Role:
The ISSM develops, maintains, and implements information security standards, procedures, and guidelines for systems and applications that align with compliance requirements and program objectives. Ensures that systems and organizational environments are protected from unauthorized access and use. Monitors systems, identifies threats, and handles disaster recovery operations. Manages day-to-day tasking of security IT team to provide system security to production networks. Mentors and develops training plans for team members on various technologies and procedures to help them grow in their career. Develops and delivers materials to Parsons program staff to elevate their understanding of Information Assurance programs and their role in achieving success. Collaborates with other managers in the Security IT organization on company-wide activities such as organizational planning, strategy, and innovation.

Job Description:
Ready to use your technical leadership in a key Project position? Are you a subject matter expert (SME) that can direct a variety of complex techniques and analyses within the Safeguards and Security (S&S) technical area? Parsons is now hiring a fully qualified, senior level Project Security Manager, with broad experience in all aspects of the security disciplines including personnel, physical, operations, industrial, communications, information, and information technology security.
In partnership with the local Senior Technical Director for IT Security, IT Leadership, and local Program Leaders, the IT Security Project Manager (ITSEC PM) is responsible for overall direction, implementation, execution, control, and project management of the IT deliverables of Program-wide projects in the central MD region in alignment with Parsons’s business unit strategy, commitments, and goals. The role shapes, drives, and implements innovative approaches and solutions within the program portfolio to achieve desired business outcomes. The ITSEC PM partners and consults with various technical and program partners to deliver iterative business value and brings a positive and results oriented mindset that thrives on building consensus, business relationships, and team cohesiveness in addition to the achievement of business objectives.
TASKS, DUTIES, FUNCTIONS:
Utilizing fundamental project management practices, the ITSEC PM leads IT Security and technical program initiatives with moderate to high scope and complexity while engaging business partners to ensure delivery of value-add outcomes and achievement of business objectives.
Facilitates transparent program communications & agile project administration through appropriate communication strategies and practices, change management, resource management, and project delivery.
Understands customer journey to guide the delivery of business outcomes while securing commitment for project decisions and managing expectations.
Manages and resolves conflicts, issues, and risks to remove barriers within the project/program team while continuing momentum on initiatives.
Identifies and manages interdependencies within projects and programs.
Supports Request for Proposals (RFP), including program needs and product/service expectations.
Provides guidance, feedback, coaching and mentoring to project team members.
Analyzes and understands project trends and themes around activities, budgets, and resources, and makes recommendations for adjustments as necessary including development of contingency plans to mitigate and address risks.
Collaborates with PMs and technology TCOR / PM TD (Programs Technical Directors) and leaders to identify value drivers.
Provides partners and leaders with an accurate view of challenges to adoption, and recognizes, clarifies, and prioritizes concerns.
Motivates and inspires teams to coalesce and commit to shared purpose.
PHYSICAL SKILLS, ABILITIES, AND EXERTION UTILIZED IN THE PERFORMANCE OF THESE TASK:
Exceptional oral and written communication skills to interact with senior leaders, project team members, technical subject matter experts, and security officers. Must be able to operate a personal computer and other standard office equipment, such as multi-function copiers and telephones. Must be able to work on own initiative. Excellent project management skills are required to manage the implementation of complex projects, prepare recommendations, perform analysis, and to accomplish other project management functions as necessary. Ability to work under pressure and tight deadlines; may be required to work extended hours to complete tasks.
ORGANIZATIONAL CONTACTS & RELATIONSHIPS:
INTERNAL: All levels of staff and management, including Senior Management. EXTERNAL: U.S. government agencies, vendors, & suppliers.
QUALIFICATIONS:
EDUCATION: Bachelor Degree in Business Administration, Management Information Systems, or Computer Science are preferred. Project Management Certification with preference for Agile methodologies.
EXPERIENCE: Minimum eight years of combined experience in project analysis, coordination, and management with a minimum of four years of experience directly managing projects. Experience managing moderate complexity projects end-to-end required, preferably in a tech industry.
KNOWLEDGE / SKILLS:
Strong organizational, planning, research, and analytical skills.
Customer-focused attitude and ability to work proactively and efficiently.
Supportive of all decisions, choices, goals and objectives as determined by PMO leadership and Executive leadership.
Proven ability to evaluate key program objectives and develop appropriate action plans.
Proficiency in Microsoft Office products, especially MS Project, MS Excel, MS PowerPoint, MS Teams, and Jira.
Ability to use logical reasoning when making objective observations, examinations, evaluations, and recommendations.
