Job Summary

Development and execution of the project cost estimation, cost plan, monitor costs and collects cost data to ensure conformity with management's budget directives, cost tracking, forecasting and reporting.

Duties & Responsibilities:

• Support or lead in cost estimation for projects at various stages of the project development like FS, FEED and EPC.
• Study and understand all relevant project documents relating to the cost management of allocated projects.

• Basic knowledge of measurement, cost estimation and project cost control functions.

Job Purpose

The successful candidate will be part of the IFRS 17 systems team as a Senior Finance System Engineer. The key role to be performed is to elicit and analyse business requirements, supports System Integration Test (SIT), support Users’ Acceptance Test (UAT) and maintain IFRS 17 systems for business-as-usual.

The Job

1) Contribute to the IFRS 17 systems team:

· Facilitate / conduct workshops for business users to identify project requirements. Gather, analyse, document and follow up on user requirements.

· Based on the requirements, generate artefacts needed for solution generation. These artefacts include – mapping documents, requirements for integration/interface specifications, site-map and page-flow, and the usage of UML diagrams to detail the process flow and solution.

· Understanding the core IFRS17 requirements, software solution and how to implement this within Great Eastern Finance and Actuarial business teams.

· Build an understanding on IFRS17 systems and configuration in order to support the business needs.

· Ability to analyse and pull out data from database to analyse situations and defects and suggest improvements.

· Writes requirements mapping document for IFRS17 solution product - inbound interface requirements document

· Designs and implements unit test cases and expected results

· Assembles System Test cases and expected results

· Investigates System Test, Integration Test and UAT defects

· Support users during User Acceptance Testing (UAT), regular tracking of test progress status and defect management.

· Maintain IFRS17 software for business-as-usual, supporting Great Eastern Finance and Actuarial business teams

· Defects analysis

· Develop IFRS17 and insurance-specific SME knowledge for group-wide knowledge management.

2) Take accountability in considering business and regulatory compliance risks and takes appropriate steps to mitigate the risks.

3) Maintain awareness of industry trends on regulatory compliance, emerging threats and technologies in order to understand the risk and better safeguard the company.

4) Highlight any potential concerns /risks and proactively shares best risk management practices.

Our Requirements

• Degree in Computer Science, Business Information Systems or Finance / Insurance degree.

• Certified pertaining to Business Analysis (CBAP or equivalent).

• Certified Agile / Scrum practitioner will be an added advantage

• Minimum 5 years working experience in IT and experience handling projects or BAU in Insurance

• core systems or Finance systems.

• Experience in implementing or handling core Insurance systems or experience in financial reporting systems.

• Experience in handling inbound and outbound interfaces between upstream or downstream systems.

• Comfortable with handling data analysis via database queries - Oracle SQL, PL/SQL database to support business, testing, troubleshooting etc

• Good Insurance domain knowledge

• Strong knowledge and experience of insurance products is key

• Relational database understanding

• Financial reporting domain knowledge would be an added advantage

• Project working experience or good understanding of IFRS17 is an advantage.

Work with Project Technical Consultant on Class 3 Cost Estimate.
Conduct ICSA on Class 3 Cost Estimate.
Liaise and review all the basis and computation of Class 3 cost estimate.
Establish the forecast of expenditure in Phase 3 and 4
Verify the robustness of quotations with reference to the MREs, as part of the build-up to the Class 3 cost estimate
Review the cost estimate with the Senior Project Manager, Project Manager and Business Manager
Lead the coordination with ICSA SME as part of the through-phase engagement during Phase 3, in collaboration with FEED contractors.
Establish detail Owner Cost estimate for Phase 4 and liaise with whole project team on the input to establish Class 3 cost estimate

Requirements:Bachelor Degree in Engineering or equivalent
Minimum 15 years work experience as a Project Cost Estimator for Mega Projects.
Experience in cost estimation for international major and mega projects (>US$1B) in an engineering company
Familiar with Aspen or equivalent estimation software
Well demonstrated past cost estimate experience vs actual cost incurrence.

