The Market Development Officer role is part of the Council's Care Market Development Team. This team supports the adult social care sector with recruitment and retention, workforce development, as well as information, advice and guidance. The team is part of our care commissioning function in Health and Care.
Main ResponsibilitiesThe Market Development Officer is responsible for identifying, developing facilitating, and delivering support to adult social care providers. This includes the identification of workforce development and training opportunities, with partners, to deliver these opportunities in the most efficient way.
The role will focus on our newly formed Social Care Academy, across Staffordshire and Stoke-on-Trent, supporting adult social care providers. You will work collaboratively across the partnership to support with the on-going design, implementation, delivery and review of the Academy, which will focus on bringing together existing learning, training and development opportunities for adult social care providers, alongside supporting with delivery of local training plans.
The Market Development Officer role also includes writing bids to secure funding and then implementing the programme outlined in the bid. Working with care providers and partners, working to promote a career in the social care sector and support care providers to maximise their staff recruitment and retention. Delivering engagement events for the care sector on both a small and large scale. Promoting information and guidance from recognised partners.
The Ideal CandidateWe are seeking a dynamic and solution focussed officer, with a passion for improving the care market to join our team on a fixed term contract until the end of May 2026. This job requires a person with a process driven mindset, with strong analytical skills and the ability to shape and deliver evidence based innovative approaches. They will have good ICT skills and the ability to adapt to change, whilst working at pace.
Experience, and knowledge, of supporting ‘providers’ operating across health and social care with high quality learning, training and development, alongside strong communication (written and verbal) and networking skills are essential.
The right candidate would have experience of supporting the design, delivery and management of complex projects to deadlines and achieving specified targets, whilst maintaining active communications with a range of partners.

Then you may be interested in being a Consultant Social Worker, employed by Staffordshire County Council, running a Frontline Integrated Learning & Practice Hub in Stafford from September 2024. This is a 12 month fixed term or secondment opportunity and will be a grade 10 post, where you will oversee a Unit of five social work students. You will be supported by a Frontline Practice Tutor and have access to an excellent training package with Frontline. Main ResponsibilitiesThe Consultant Social Worker (CSW) role is pivotal to the participants’ first year on the programme. Each CSW is responsible for five participants who are undertaking their Postgraduate Diploma in Social Work. CSWs work with participants using a practice hub model approach – a systemic practice model for working with families, with cases managed through weekly hub meetings. These meetings provide a dynamic learning environment and a reflective space to think systemically about the cases in the hub.

Resilience Foster Care is a highly specialised service that focuses on supporting children to move from residential homes into intensively supported foster care.

A fantastic opportunity has arisen to work within the Family & Friends Team. This team undertakes assessments of Connected Carers to children in care and children at risk of becoming looked after. These assessments can include Viability Assessments, as well as Full Connected Persons Assessments and Special Guardianship Reports.

There is the opportunity to be involved in the preparation and delivery of training to adopters and colleagues in a range of areas related to adoption and permanence.
The successful applicant will be required to be child focused, have a sound understanding of relevant legislation and policy in respect of children’s welfare and safeguarding, with skills in direct work with adults and children and the ability to work in partnership with other agencies across the country. Ideally the applicant will have experience of child protection and/or worked with children who can no longer live in their birth family.
Whilst there is the opportunity for some home-based working, the Permanency Support Team provides a county wide service, and you will be required to travel to various locations across the Together4Children Permanency Partnership Region. There is a requirement to work flexibly, including occasional evenings and weekends on a planned basis.
The Ideal CandidateYou must have a social work qualification, including registration with Social Work England.
An ability to demonstrate an understanding of the range of needs of adoptive children and their families is essential
A qualified social worker with experience of Safeguarding, working with children who can no longer live with their birth parent/family.

