Responsibilities:
- The jobholder is responsible for ensuring the maximization of effort and efficiency for the traffic operation of DTL
- During an incident, the staff needs to carry out the task of coordinating efforts by liaising directly with the Incident Officer who provides the on-the-spot control and management of the incident/emergency.
- Staff is responsible for coordinating with the authority and other public transport operators on special public transport arrangements and optimizing the service level of the railway under the degraded mode of operation.
- To meet the Key Performance Indicators (KPI) set by management as well as company or departmental objectives
- Managing and providing supervision to all OCC Controllers who have day-to-day responsibility for providing caring, reliable safe, and secure delivery of passenger train services
- Mainline and depot train traffic and track access control management and related operations
- Supervise Controllers in handling incident and service disruption and ensure high-quality service delivery, safety, and information to passengers in the trains and stations
- Supporting and ensuring that incident, emergencies, and service disruptions is handled according to SOP and Regulator COP
- Make sound decisions under deviate scenarios and emergency situations
- To provide inputs and coordinate with Engineering for system-related matters
- Maintain effective communications during his/her shift, with all relevant Operations and Engineering Officials on matters affecting train services, the Power Supply and Environment Control Systems, and with personnel of other organizations and external agencies in the event of service disruption, incident, or emergency
- Ensure internal SMS and dissemination of information through media platform is timely and accurately updated.
- Investigate and prepare reports for any incident or accident for submission to Management and Regulator.
- Review delays and incidents and ensure lesson learnt is cascaded down to all Controllers
- Implementing rules & procedures, working instructions and execution of emergency response plans. Regular reviews on their adequacy and effectiveness for continuous improvements
- Supervise and ensure monthly Team TTX is executed and documented accordingly and lesson learnt from past incidents is shared
- Manage staff competency training for existing and new controllers and development including regular reviews on their conducts and performances
- Manage Controllers related issues including training and development, corrective actions, performance improvement plans handling grievances and disciplinary actions as required up to termination.
- Provide individual Controllers coaching, mentoring, counselling and evaluate their performances
- Report shortcomings in staff personnel performance and non-compliance to DTL Rules and Procedures so that necessary action (counseling, verbal/ written warning, suspension, and termination/dismissal) can be taken by respective departments
- Liaise with internal and external agencies and customer requests on operation matters and work improvement projects
- Maintain competency through performing Duty Chief Controller (Traffic and Station )
- Take out new tasks when assigned by management
Requirements:
- Possess a degree in any discipline.
- At least 5 years at Senior Supervisory level, preferably with relevant experience in railway operations (Train Operations or Station Operations)
- Comfortable with managing or controlling real time situations
- Possesses adequate skills in technical understanding of numerical reasoning
- Systematic in planning and organizing
- Eye for detail and sound decision making
- Able to evaluate alternative solutions and to make logical decisions under time pressure
- Able to perform shift duties which include weekends and public holidays
- Able to multi-task and be a good leadership and mentoring qualities
- Able to give directions and guidance to Controllers during incident and emergency management
- Ability to identify colors due to the nature of work