Qualification criteria

· University degree in Finance, Accounting, Economics, or related field.

· 7+ years of professional business experience in financial planning and analysis, preferably in international FMCG industry

· Excellent verbal and written communication skills, with the ability to effectively communicate financial information to non-finance stakeholders

Main purpose of the job

This role is pivotal in driving strategic financial planning and forecasting to support the achievement of business objectives. It involves a deep collaboration with key business stakeholders to integrate Procurement insights into global strategic plans, annual budgets, and forecasts. A significant responsibility includes developing and overseeing a global procurement benefit methodology that accurately quantifies the procurement organization’s value to the business. This position leads the benefits management process, ensuring its integration with finance forecasting as part of the global procurement finance operating model. Additionally, the role focuses on cultivating relationships with budget owners, enhancing the perceived and actual value delivered by the procurement function. Supporting the Finance Director in pivotal finance projects is also a key aspect of this role, underscoring its strategic importance in bridging Procurement and Finance to foster organizational growth.

Accountabilities and deliverables

1. Leads planning and forecasting activities with key strategic finance business partners to achieve business and company goals. Manages the process, which provides financial input of the procurement function into the long-term regional and global strategic financial business plans, the annual budgets, and any other forecasts.

2. Owns the global procurement benefit methodology, which clearly defines and quantifies the additional value the procurement organization is bringing to the business. Leads the entire benefits management processed, which is aligned to the finance forecasting activities as part of global Procurement finance operating model.

3. Partner with Global and Regional financial planning and forecasting teams to drive visibility of additional value delivered by global procurement function within the financial statements of individual business units.

4. Conduct rigorous review and critical analysis of financial inputs, assumptions, and forecasts provided by global procurement function, ensuring their reasonableness and alignment with strategic objectives.

5. Collaborate with the risk management team to identify and assess financial risks that may impact the organization's performance and objectives. Incorporate identified risks into financial models and analysis, ensuring that potential risk scenarios are considered in budgeting, forecasting, and strategic planning processes.

6. Work with the risk management team to develop stress testing scenarios to assess the resilience of financial plans and strategies under adverse conditions.

7. Review actual financial performance with functional heads/managers to understand drivers of performance and ensure any risks and opportunities are identified and communicated early to relevant stakeholders with interventions/action plans put in place.

8. Develop and build strong working relationship with key stakeholders to enable open and honest business discussions.

9. Seek continuous improvement in ways of working and align best practice across the team in conjunction with other finance business partners. Proactively work with peers to identify and implement efficiencies.

Responsibilities

Cost Estimator

• Make cost estimates for project inquiries using diagrams and specifications.
• Create estimates based on instructions from supervisors and project details.
• Collaborate with the Engineering Department to coordinate design efforts.
• Develop Schedule of Rates and Technical Data Sheet.
• Review estimates for completeness and accuracy and keep them updated.
• Enter quotation inquiries into the system and organize related documents.

Electrical Drafter

• Create engineering drawings like single-line, layout, and schematics from sketches.
• Make drawings based on instructions from the Designer Department.
• Coordinate with the Engineering Department for design harmony.
• Develop enclosure specifications and material lists.
• Review drawings for accuracy and completeness.
• Generate material requisition orders and compare them with drawings.
• Finish drafting tasks on time.
• Keep all project drawing revisions.
• Organize documents following document control systems.

Project Engineer

• Lead a team of electricians/workers for maintenance or project tasks after toolbox briefing and planning.
• Participate in client meetings.
• Organize manpower and materials for projects.
• Perform routine checks and arrange for corrective actions if needed, reporting to the Project Manager about project status and issues.
• Prepare sample submissions, shop drawings, as-built drawings, and O&M submissions.
• Approve workers' timecards.

Requirements

• Possess Diploma/NITEC in Electrical Engineering.
• Candidates with no experience are welcome to apply, training will be provided.
