LSCFT is a Specialist Mental Health and Community NHS Foundation Trust in the North West.

The Estates and Facilities Directorate are currently looking to recruit a Property Compliance Manager to oversee Property Compliance for the Trust and lead the Compliance Team forward. The role will include a wide variety of tasks and the post holder will ensure that LSCFT meets all statutory obligations with regard to health and safety, risk, and property compliance requirements. The post holder will advise on all aspects of health and safety with regard to LSCFT premises under the direct control of the Trust and will liaise with landlords to ensure safe working environments within shared / leased premises.

Whilst an Estates & Facilities background will be advantageous, this role would suit candidates with excellent communication skills, who can also demonstrate the following:

The post holder will ensure that LSCFT Estates & Facilities meets all statutory obligations with regard to health and safety, risk, and property compliance requirements. The post holder will advise on all aspects of health and safety with regard to LSCFT premises under the direct control of Estates & Facilities and liaise with landlords to ensure safe working environments within shared / leases premises.

Undertake targeted support to the risk departments in meeting with the stakeholder health and safety objectives. The post holder will undertake a programme of audits to identify areas of risk and maintain a departmental risk register. Where appropriate support the Fire Officer by raising fire awareness. Liaise with external agencies to ensure a good working relationship is developed and maintained.

The post holder will have line management responsibilities for the Estates Ligature Co-ordinator, oversee their work and complete ligature audits and associated tasks in their absence.

Lancashire & South Cumbria NHS Foundation Trust provides a range of services including secondary mental health care across this area. Specialist provision comprises inpatient child and adolescent mental health services, perinatal mental health and forensic services including low and medium secure care.

Job roles/responsibilities:
To be responsible for the day-to-day responsive repair works, statutory compliance, minor projects and planned works to all the buildings within the Police and Crime Commissioner's property portfolio, ensuring that all buildings are safe, well maintained and fully compliant for staff and visitors.

• Provide expert advice on building maintenance and construction matters.
• Establish and manage efficient processes for responsive maintenance services.
• Plan, design, and coordinate minor refurbishment projects.
• Manage annual spending forecasts using cost-effective techniques.
• Ensure compliance with financial regulations and control expenditures.
• Create project documents for maintenance and construction projects, meeting legal and safety requirements.
• Manage projects as a Project Manager, overseeing work quality and safety.
• Conduct property condition surveys and prioritize maintenance programs.
• Support various departments within the Estates team.
• Review project reports, specifications, and calculations.
• Manage asbestos compliance and contractor performance.

Knowledge/Experience required:

• Degree in Building Surveying.
• Qualification in relevant Health & Safety area e.g., NEBOSH or IOSH.
• Professional membership of RICS or CIOB.
• Substantial experience of providing customer advice in a busy environment and dealing with a wide range of technical and administrative queries.
• Experience of working to deadlines and tight timescales, within a busy and demanding environment.
• Experience of providing advice and guidance to staff and managers on policies, regulations, procedures, statutory and technical matters.
• Knowledge and experience of Building Regulations, CDM Regulations, Health & Safety, Codes of Practice, and other relevant legislation.
• Experiencing of dealing with people in difficult, sometimes confrontational circumstances.
• Knowledge of administrative process of planning legislation and site procedures.
• Experience of dealing with members of the public and working in partnership with other departments and agencies.
• Experience of communicating across a wide spectrum of people both individuals and in groups.
• Experience of producing accurate written information and demonstrate a high level of attention to detail.
• Experience of analysing information to identify relationships, patterns, and trends, having the ability and experience of interpreting complex rules, regulations and constraints and identifying options.
• Experience of using Microsoft Software applications, including MS Office, Word, Excel, PowerPoint, and Access.
