We are expanding our services, and to support this growth, we are looking for a Training Manager to join our Policy in Action (PIA) line of business. PIP provides programme and network support, technical assistance, and mutual (peer-based) learning and training services to European Union (EU) institutions, particularly the European Commission Directorate-Generals and executive agencies, as well as governmental bodies in the UK. Our current portfolio of work includes delivery of online and face-to-face training for the Union for Civil Protection Mechanism (UCPM), the European Solidarity Corps, the Secretariat for the European Credit system for Vocational Education and Training; and a wide range of mutual learning services in the field of employment and social policy.
The role will involve supporting training-related assignments, providing technical expertise for the design and delivery of training-related services, and contributing to the ICF’s growth and excellence in this field. This is an expert position requiring the application of the latest pedagogical theory and know-how, and the development of tailored, client-oriented solutions across a range of training scenarios and topics. It also extends to other types of learning, such as mutual learning, coaching, mentoring and other knowledge/competence-based support.

We are looking for a Managing Consultant to join our growing team working on multiple areas of EU environmental and natural resource policy.
You will take a leading role in managing our EU clients and research frameworks, and oversee the delivery of a portfolio of projects The role will help shape the growth and direction of our practice, undertaking business development to drive forward expansion of ICF’s existing and new areas of work. The role will sit in ICF’s European Policy, Research, Evaluation and Strategy unit, which offers research and consulting services to nearly all European Commission DGs, multiple EU agencies as well as national governments, businesses and NGOs. We hold several multi-year research framework contracts with these clients focussed on environment and natural resource policy (e.g. with SANTE, ENV, MARE, EFSA). Much of our work involves social and economic analysis, impact assessment and evaluation of public policies, programmes and contexts. Who we are looking for:
We are looking for an experienced researcher or consultant with a proven track record in delivering high quality research and winning work. You should be intellectually curious and very well organised individual, with an ability to see the many dimensions of a policy problem and to engage and work with leading thematic experts. You will have:
Degree, Master’s degree or PhD in relevant discipline
Demonstrable knowledge and experience in relevant areas of EU policy
Good understanding of European policy-making process (experience of working on assignments for the European Commission would be an advantage)
Skills in social and economic research, environmental economics and quantitative and qualitative research methods

We are looking for a Managing Consultant to join our well-established public policy practice that conducts legal studies and carries out evaluations and impact assessments for the European Commission, in particular DG Justice and Consumers and its agencies (FRA, EIGE, Eurojust). Our current portfolio of projects reflects the diversity of the policy areas covered by DG Justice.
Examples of some of our recent and/or current assignments include: a legal study on the phenomenon of letterbox companies; an impact assessment on the protection of whistleblowers; a study on data sharing; an evaluation of the environmental crime directive; an evaluation of the Equal Pay Directive; an evaluation of the Consumer Credit Directive and an impact assessment on its possible revision; an impact assessment on ways to empower consumers to play an active role in the green transition; legal research in the area of judicial cooperation in civil matters (e.g. recognition and enforcement of judgements); and studies on EU citizenship and free circulation.
The successful candidate will have project management experience ideally in managing legal research and analysis, evaluations, impact assessments or feasibility studies in the justice area, including, inter alia: civil and commercial justice, criminal justice, citizenship, data protection, fundamental rights and equality. The ideal candidate will also have experience with business development and a successful track record in managing tenders for public policy clients.
In addition, the candidate is required to hold a legal background, with solid knowledge and understanding of EU law and at least basic knowledge of Private International Law, and a sound understanding of and interest in EU actions relating to the Justice portfolio. She/he should be experienced in conducting legal research and analysis as well as in reporting on EU policies and/or programs.
What you’ll get to do:
You will play a key role in further developing our portfolio and track record in the policy areas covered by DG Justice. As part of our growing team, you will be responsible for business development as well as project management, high-quality contributions to and quality assurance of legal studies, evaluations, impact assessments and feasibility studies mainly but not exclusively commissioned by DG Justice and Consumers. You may be managing more than one project at a time, have line-management responsibilities for more junior ICF staff and establish/maintain successful relations with clients and external stakeholders. The role provides an excellent opportunity to demonstrate strong analytical skills, intellectual leadership, management skills and report writing skills in helping our public policy clients solve some of the most complex challenges.

A Master’s degree in law (EU law preferably)

We are looking for a Researcher to join our well-established health policy team sitting within our broader European Research and Evaluation practice. We conduct scoping research, evaluation and impact assessment studies for the European Commission and its Executive Agencies.
Our current portfolio of projects reflects the diversity of our work in public health, centring on two main focal areas: public health and its determinants of health, and health preparedness and response. Examples of some of our recent projects include evaluations of EU tobacco and smoke free environments, nutrition and alcohol polices & legislation, support studies and impact assessments supporting the implementation of the EU Pharmaceutical Strategy.
The successful candidate will have demonstrated experience in managing large-scale evaluations, impact assessments or scoping studies in European public health policy. Thematic experience in one or multiple sub-domains such as non-communicable diseases, health and medical systems, health preparedness and response is considered an asset. The successful candidate will also have experience with business development and a successful track record in managing or coordinating proposals for public sector contracting authorities. Ideally, the successful candidate will also have a background in qualitative research methods and analysis.
The successful candidate will have a research background in EU health policies, and have first experience in undertaking scoping research, evaluations or impact assessments for the European Commission. Although not a prerequisite, the candidate’s familiarity with tendering procedures would be an asset.
