Roles & Responsibilities:
1. Project Management - To work with various stakeholders for application support or implementation of IT Workplans and be involved in various stages of the SDLC.
a. To facilitate development and documentation user requirement and project scope for the development / implementation of new systems or enhancements to existing systems.
b. To facilitate the development of IT Workplan documents for procurement and award, such as Approval to Procure/Award paper, statuses of proposal reviews liaise and guide relevant stakeholders to improve proposals submitted in order to accelerate the approval of initiatives.
c. To facilitate the procurement (RFQ/RFP) for the implementation of IT Workplan with the various departments such procurement and legal teams.
d. To assess proposals to support Senior Management’s review and endorsement of proposals such as to appraise senior management on adequacy of a project’s key performance indicators.
e. To facilitate cross-functional collaboration to design comprehensive integration plans and develop methods and processes for guiding the implementation
f. To provide the guidance to manage dependencies/ integration across systems including facilitating review and seeking approval in technical forums such Solution Review Board.
g. To work closely with vendors in project implementation, application testing, supporting application patches and upgrades in accordance with project methodologies and policies.
h. To monitor and ensure project implementation is in accordance to project and quality assurance procedures and methodologies including timely project updates to various stakeholders and forums.
i. To monitor and ensure the vendors meet the contractual obligations and service level post go-live of any IT Workplans.
2. Communication - To serve as key liaison party with business users
a. To provide the guidance on Workplan planning and operations, working towards optimising value of IT, defragmenting IT systems and harnessing the benefits of adopting common platforms and solutions.
b. To consult and communicate with key stakeholders on IT policy and guidelines such as the HealthTech Instruction Manual in order to ensure smooth and effective implementation of policies.
c. To give guidance on IT governance framework for instance, to guide users on processes and forums to seek approval for funding proposals.
3. Oversight and Monitoring - To have visibility to IT Workplans in terms of scope, schedule, implementation plan, resource and stakeholder plans
a. To work with PMO Team for track, measure and report to ensure accountability.
b. To administer, review and improve existing IT governance processes for more efficient review of IT initiatives without compromising quality of review
4. Resource Management - To provide guidance and coaching to junior team members and manage a team as required.
Requirements / Qualifications:
1. Successful track record in project management, user and vendor management and as a Project Manager for mid to large-scale projects.
2. Possess good verbal and written communication, analytical and conflict resolution skills with proven ability to translate complex, technical subjects into clear and concise communications to a variety of key stakeholders of different levels
3. Strong leadership and analytical skills and ability to work independently. Strong ability to handle ambiguity and high work pressure.
4. Versatile in working independently as well as an effective team player.
5. At least 8 years of relevant hands-on experience in project management.
6. Degree in Computer Science, Computer Engineering or equivalent.
7. Experience in healthcare industry or public sector IT programmes and projects is an added advantage.
8. Knowledge of ERP-related / Cloud Setup is an advantage.
Position Summary / Project Description:
The successful candidate will join the Cluster Application Team with oversight in the development and implementation of IT workplans for the business; ie. Big3 cluster Governance. He/she will focus on implementation and management of the IT Workplan, funding proposal governance and review. In the course of his/her work, he/she will be exposed to a wide range of IT initiatives across the healthcare ecosystem and strategic decision-making by Senior Management. There will be opportunities to harness and hone his/her skills to plan, design and create tools to facilitate the reviews and implementation of health IT initiatives. To be successful, he/she will have to communicate effectively when interfacing with a broad range of people in various job levels and role.
