Firm Risk Management (“FRM”)
FRM supports Morgan Stanley (the “Firm”) in achieving its business goals by partnering with business units across the Firm to realize efficient risk-adjusted returns, acting as a strategic advisor to the Board and protecting the Firm from exposure to losses as a result of financial risks, including credit, market, liquidity, and model risks.

Background on the Position

The role will reside within FRM’s Chief Operating Officer (“COO”) area, which is a team focused on Regulatory Risk and Governance, Climate Risk, Stress Testing, Risk Data Management, Risk Reporting, Operational Controls and Administration responsibilities. This is a regional role primarily responsible for supporting the COO in Stress Testing and Risk Data Management. This role may also be responsible for supporting other COO functions and ad-hoc projects. The COO team has dedicated resources and is based across multiple locations in Singapore, Hong Kong, China & Tokyo and collaborates with the various risk stripes across the FRM department in Asia and with Global teams.

Primary Responsibilities

• Liaising with regional risk and global teams on reviewing the Firm’s stress testing scenarios and ensuring adherence to the regional governance process.
• Work with risk reporting team on regional stress results reporting including reviewing and approving changes made to reporting template as well as consolidating portfolio analysis from regional risk team.
• Support regional stress testing projects including stress gap analysis, stress testing enhancements, capital planning and policy updates.
• Coordinate and review annual portfolio limits review.
• Ensure/review adherence to regional stress testing regulatory requirements.
• Driving risk data strategy and governance including global policy implementation.
• Support data working groups including meeting materials preparation.
• Providing support to legal entity / country risk officers in maintaining strong risk and control environment through policies and procedures and automation of reporting.
• Work with local risk teams and global teams on model, EUC and tool review.

Experience

• Bachelor’s Degree or equivalent with strong analytical and communication skills
• Sound knowledge in financial markets products across fixed income, equities, FX, and commodities
• Experience of 10+ years in Enterprise Risk Management, stress testing or data governance / strategy roles
• Strong influencing skills with a proven ability to interact at a high level effectively and professionally with Senior and Executive management.
• Must be able to work independently (as individual contributor) while providing leadership and collaboration within a fast paced, team environment.
• Creative and strategic thinking skills, including the ability to analyze business issues and identify key risks/mitigating controls, combined with a pragmatic approach to problem solving.
• Proficiency MS Excel, PowerPoint

Department Profile

Global Financial Crimes (GFC) coordinates day-to-day implementation of the Firm's enterprise-wide financial crime prevention efforts. GFC includes several Legal and Compliance disciplines and has responsibility for governance, oversight and execution of the Firm's Anti-Money Laundering (AML), Sanctions, Anti-Corruption, Anti-Tax Evasion, and Government and Political Activities Compliance programs. GFC also develops and/or assists in the development of appropriate policies and procedures, including those designed to assist the business units to know their clients and conduct appropriate due diligence and to prevent, detect and report potentially suspicious activity. GFC has dedicated coverage managers and teams of analysts who advise and counsel each business unit regarding its AML, economic sanctions, anti-corruption, anti-tax evasion, and political activity obligations and its particular clients and transactions.

Background on the Team

Morgan Stanley's Global Financial Crimes team, an integral part of the global Legal and Compliance Division, is charged with day-to-day oversight and coordination of the AML, economic sanctions, anti-corruption, anti-tax evasion, and political activity obligations program covering all of the Firm's various businesses globally, including Institutional Securities (Investment Banking, Capital Markets, Equities, Fixed Income) and Investment Management.

Headquartered in Hong Kong, the APAC GFC team also includes dedicated personnel in Singapore, Sydney, Tokyo, Zhuhai and Mumbai.

The Firm is currently seeking a driven and seasoned professional to cover the Institutional Securities Group (ISG). This role is based in Singapore.

Responsibilities

- Advise on, and resolve, potential GFC issues arising across business units covered by the APAC GFC ISG Advisory team; significant interaction across all business units, and advising on GFC compliance in Singapore.
- Serve as point of escalation and provide support in connection with Know Your Customer (KYC) onboarding, enhanced due diligence (EDD), periodic refresh and transactional due diligence matters.
- Advise on transactional due diligence with respect to clients, counterparties, co-investors, and target companies/assets and provide guidance to the business on due diligence requirements.
- Assess the financial crime risk associated with potential and existing high-risk clients via the EDD process.
- Draft/revise and execute on policies and procedures.
- Develop content and deliver training to the business units, Risk, Legal, Compliance and support functions.
- Monitor regulatory developments and new rules or requirements.
- Assist with responding to regulatory exams and other inquiries and internal audits, including overseeing document production.
- Investigate and escalate ongoing monitoring alerts and queries.
- Prepare filing of Suspicious Transaction Reports (STR).

Skills Required

- Bachelor's degree.
- At least 8 years of relevant experience in Financial Crimes Compliance, regulatory experience preferably relating to financial institutions, banking or securities industry.
- Strong knowledge of Singapore AML regulations.
- Ability to independently interact with senior business management.
- Strong team player and ability to operate in an international environment.
- Interest in managing a small team.
- Strong oral and written communication skills.