An understanding of relevant legislation and policy in respect of adoption, adoption support, Birth Records Counselling and Access to Adoption Records
Have skills in therapeutic direct work with children and adults
Have a thorough understanding of attachment, separation, trauma, and child development.
The ability to work in partnership with other agencies across the country.

This is an exciting opportunity to join the Newcastle and Moorlands Children’s Disability Service as an experienced Social Worker at a time where there is significant investment across Children’s Social Care.
We are committed to working with partners and families to support children and young people to be safe and secure, to promote physical and emotional well-being and to help them achieve their full potential within their communities.
We have 4 Children’s Disability teams across the county, and they provide specialist services for children and young people with complex disabilities. These are teams of highly dedicated Social Workers who support each other in the day to day task of ensuring we reach the best outcomes for our disabled children in a timely manner, enabling them to live their lives to the full.
We also are supported by a team of skilled Family Practitioners who assist in facilitating behaviour management work and undertaking direct work with children with disabilities and their families.
We are based at Castle House in Newcastle Under Lyme, covering Newcastle itself and the Moorlands. Hybrid working is supported, with a mix of being able to work at home and being part of the team in the office.
Main ResponsibilitiesAs a qualified Social Worker, you will be based within a team of 9 Social Workers and 2 Family Practitioners. You will be expected to be a team player and hybrid working is supported, with a mix of being able to work at home, and being in the office as part of the team on some days also is expected.
The ability to engage and communicate with disabled children is essential and the successful applicant will be committed to ensuring the children on their work load receive the best quality service.
You will complete statutory duties in line with the Children Act 1989 including working with children under S.17, completing holistic assessments and Child in Need plans, identifying whether there is a need for a short break service and attending our monthly Disability Resource Panel.
We have had a small number of children on Child Protection Plans on the team and a small number of Children in Care.
The Children's Disability Team provides an excellent opportunity for you to develop skills across a range of interventions including Mental Capacity Assessments and Deprivation of Liberty Safeguards (DoLS), also planning for transition to adulthood.
Our work sometimes requires us to work closely with the Assessment and Staying Together, and Early Help Teams, often co-working where there is a sibling group.
Practice development is a priority and you will be expected to contribute to reflective team supervision and to be committed to your own continues professional development.

The Staffordshire UASC team is a very busy team dealing with a large number of young people being referred to Staffordshire from hotels.
These young people have originally assessed as adults by the home office at port but now have advised that they are children once they have arrived in Staffordshire.
The UASC team is attempting to accommodate these young people while a lawful age assessment is undertaken.

This is a very busy team handling regular arrivals on unaccompanied asylum seeking children into our care. You will be required to attend hotels or police stations to bring young people into either foster care or supported accommodation and undertake timely assessments of their needs. Assessment of their needs to be undertaken in a timely manner and referrals to services. You will be required to maintain accurate and professional records.
The job involves the completion of professional, timely and restorative assessments and visits as part of our duties under section 20 of the Childrens Act. However, we have also been responding to new referrals coming in where we are bringing in new arrivals into our care.
The Ideal CandidateIdeally the successful candidate would have some experience with working with UASC although an enthusiastic approach with a willingness to learn is just as important.
Some experience of undertaking age assessment and the legislation and case law around these issues would be advantageous. However, for the right candidate we can provide appropriate training.
It is important that you are a team player and prepared to respond to changing situations. You will need to keep good records and have good planning skills.

Hawthorn House is a residential care home for up to twelve adults. The service is dynamic and caters for people with varying levels of need. The team support the adults to live an ordinary life which includes accessing their community, maintaining connections with family and friends, and supporting with their health and wellbeing.
We have a part-time vacant position working 31 hours per week. The role will work a range of shifts between 8am to 7pm, which will include weekend and bank holiday working. We require our team to work flexibly as rotas are subject to change depending on business need.
Although this role is based primarily at Hawthorn House, Lichfield, there may be times when you are expected to work flexibly across Provider Services, including different care settings, delivery approaches, and locations, as required.
