Under direction of the SOC Director, the Associate Governmental Program Analyst (AGPA) will provide direct support to the SOC Director and perform the most complex analytical tasks relating to the overall analytical lead functions within the Cal OES State Operations Center. The AGPA will function in a demanding and changing environment, which requires the incumbent to act with independence, while effectively maintaining a routine workload and regularly responding to short term assignments. The AGPA is required to meet regulatory and internal deadlines on all projects. This position is responsible for specific fiscal, planning, and programmatic support functions for the State Operations Center and in support of the Cal OES Response Directorate. This position acts in a lead capacity for many administrative, research, policy analysis, and review tasks. The AGPA conducts complex analytical studies and trend surveys on data and presents information either orally or in writing. This position will have contact with confidential and sensitive information such as timesheets, payroll checks, and leave absence balance and budget reports.
Effective January 1, 2026, the California Department of Human Resources (CalHR) will change the classification name of Associate Governmental Program Analyst (AGPA) to Analyst II. The probationary period will be 12 months for all new appointments with a start date after this change is implemented. Headquarter Response Operations manages the systems, alerts, training, products, documentation and support for the state operation center. Our goal is to ensure response teams and liaisons are equipped with the right tools to successfully support disaster response coordination across the regions and state.
The current State Operations Center (SOC) at the California Governor’s Office of Emergency Services has been a model for local governments, the private sector and non-profit organizations since it was built in 2001.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
