35-37 Monday – Friday, normal working hours

City: WINCHESTER
Hybrid working
To provide highway engineering and maintenance expertise, manage, plan and deliver annual programmes of work, including carriageway resurfacing, footway reconstruction, structural drainage and surface treatment schemes within the Planned Maintenance Team.
All works undertaken are maintenance and delivered on the Local Road Network, itis therefore essential to have experience in working on evolved roads and thepotential challenges this can bring
Key Responsibilities
Using asset management principles assist with the identification of proposed schemes then implement engineering solutions through a robust design process to enable efficient delivery
Provide technical support throughout the design and construction process.
Plan and programme resources for the design and implementation of annual programmes of planned maintenance works.
Establish agreed solutions with interested parties, which meet engineering and environmental considerations and provide project management throughout the construction period.
Manage, monitor and control progress to achieve completion to recognised County Council standards, policies and procedures within time and budget constraints.
Prepare estimates and raise task orders for planned maintenance schemes, monitor and review individual scheme and programme budgets and agree final accounts for authorisation.
Liaise as appropriate with contractors, district, parish and town councils, Highway depot engineers, other departments, public utility companies, National Highways, external consultants and the general public, verbally, and by written advice
Occasionally represent the County Council at public meetings, carry out consultations on programme proposals and advise elected members as necessary.
Liaise with Corporate Communications to assist with media enquiries.
Prepare reports and present evidence at Court, as required

Qualifications:
HNC / HND Civil Engineering (or equivalent)
Knowledge:
Knowledge of highway regulation and maintenance strategy
Knowledge of contract procedures, highway design standards and appropriate highway and health and safety legislation
Experience:
Experience working with evolved highways and the complex design solutions required to maintain them.
Relevant experience in discipline (likely to be an Incorporated or Chartered Engineer)
Skills & Abilities:
Practical, technical skills relating to civil engineering procedures.
Proven written and oral communication skills, including customer care experience.
Proven ability to use computer-based information systems to extract, analyse and manipulate technical and other relevant data
Ability to motivate and develop inexperienced staff
