Principle Accountabilities and Responsibilities

You will work effectively to monitor arrears of temporary accommodation charges and to take timely and effective action to minimise the amount of both current and former arrears owing.

You will accurately record receipt and register new housing rent accounts in accordance with Housing Legislation.

You will process all new rent account applications for those households in temporary accommodation in a timely manner and in accordance with required timescales.

You will request additional information where appropriate to ensure cases are accurately recorded. Issue subsequent forms if necessary to enable assessments to be carried out and make referrals as necessary to other departments or organisations.

You will verify applicant’s information and circumstances and obtain all necessary information as required by further contact with the applicant or other agencies, in order to set up rent accounts correctly.

You will liaise with internal departments within the Council in relation to setting up and maintain rent accounts and any subsequent income recovery action as necessary.

Provide all relevant information to assist colleagues to complete a Discharge of Duty

Send weekly emails to Prevention/Assessment team leaders with details of the eviction letters issued, this allow them to check the homeless applications, if they have not had a decision, they can fast track the application, so a decision is made before the eviction date.

Work closely with legal, helping them with queries, providing them with information and confirmation of action to be taken forward. Ensure rental systems are updated with any progress made by legal.

Referrals are made to legal for all PSL/Street property once full recovery process has been followed. All information is provided to legal to enable them to start legal proceedings. Once legal have exhausted all avenues, prepare a notice to quit and delivery this by hand to the tenant.

Once a court date has been set, attend court as a representative of Bexley Council with all the relevant documentation to obtain a possession order.

You will work closely with the Council’s HB department to check that housing benefit payments have been made where appropriate and to resolve any queries in order to maximise income for the Council. Contact housing benefit for information on suspended or cancelled claims, contact tenant to resolve if necessary, key on new or amended claims. Uploading documentation.

Raise issues with housing benefit and Council tax if identified tenant receiving duplicate benefits for rental costs.

Liaise with HB and C/tax payments rejected into our suspense account, that are payments towards C/tax or HB overpayment. To prevent tenants being chased for missed payments.

Where arrears have accrued you will take prompt action to minimise the debt to the Council by contacting the debtor to request payment and if necessary, initiating the council’s debt recovery process. Repayment plans arranged and monitored; referrals made for vulnerable clients to outside agencies.

Provide Temporary Accommodation team leader with a list of evictions on Wednesday before the eviction date (Monday) to enable them to contact landlords/letting agency to confirm eviction.

Make a last attempt to resolve issue/contact the tenant before eviction date.

Where households have left their accommodation owing rent you will take necessary action to trace the whereabouts of the household, following the former recovery processes before referring any debt over £300 to legal.

About the Role

The Portage team is a small team working with infants and young children who have complex special educational needs and disabilities, and their families, within both the home and early years contexts. The team is based at Bexley Civic Offices (within the Early Intervention and Specialist Advice Service, EISAS) and works with families across the whole of Bexley.

The team works closely with all of the professionals who work at the Child Development Centre, as well as those working in Early Years services across Bexley. The team sits within a large, multi-professional team where there are regular opportunities for joint working.


The Portage team is a highly valued team across Bexley and consistently receives excellent feedback from those it works with. It is currently rated as 5* by the National Portage Association.

Candidate Profile


We are looking to appoint a motivated, hard-working and empathetic individual to take on the role of home teaching worker. You must be able to work sensitively with families to enhance the development of their young children who have complex additional needs.


We would welcome applications from people who have experience of working directly with young children and their families and have knowledge of children’s developmental needs, particularly those with complex special educational needs and disabilities. A teaching or childcare qualification would be desirable.


You would need to have the ability to work as a member of a team, as well as independently, to produce accurate reports to timescales and to manage a multi-faceted workload effectively.

In Bexley we are passionate about early intervention, innovation, and multi-agency working. The Educational Psychology team works closely alongside specialist teaching services and other professionals led by a Principal Educational Psychologist and a strong Senior Educational Psychologist team, with a focus on early intervention and collaboration.

The Bexley SHiFT Practice is a collaboration between SHiFT Organisation ltd (a registered Charity) and Children’s Services at the London Borough of Bexley. SHiFT exists to break the destructive cycle of children caught up in, or at risk of, crime and associated behaviour.

The SHiFT Practice works with children and young people up to the age of 25 for whom things are getting worse, not better. SHiFT offers children an intensive, 18-month, needs and strengths-led, therapeutic relationship. Investing time enables SHiFT to create trust, build stability and provide consistency. Working as highly skilled, multidisciplinary teams of professionals, SHiFT gets alongside young people who are among the most vulnerable and causing the most harm to themselves and others. We start from wherever a young person is, working systemically with them, their family, friends, and community (including all statutory professionals in their lives) to develop high trust, culturally competent and strengths-driven relationships that catalyse pro-social change.

We know that change is difficult. Bexley Youth Justice Service (YJS) is part of a successful partnership and at the heart of developments to prevent crime and promote the inclusion of children in Bexley. The service is multi-agency and co-ordinates and delivers all youth justice services for children aged 10-17 years who have been referred by police or Courts. Relationship-based, trauma-informed practice is at the centre of the work of Bexley Youth Justice Service.

An exciting opportunity has arisen to join us as a Youth Justice Social Worker. You will work with children who have been referred to the service by the Police for an out of court disposal or have been made subject to an order by the courts.
