- We are currently working with a leading APAC Real Estate Developer which is expanding aggressively across the region and is looking for a Cost and Contracts Manager to join its team in undertaking a broad scope of work across the group and be based in Singapore If you are successful in this role, you will have the opportunity to work with an exciting, energetic team with a strong, open culture with a strong desire to grow aggressively, regionally.
Key Responsibilities:
- Supervise, coordinate, and oversee Cost & Contract-related affairs within the organization's Project Department to ensure alignment with organizational objectives, industry leadership in service standards, profitability, and customer satisfaction.
- Conduct technical assessments, including a solid understanding of costing in construction development, interpretation of contract terms, and the development of work procedures, cost reporting, and other administrative tasks related to cost and contract management.
- Conduct feasibility studies by comprehending government regulations and land tender conditions, establishing Project Development Estimates to support land bidding, and assisting Project Managers in developing cost estimates for AEI (Additions and Alterations and Upgrading) studies.
- Serve as the Cost & Contract Manager responsible for reviewing Requests for Variations (RVOs) submitted by Project Managers, making recommendations for management approval, assisting Project Managers in resolving construction claims, and reviewing and updating office-standard contract terms and conditions while assessing potential risks.
- Periodically educate Project Managers on contract terms and conditions, ensuring compliance with company Standard Operating Procedures (SOPs), and manage the cost database, including tracking, updating, controlling, and analyzing data.
- Support Project Managers in cost evaluations for main contract tenders and other procurement packages, evaluate tender packages for compliance with in-house standard operating procedures, and assist in the main contract tender process using the Price Quality Matrix evaluation method.
Key Requirements:
- Hold a degree in Building or Quantity Surveying.
- Possess a minimum of 8 - 10 years of experience as a Cost Consultant or Quantity Surveyor with a real estate developer or contractor, focusing on cost and contract management in construction and property development.
- Exhibit a proactive approach, strong analytical skills, and sound decision-making abilities.
- Collaborate effectively within a team while demonstrating leadership qualities.
- Maintain a positive attitude and a strong sense of ownership.
- Possess excellent written and verbal communication skills.
