and tidiness of the site at all times;
• Together with the safety team, provide overview of WSH and aerodrome safety management systems and risk analyses and implementation of safe working practices on site, provide safety oversight and ensure main contractors and their sub-contractors adhere to the approved safe work procedures for the works and all relevant CAG and regulatory safety requirements;
• Ensure that work sites are maintained at all times. Report all safety violations. Ensure that main contractor/sub-contractors carry out proper safety rectifications before proceeding with the affected works;
• Be conversant with all procedures in the latest versions of Changi Aerodrome Manual, Airside Works Procedures Manual (AWPM), Airport Operational and Safety (AOS) requirements, and CAG Engineering & Development Group’s Safety Management System Manual; to make conscious effort to be constantly updated on any subsequent revisions to the above-mentioned manuals, procedures and all applicable airport circulars;
• Adhere to the shift duty roster assigned by the Senior Resident Engineer; Undertake any other duties including administrative tasks related to the project as and when instructed by the SRE, OIC, Consultant or CAG.

• The RTO-Geo shall have minimum eight (8) years of relevant experience as a RTO, of which at least five (5) years shall be in supervision of works similar in nature to the C&S and geotechnical works in the Works;

• The RTO-M&E shall have minimum eight (8) years of relevant experience as a RTO, of which at least five (5) years shall be on site in supervision of works similar in nature to major construction works in utility diversion works, services laying and testing commissioning
• RTO (M&E) shall be conversant in reading construction drawing and specifications. He must also possess abilities to keep good records of documents for future reference.
• The RTO (M&E) shall possess skills for understanding the whole works sequence, fully understand the impact, to supervise the site works effectively and highlight to the next level, to avoid abortive works.
• Due to the nature of services laying and diversion works, working hours may not be normal working hours or days. The RTO (M&E) is expected to be deployed for work, beyond and/or on non-normal working hours or days, to fulfill the works requirement.

Mechanical Work

• Supply, Installation and Commission (SIC) of brine supply system including pumps and pipe works from TDP to RNDF.

Electrical Work

• Modify of 22kV switchgear spare panel to transformer panel at TDP’s 22kV Substation.

• SIC of a containerized electrical house, from the product range of the manufacturer to house both the new 2 MVA transformer and Low Voltage Switchgear (LVSG)

• Attend meetings in the Authority and the Authority’s appointed consultants’ offices when necessary to discuss issues arising on-site.
• To familiarize with the drawings, and contract specifications and highlight deviations.
• To monitor and report on the contractor’s progress and performance and maintain site records of the works which should include all circumstances and events occurring during the construction stage.
• To attend TOP or CSC inspections by Registered Inspectors, BCA and all other relevant authorities’ representatives for each respective discipline.
• To carry out and report assessment on Construction Quality Assessment system (CONQUAS).

Requirement:

• Diploma from Polytechnic in relevant discipline or hold an equivalent qualification.
• Preferably 5 years of local supervision as a resident technical officer for Architectural, Civil, and Structural works.
• Be conversant in local legislation, regulations, and codes
